Book excerpt: Excerpt from United States Census of Manufactures, 1954, Vol. 1: Summary Statistics; Subject Matter Summaries of Statistics for Industries and Geographic Areas As in the 1947 Census and subsequent Annual Surveys, 1954 man-hours data were requested by quarter for the calendar year, on the basis of 1947 Census pretests. These pretests indicated that quarterly data could be reported more readily than either monthly or annual data. The man hours figures issued by the Census differ from those published monthly by the Bureau of Labor Statistics which cover all hours paid for, whether or not worked, and relate only to the payroll period ending nearest the middle of each month. The 1954 Census definition of man-hours all man-hours at the plant, including stand-by hours paid for) is a clarification, without altering the desired concept, of the 1947 definition which simply called for all man-hours worked. Man-hours were generally well reported except in the case of small establishments which, as in the 1947 Census, experienced some difficulty in distinguishing between production and other types of workers, and except for some industries like apparel where work is commonly performed on a piece rate basis. Where man-hours were not reported and it was not feasible to obtain the information by correspondence, the data were estimated. Because this estimating was largely confined to small establish ments, there is no significant qualification to the validity of overall industry and geographic area totals for man-hours, ex cept for sawmills and a few other industries characterized by small establishments or by other limitations in their record keeping affecting the reporting of man-hour information. How ever, the man hour figures for establishments with fewer than 10 employees, shown in the Size of Establishment chapter of the Summary Volume, should. Be interpreted with this factor in mind.
