For the first time, the U.S. Department of Education has released the names of the schools currently under investigation for Title IX violations--sex-based discrimination, including sexual assault, that is so severe, pervasive, and objectively offensive that it effectively denies a victim an educational opportunity or benefit. A recent report from the Office of Senator Claire McCaskill shed light on how too many higher-education institutions fail to protect students from sexual assault. Already, these milestones have spurred new bipartisan legislation in the Senate to address the issue. As these conversations continue, the needs of lesbian, gay, bisexual, and transgender, or LGBT, survivors of sexual assault must be addressed in order to effectively end sexual assault on college campuses. This document describes how, despite significant strides in creating safer environments for LGBT students, many still experience harassment and violence based on their sexual orientation or gender identity. As a result of their experiences, LGBT students are more likely to support policies at their colleges and universities that prevent sexual harassment and support survivors. Colleges and universities have a moral and legal obligation to support survivors and prevent sexual assault against students. Sexual assault significantly harms LGBT students and their education, and no response to the sexual violence prevalent on so many campuses across the nation can be complete unless it takes the needs of the LGBT community seriously.

Book excerpt: There is minimal research on Gay, Lesbian, Bisexual, Transgender, and Queer (GBTQ) dating violence on college campuses. This qualitative study was facilitated using focus groups that included students that identified as being GBTQ at the University of Central Florida (UCF). The focus group questions were open ended in a discussion format. Participants were recruited from student organizations like the Gay Lesbian Bisexual Student Union (GLBSU) and Knight Allies on campus. There were a total of 10 students that participated in 2 different focus group sessions. Student's attitudes, thoughts and opinions about dating violence on college campuses in GBTQ relationships were collected. Additionally, participants provided their own definitions of the term dating violence. The students were most comfortable discussing dating violence among heterosexual couples, but did provide their thoughts about this issue in the GBTQ community. The results show that students had differing ideas on what constitutes a dating relationship, and behaviors that are positive and acceptable in GBTQ relationships, but are not considered socially acceptable. One example of this was public displays of affection. In addition, students identified negative behaviors in violent relationships that seem to follow some of the common themes that were found in the current literature. Participants were not aware of current efforts at UCF to address college campus dating violence from a prevention standpoint, but were familiar with intervention services offered on campus. They provided ideas on social messages that would be effective on campus to raise awareness about dating violence in the GBTQ community.

Book excerpt: Author's abstract: This study examined what school leaders can do to protect lesbian, gay, bisexual, and transgender (LGBT) youth from peer victimization and identified effective strategies, programs, and policies that school leaders can implement in their schools to reduce the level of peer victimization experienced by LGBT youth. Students who identify as LGBT are often victimized by their peers (Chan, 2009; Kosciw, 2004; Markow & Fein, 2005; Weiler, 2004; Williams, Connolly, Pepler, & Craig, 2005). Peer victimization has a negative impact on the academic and psychological development of students, especially those in the sexual minority. LGBT youth are at a greater risk than their heterosexual peers for truancy, depression, substance abuse, isolation, and suicide ideation, attempts and success. The Delphi Technique research method was used to gather data from a panel of seven experts on what school leaders can do to protect LGBT youth from peer victimization and what effective strategies, programs, and policies school leaders can implement in their schools to reduce the level of peer victimization experienced by LGBT youth. Findings revealed that school leaders can protect LGBT youth from peer victimization by (a) having safe harbors for LGBT students to go to, (b) intervening in and addressing anti-LGBT comments/behaviors, and (c) training all adults who have contact with students regarding the school's bullying policies and procedures. Findings also revealed effective strategies, programs, and policies that school leaders can implement in their schools to reduce the level of peer victimization experienced by LGBT youth. Those effective strategies, programs, and policies include (a) talking about LGBT issues and identity throughout the curriculum and classes, (b) implementing a bullying/harassment/intimidation prevention program, (c) implementing Gay-Straight Alliances, (d) implementing policies with clear, reporting procedures in place for youth and members of the community, and (e) implementing clear bullying policies that are inclusive of those who identify as LGBT. Book excerpt: Background and objective: The overarching goal of the proposed dissertation is to assess how pre-college and in-college factors are related to students' experiences of sexual violence and sexual harassment (SVSH) while in college. Findings from the proposed work will inform the design and development of violence prevention strategies tailored to educational institutions (K-12, colleges and universities) and to address the needs of students. Diverse student populations were considered, as research shows women (1), students of color (2), students living with disabilities (3), lesbian, gay, bisexual, transgender, queer and other (LGBTQ+) populations (1, 4) and international students (5) are at increased risk of experiencing SVSH during college. Methods: This dissertation utilized three unique data sets. Paper one utilized a sequential explanatory mixed-methods study design to describe differences in pre-college formal and informal sex education content and sources reported between LGBTQ+ and heterosexual undergraduate students at three public universities and assessed the perceived usefulness of sex education and responsivity to LGBTQ+ needs. Paper two utilized a cross-sectional data set derived from a sexual violence campus climate survey in order to determine the sociodemographic factors associated with engaging in bystander behavior, including gender, race/ethnicity, sexual orientation, students with SVSH histories and those with intersecting identities. Paper three focused on determining the prevalence of SVSH across demographic groups (e.g., gender, sexual orientation, relationship status), what types of SVSH-related help-seeking (e.g., formal, school-based, informal) were most common, and what types of SVSH and demographic factors were associated with help-seeking using cross sectional data derived from a diverse group of Moi University students in Kenya. Results: Overall, results highlight the importance of student identity and past experiences (e.g., identifying as s survivor of SVSH) on SVSH experiences, prevention and help-seeking. Conclusions: Public health experts and violence prevention researchers have called for SVSH prevention programs, policies and research that are proactive, socio-culturally relevant and focus both on specific, diverse populations and intersectionality. More work is needed to evaluate and expand SVSH prevention and response on university campuses using these guidelines in the US and abroad.

This book makes an important contribution to and provides a foundation for better contextualizing and understanding sexual violence. Each chapter in this edited volume focuses on populations that are not often centered in the discourse of campus sexual violence and accounts for individuals' intersecting identities and how they interlock with larger systems of domination. Challenging dominant ideologies concerning assumptions of white women as the only victims-survivors, the racialization of aggressors, and the deleterious rape myths present in both research and practice, this book draws attention to the complexities of sexual violence on the college campus by highlighting populations that are frequently invisible in research, reporting, and practice. The book places sexual violence on campus in a historical context, centering the experiences of populations relegated to the margins, and highlighting the relationship between racism, classism, homophobia, transphobia, and other forms of domination to sexual violence. The final chapters of the book explore how critical models of intervention and prevention and a critical analysis of existing institutional policies may be implemented across college campuses to better address sexual violence for multiple populations and identities in higher education. This book will expand educators’ understanding of sexual violence to inform more effective policies, procedures, practice, and research that reaches beyond preventing sexual violence and addresses the dominant systems from which sexual violence stems, in an attempt to eradicate, not just prevent, the act and the issue.
