Book excerpt: "Science - "empirical knowledge" - and technology - "applied science" - have long played a key role in social development. In modern times they have come to be seen as absolutely essential factors in the achievement of economic growth and development. And though many dispute their ascendancy and legitimately point to their abuses, there is no escaping their presence and impact." "Taking as a main theme the central role of science and technology in economic progress, this first-of-a-kind sourcebook gathers together the perspectives and expertise of an international body of specialists in science and technology policy to examine the role of science and technology in development, and assess their social, economic, and political dimensions. The authors look at the key issues in relation to the exigencies of developing countries in the "new international context." They emphasize the complexity of the links between science, technology, and development and the important insights to be gained from the study of these links. The authors also point out that, despite science and technology's promise of social and economic progress, such progress is less than ever an inevitable result of their application - though there is no doubt about what can be achieved through science and technology, the quest is an uncertain one."--BOOK JACKET.Title Summary field provided by Blackwell North America, Inc. Book excerpt: This book is the first collection of scholarly writings on science and technology parks (STPs) that has an international perspective. It explores concrete ways to systematically collect information on public and private organizations related to their support of and activities in STPs, including incubation to start-up and scale-up, and collaborations with centers of knowledge creation. Rather than perpetuate the qualitative assessment of successful practices, the focus of this book is to present quantitative and qualitative evidence of the impact of STPs on regional development and to raise awareness on the importance of systematic data collection and analysis. Only through a systematic collection of data on fiscal identification numbers of companies, universities, and university spin-offs will it be possible to conduct current and especially future analyses on the impact of STPs on entrepreneurship, effectiveness of technology transfer, and regional economic development. To this extent, the synergistic views of academics, representatives from STPs, and policy experts are crucial.

Available in PDF, EPUB and Kindle. Book excerpt: First Published in 1991. This volume, containing the proceedings of a Conference organised by the Science, Technology and Development (STD) Forum in association with the Developing Countries Research Unit (DCRU), University of Strathclyde, on 9-10 April 1990, is a modest attempt at advancing awareness concerning Third World development mainly in two inter-related areas: (a) the problems faced in the advancement of science and technology in the Third World and (b) the use of scientific and technological knowledge for promoting sustainable development of these countries. Given the multi-disciplinary character of the Conference and, in particular, the variety of approaches adopted by the contributors, any attempt to synthesise the papers in a brief introduction is likely to be futile. The best that can be done is to introduce some of the papers in a brief review. But before that a few words on the objectives of the Conference, and in particular on the need for North-South Cooperation in science, technology and development, may be helpful.

Available in PDF, EPUB and Kindle. Book excerpt: David D. Kumar and Daryl E. Chubin We live in an information age. Technology abounds: information tech nology, communication technology, learning technology. As a once popular song went, "Something's happening here, but it's just not exactly clear." The world appears to be a smaller, less remote place. We live in it, but we are not necessarily closely tied to it. We lack a satisfactory understanding of it. So we are left with a paradox: In an information age, information alone will neither inform nor improve us as citizens nor our democracy, society, or in stitutions. No, improvement will take some effort. It is a heavy burden to be reflective, indeed analytical, and disciplined but only constructively constrained by different perspectives. The science-based technology that makes for the complexity, contro versy, and uncertainty of life sows the seeds of understanding in Science, Technology, and Society. STS, as it is known, encompasses a hybrid area of scholarship now nearly three decades old. As D. R. Sarewitz,a former geologist now congressional staffer and an author, put it After all, the important and often controversial policy dilemmas posed by issues such as nuclear energy, toxic waste disposal, global climate change, or biotech nology cannot be resolved by authoritative scientific knowledge; instead, they must involve a balancing of technical considerations with other criteria that are explicitly nonscientific: ethics, esthetics, equity, ideology. Trade-offs must be made in light of inevitable uncertainties (Sarewitz, 1996, p. 182).
