However, in reality, voters who are outside their home country when elections take place are often disenfranchised because of a lack of procedures enabling them to exercise that right. Voting from Abroad: The International IDEA Handbook examines the theoretical and practical issues surrounding external voting. It provides an overview of external voting provisions in 115 countries and territories around the world, including a map illustrating the regional spread.

Available in PDF, EPUB and Kindle. Book excerpt: As the American election administration landscape changes as a result of major court cases, national and state legislation, changes in professionalism, and the evolution of equipment and security, so must the work of on-the-ground practitioners change. This Open Access title presents a series of case studies designed to highlight practical responses to these changes from the national, state, and local levels. This book is designed to be a companion piece to The Future of Election Administration, which surveys these critical dimensions of elections from the perspectives of the most forward-thinking practitioner, policy, advocacy, and research experts and leaders in these areas today. Drawing upon principles of professionalism and the practical work that is required to administer elections as part of the complex systems, this book lifts up the voices and experiences of practitioners from around the country to describe, analyze, and anticipate the key areas of election administration systems on which students, researchers, advocates, policy makers, and practitioners should focus. Together, these books add to the emerging body of literature that is part of the election sciences community with an emphasis on the practical aspects of administration.

While progress has been made, significant challenges remain. Using newly obtained data about the military voter, The Soldier Vote challenges some widely held views about the nature of the military vote and how service personnel vote.

This book was released on 2021-01-19 with total page 59 pages. Available in PDF, EPUB and Kindle. Book excerpt: The right to cast a vote in democratic elections stands at the core of people’s political rights. However, for citizens residing abroad the issue is less straightforward. Should people that have made a choice to live in another country still have voting rights in their country of origin? If so, should the state be responsible for facilitating their vote from abroad—or should citizens simply have the option of returning to exercise their right? Countries embarking on introducing out-of-country voting (OCV) may benefit from the experiences made in countries where voting from abroad is available. This report presents practical examples from different countries and highlights key issues to be considered before introducing out-of-country voting measures.

Book excerpt: The Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) requires the federal and state governments to facilitate overseas citizens' participation in federal elections. This includes enabling overseas citizens to register and vote. In particular, jurisdictions must be able to send out absentee ballots to overseas voters at least forty-five days before federal elections. The enfranchisement of overseas voters began with military personnel, extended to their families, and then extended to citizens who are overseas for other reasons. An overseas citizen is typically eligible to vote in the last location of a stateside domicile.

Book Synopsis Elections by : U S Government Accountability Office (G
Download or read book Elections written by U S Government Accountability Office (G and published by BiblioGov. This book was released on 2013-06 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: The narrow margin of victory in the 2000 presidential election aroused concern about the reliability of voting machines; the training of polling place workers; and the extent to which local jurisdictions accepted ballots from members of the military, their dependents, or citizens living abroad. The Federal Voting Assistance program developed several useful tools for voters and Voting Assistance Officers, but many potential voters GAO spoke to were unaware of them. Some installations did not meet the Department of Defense (DOD) and service requirements because they provided insufficient numbers of trained Voting Assistance Officers, voter training, and voting materials. Overseas citizens and federal employees said that the State Department provided useful information. However, many military and overseas voters believe that challenges remain, such as understanding and complying with state requirements and local procedures for absentee voting. Security and privacy issues also present challenges to widespread use of the Internet for voting. Information on the precise number of military and overseas absentee votes that local jurisdictions disqualified nationwide in the 2000 general election and the reasons for disqualification are not readily available. However, GAO's national telephone survey found that almost two-thirds of the disqualified absentee ballots were rejected because they arrived too late to be counted or the envelope or form accompanying the ballot was not completed properly.
Book Synopsis Political Parties Abroad by : Tudi Kernalegenn
Download or read book Political Parties Abroad written by Tudi Kernalegenn and published by Routledge. This book was released on 2023-01-21 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes parties beyond the national borders and their increasing institutionalization abroad, in order to understand their development, their organizational specificities, their functions, and their impact on the party system and national politics at home. With 12 contrasted case studies, it comparatively addresses a wide range of perspectives on political parties abroad and lays the foundation for a framework of analysis of political parties abroad, contributing to a better understanding of transnationalism and long-distance democracy. The generalization of overseas voting and the development of representative institutions for emigrants has transformed the civic and political links between states and their diaspora. This has also created new opportunities for political parties, with the task to reach out to citizens living abroad, mobilize them for elections, and even organize their representation at home. This book represents the first in-depth study of an emerging phenomenon. This book will be of key interest to scholars and students of political parties/party politics, immigration, and more broadly to democracy studies and comparative politics.
