The severe lack of research on women in the private sector means that their challenges and contributions are not well recognized. This report aims to fill this gap, compiling available research on the topic and showcasing positive role models of women in business, in the context of the country's post-conflict background. Several key obeservations have also been made: (1) In the immediate aftermath of the war, momentum on women's empowerment helped enshrine equality for women in legislation, (2) Despite positive legislation and political advances, women continue to be economically disadvantaged, and contribute less to the economy than men, (3) Women entrepreneurs cite dealing with licenses, taxation, finance, and labor issues as the biggest obstacles to their business success, (4) Heavy household and childcare responsibilties may lead women to invest less in economic activities, (5) lack of strong networks and pervasive cultural barriers also discourage women from entrepreneurship.

Book excerpt: This book brings together new household and enterprise data from 41 countries in Sub-Saharan Africa to inform policy makers and practitioners on ways to expand women entrepreneurs’ economic opportunities. Sub-Saharan Africa boasts the highest share of women entrepreneurs, but they are disproportionately concentrated among the self-employed rather than employers. Relative to men, women are pursuing lower opportunity activities, with their enterprises more likely to be smaller, informal, and in low value-added lines of business. The challenge in expanding opportunities is not helping more women become entrepreneurs but enabling them to shift to higher return activities. A central question addressed in the book is what explains the gender sorting in the types of enterprises that women and men run? The analysis shows that many Sub-Saharan countries present a challenging environment for women. Four key areas of the agenda for expanding women’s economic opportunities in Africa are analyzed: strengthening women’s property rights and their ability to control assets; improving women’s access to finance; building human capital in business skills and networks; and strengthening women’s voices in business environment reform. These areas are important both because they have wide gender gaps and because they help explain gender differences in entrepreneurial activities. It is particularly striking that while gender gaps in education tend to close with higher incomes, gaps in women’s property rights and in women’s participation in reform processes do not. As simply raising a country’s income is unlikely to be sufficient to give women equal ability to control assets or have greater voice, more proactive steps will be needed. Practical guidelines to move the agenda forward are discussed for each of these key areas.

Book excerpt: Despite the legal and policy foundation of BiH, gender considerations have only marginally been mainstreamed in state and entity policies on rural development or other sectors related to agriculture. At the state level, the Strategic Plan for Rural Development of Bosnia and Herzegovina (2018-2021) addresses support for women as a cross-cutting initiative but fails to fully mainstream gender. Rather, the strategy includes a stand-alone sub-section on gender equality that presents rather superficial analysis of gender disparities in rural areas and includes no strategic guidance. Measures are suggested for “young people/women” in combination and for improving access to business grants, rural loans and agricultural associations. One monitoring indicator measures “women’s participation” in investment programs for agricultural holdings and diversification of rural economy (Strategic Plan for Rural Development of Bosnia and Herzegovina (2018-2021). The inconsistent application of gender mainstreaming to policy development and the very limited capacity of most line ministries to include a gender perspective in their core work contribute to a situation in which gender equality is poorly reflected in state policies that concern agriculture and rural development. Meanwhile, rural areas are marked by women’s poverty, which is linked to their economic dependence, over representation in informal and unpaid work, and the fact that elderly rural women in particular tend not to be covered by the pension system and are often living alone because they are widowed.
