Book excerpt: This report examines the constraints countries face in implementing vocational education and training (VET) systems and related policies; analyzes how some countries have successfully implemented reforms; and evaluates VET reforms in central and eastern Europe, the former Soviet Union, and other countries in transition to a market economy, such as China. The Introduction summarizes the results of studies of 16 countries and 2 territories: Hungary, Poland, the Czech Republic, The Russian Federation, Kazakhstan, China, Indonesia, Malaysia, the Republic of Korea, Chile, Mexico, South Africa, Tanzania, Zambia, Egypt, Jordan, and the West Bank and Gaza. Each of the 17 countries listed has an entire chapter devoted to its unique experience. The chapters analyze the labor market developments that determine the demand for VET, the supply response of the VET system, the problems that arise in matching demand and supply, and the major innovations in resolving these problems. Labor market analysis is restricted to labor regulations and indicators relevant to the demand for skilled and technical workers. VET supply responses were categorized into secondary and postsecondary vocational and technical education, pre-employment vocational training, and in-service or on-the-job-training. Included for discussion are the results of two special papers--on the lessons of Australia's comprehensive VET reforms and the applicability of Germany's dual system to low- and middle-income countries.

Book excerpt: Vocational education often is ignored during discussions of secondary education reform even though it accounts for between 25 percent and 79 percent of upper secondary enrollment in the former centrally-planned countries of the European Union. Based on information, data, and feedback from most of these countries, this paper develops a set of propositions about vocational education reform, not with a view to prescribing a detailed "one-size-fits-all" strategy, but rather it derives some principles that continued reform of vocational education could take into account, to the benefit of fiscal ef.

Book excerpt: Vocational education and training (VET) in 10 Central and Eastern European countries--Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovak Republic, and Slovenia--was examined. The analysis focused on the following issues: socioeconomic context of VET reforms; VET at the start of reforms; the European Union Phare program and its support of VET reform in 1990-1998; changes in VET legislation and policies; changes in VET administration and financing; involvement of social partners; anticipation of skill needs and vocational standards; curricular reforms; teacher and trainer education; higher VET and professional education; continuing education; and challenges for VET in the transition context. It was concluded that, in countries in transition to a market economy and democratic society, VET must perform the following remedial, adaptive, and proactive roles: underpin and motivate the economic and social transformation process; prevent and combat the social exclusion of people disadvantaged in the labor market; and cope with constant technological changes and labor market uncertainty. VET policies in Central and Eastern Europe must be aimed at reaching macroeconomic stability, containing costs and mobilizing additional financial resources for education and training, promoting educational choices, and improving incentives and introducing competition among providers of education and training. Book excerpt: This report assesses the current situation regarding vocational training in Central and Eastern Europe and suggests projects and working methods that would be consistent with the mission of the Commission of the European Communities' European Training Foundation. Sections 1 through 4 focus on the following: the existing system's inability to train individuals to become instruments of political, economic, and social change and for training workers and to cope with unemployment and economic upheaval resulting from political reform; the necessity of international aid to reform vocational training in Central and Eastern Europe; key issues in global action to define strategies and build a new system in Central and Eastern Europe; and principles and themes that Western countries must observe when sharing their training expertise with Central and Eastern Europe. Chapter 5, which deals with the mission, working program, and methods of the European Training Foundation, proposes that the foundation act as an effective resource center/clearinghouse, use local expertise, and give priority support to integrated projects designed to help establish a vocational training system, support the creation of the instruments/resources needed for a rational training policy, and train vocational policymakers and practitioners. The case studies provide insight into current evaluation practices in several European countries and assess the results of international and EU-supported programmes and initiatives. This publication is part of the background report to Cedefop's third research report, dedicated to evaluation and impact of education and training. The other volumes address the Impact of education and training and the Foundations of evaluation and impact research. The third research report is complemented by a synthesis report which provides a comprehensive review of types and results of evaluation and impact research in Europe and beyond. The series of Cedefop reports on vocational education and training research have been published since 1998. They take into account the wider context in which vocational education and training is embedded and discuss the implications for policy, practice and future research.

This book was released on 1999 with total page 81 pages. Available in PDF, EPUB and Kindle. Book excerpt: Curriculum reform in vocational education and training (VET) in Central and Eastern Europe was examined through case studies of VET in 10 countries: Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovak Republic, and Slovenia. Special attention was paid to the following: each country's VET system; curriculum content and goals; curriculum design; policy context; available resources; school autonomy; national standards; qualifications and youth unemployment; adult education/lifelong learning; transition from school to work; relationship between general education and VET; labor processes and organization of VET; translation of labor market needs into curricula; student and teacher perspectives; student practice in workshops; and learning facilities in schools and companies. In all 10 countries studied, VET structures and processes were being reviewed, and reform and pilot projects featuring curricula focused on independent/self-directed learning and problem solving and development of key competencies required to work with new technologies were in progress. In most of the countries, labor market analysis methods had yet to be adopted and the connection between learning and work was often reduced to irrelevant theory or unreflective "doing." (An appendix constituting approximately 50% of this document contains summaries of the case studies.) (MN)

This book was released on 2001-01-01 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is about education system reform in Central and Eastern Europe, with emphasis on decentralization and management. In the past, local authorities served as implementation arms of the central ministry, while finance and decision-making were controlled by the central government, leaving local communities with little influence. New education laws in most countries of the region have altered this balance. A moderate approach may be the least disruptive short-term solution for societies undergoing socioeconomic transition. In 1997 the World Bank Institute participated in a research project to study intergovernmental roles in the delivery of education services in the Czech Republic, Hungary, Poland, Albania, Bulgaria, and Romania. Each country assembled a research team of academics, educators, and policy advisors led by an education specialist. Each team produced a report, which was discussed and revised during four information-sharing seminars, and they are presented here. The challenge these countries face is how to develop new institutions that can effectively enlist state, civil-society, and private-sector resources to achieve educational goals. This book should be of interest to educators and other readers interested in Central and Eastern European area studies. Its multidisciplinary methodology will also provide useful insights to development policymakers in other sectors. (RT)
