Symbols used are Y=Yes, N=No, A=Abstain, and X=Absent. Countries two years in arrears in payment of UN dues are not permitted to vote in the Plenary. For 2002, these countries included: the Central African Republic, Iraq, Liberia, and Niger. Neither Palestine nor the Palestine Liberation Organization has voting privileges at the United Nations.
