Book Synopsis East Asia Pacific at Work by : Truman G. Packard
Download or read book East Asia Pacific at Work written by Truman G. Packard and published by World Bank Publications. This book was released on 2014-05-07 with total page 299 pages. Available in PDF, EPUB and Kindle. Book excerpt: The unprecedented progress of East Asia Pacific is a triumph of working people. Countries that were low-income a generation ago successfully integrated into the global value chain, exploiting their labor-cost advantage. In 1990, the region held about a third of the world’s labor force. Leveraging this comparative advantage, the share of global GDP of emerging economies in East Asia Pacific grew from 7 percent in 1992 to 17 percent in 2011. Yet, the region now finds itself at a critical juncture. Work and its contribution to growth and well-being can no longer be taken for granted. The challenges range from high youth inactivity and rising inequality to binding skills shortages. A key underlying issue is economic informality, which constrains innovation and productivity, limits the tax base, and increases household vulnerability to shocks. Informality is both a consequence of stringent labor regulations and limited enforcement capacity. In several countries, de jure employment regulations are more stringent than in many parts of Europe. Even labor regulations set at reasonable levels but poorly implemented can aggravate the market failures they were designed to overcome. This report argues that the appropriate policy responses are to ensure macroeconomic stability, and in particular, a regulatory framework that encourages small- and medium-sized enterprises where most people in the region work. Mainly agrarian countries should focus on raising agricultural productivity. In urbanizing countries, good urban planning becomes critical. Pacific island countries will need to provide youth with human capital needed to succeed abroad as migrant workers. And, across the region, it is critical to ‘formalize’ more work, to increase the coverage of essential social protection, and to sustain productivity. To this end, policies should encourage mobility of labor and human capital, and not favor some forms of employment - for instance, full-time wage employment in manufacturing - over others, either implicitly or explicitly. Policies to increase growth and well-being from employment should instead reflect and support the dynamism and diversity of work forms across the region.
Book Synopsis A Nation at War by : John Robert Martin
Download or read book A Nation at War written by John Robert Martin and published by Strategic Studies Institute. This book was released on 2007 with total page 224 pages. Available in PDF, EPUB and Kindle. Book excerpt: "As the Nation approached the 5-year mark of the start of the GWOT, the USAWC focused the attention of its Seventeenth Annual Strategy Conference on whether or not the evidence supports the continuing assumption that the Nation is really at war. Some would insist that the answer is obviously yes. The conference studied this question in depth with panels on the homeland security aspects, the international context, the legal foundation for the war, and the associated economic and domestic policy issues. The conclusion was that the answer to the question is not as clear as first thought. Much of the evidence suggests that the Nation or at least some parts of it is not at war."--Page v.
Book Synopsis The Global Food Crisis by : Jennifer Clapp
Download or read book The Global Food Crisis written by Jennifer Clapp and published by Wilfrid Laurier Univ. Press. This book was released on 2009-09-30 with total page 288 pages. Available in PDF, EPUB and Kindle. Book excerpt: The global food crisis is a stark reminder of the fragility of the global food system. The Global Food Crisis: Governance Challenges and Opportunities captures the debate about how to go forward and examines the implications of the crisis for food security in the world’s poorest countries, both for the global environment and for the global rules and institutions that govern food and agriculture. In this volume, policy-makers and scholars assess the causes and consequences of the most recent food price volatility and examine the associated governance challenges and opportunities, including short-term emergency responses, the ecological dimensions of the crisis, and the longer-term goal of building sustainable global food systems. The recommendations include vastly increasing public investment in small-farm agriculture; reforming global food aid and food research institutions; establishing fairer international agricultural trade rules; promoting sustainable agricultural methods; placing agriculture higher on the post-Kyoto climate change agenda; revamping biofuel policies; and enhancing international agricultural policy-making.
