Book excerpt: Using individual level data on task composition at work for 30 advanced and emerging economies, we find that women, on average, perform more routine tasks than men?tasks that are more prone to automation. To quantify the impact on jobs, we relate data on task composition at work to occupation level estimates of probability of automation, controlling for a rich set of individual characteristics (e.g., education, age, literacy and numeracy skills). Our results indicate that female workers are at a significantly higher risk for displacement by automation than male workers, with 11 percent of the female workforce at high risk of being automated given the current state of technology, albeit with significant cross-country heterogeneity. The probability of automation is lower for younger cohorts of women, and for those in managerial positions.

Not all countries are unequal in the same ways or to the same degree. In Challenging Inequality, Evelyne Huber and John D. Stephens analyze different patterns of increasing income inequality in post-industrial societies since the 1980s, assessing the policies and social structures best able to mitigate against the worst effects of market inequality. Combining statistical data analysis from twenty-two countries with a comparative historical analysis of Germany, Spain, Sweden, and the United States, Huber and Stephens identify the factors that drive increases in inequality and shape persistent, marked differences between countries. Their statistical analysis confirms generalizable patterns and in-depth country studies help to further elucidate the processes at work. Challenging Inequality shows how the combination of globalization and skill-biased technological change has led to both labor market dualization and rising unemployment levels, which in turn have had important effects on inequality and poverty. Labor strength—at both the society level and the enterprise level—has helped to counter rising market income inequality, as has a history of strong human capital spending. The generosity of the welfare state remains the most important factor shaping redistribution, while the consistent power of left parties is the common denominator behind both welfare state generosity and human capital investment.

But how can we make sure that every person has a decent minimum income allowing for a life with dignity in societies rich enough to afford such a right? How can we ensure that minimum income support is cost-effective and compatible with other goals such as promoting work effort, self-reliance, and upward mobility? How can political support for such schemes be fostered and made robust? Zero Poverty Society assesses the current state of minimum income protection in the rich world, building on original empirical analysis. It also engages with debates on topics as diverse as optimal targeting and means-testing, administrative complexity, non-take-up, behavioural economics, the political economy of minimum income protection, and basic income. Marchal and Marx conclude that more adequate poverty prevention is possible, without the costs having to be prohibitive. However, they are sceptical about 'silver-bullet' solutions such as basic income. Adequate minimum income protection is not a matter of getting one scheme or policy right. It is a matter of getting multiple policy levers right, in the right configuration. Incremental, context-conscious expansion is the way forward if we really care about the most vulnerable.

It presents new estimates of the returns to different levels of schooling as well as cognitive and socioemotional skills for women and men. It examines whether those returns are due to levels of human capital or to structural bias in labour markets, and how these two factors work across the earnings spectrum. The book examines the existence of 'glass ceilings' and 'sticky floors' for women using this expanded measure of human capital. Further, by analyzing a group of countries of wide-ranging levels of economic development and socio-political contexts, the book reveals patterns and insights into how context mediates the relationship between skills and gender gaps in labour market outcomes.
