Book excerpt: With respect to the coffee standard, the social mission is reflected by the restriction of certification to smallholder farmers (that is, plantation agriculture is prohibited from the Fairtrade coffee market) and the focus on the spread of democratic governance in these farms' communities. [...] These describe, with increasingly sophisticated explanations, how the degree of subordination of developing country firms depends on the capabilities of suppliers and barriers to entry at the node of the value chain that is occupied by the lead firm, that is, the chain governor. [...] The three indicators we have designed to analyze the principle of representation are: 1. Occupational distribution of members on the board of directors: Shows the distribution of decision- making power among stakeholder groups in the main executive governance body of standards organizations. [...] As of July 2009 the FSC was replacing the Policy and Standards Committee that consisted of members of the FSC board of directors. [...] However, there appears to be little consistency in the availability of formal proceedings of meetings.29 None of the organizations under study, for example, provide an up-to-date set of minutes for the meetings of each of the board, standards development committee and general assembly.

Despite the fact that VSS are not legally binding, in order to be a part of global value chains, they have become de facto mandatory, and non-compliance may lead to exclusion of producers from the value chains. The relevance of VSS is reflected by a growing literature across social sciences, in particular economics and political science. This paper describes a new database that collects comparable information on 180 standards and their governance structure, across a wide range of products and countries. We conduct a first empirical analysis of this data with a primary focus on two aspects of standards and their governance: their practices and features in support of producers, and their geographic availability. We find high variability of support and availability across standards systems and countries respectively. Finally, we identify standards- and country-specific features associated with higher support to producers and higher geographic availability.

Book excerpt: Voluntary Sustainability Standards-Setting Organizations (VSSSOs) create standards to improve the social and/or environmental impacts of globalized production networks. VSSSOs are often assumed to have multi-stakeholder governance structures that include the producers of certified products (e.g., farmers, artisans, and workers). This article argues that including producers in governance is desirable. However, analysis of 33 VSSSOs' constitutions shows two-thirds do not even imply intention to include producers. At most, 25% ensure producers have votes/seats and 18% give producers veto power. The discussion examines what is lost when VSSSOs do not bring traditionally marginalized voices to global economic governance.
