The maximization of level of service to passengers in a system operating under time varying demand is considered on both the optimal and heuristic levels. It is shown that while the determination of an optimal schedule is mathematically feasible, it is computationally impractical. Heuristic vehicle control algorithms are developed and tested using computer simulation. It is shown that, as compared to fixed routing strategies, dynamic vehicle routing strategies provide a greater level of service to passengers while substantially reducing the direct operating costs of the system.

The growth of e-commerce demand scalable and hybrid delivery solutions that are in-time, cost-efficient, and clean. Increased workloads demand sophisticated scheduling and routing timelines. Therefore, governments and major logistics companies are launching different programs to promote sustainable distribution processes that leverage multiple transportation modes. In this way, the transportation network costs will be decreased and the carbon efficiency will be improved. Such increasing need for detailed and multimodal plans to larger transportation problems makes the current decision support tools indispensable. The low-quality solutions and the lack of big-data capability have concerned the practitioners for a long time. The problem of routing and scheduling with different types of carriers and modes have drawn limited attentions in previous research. There is no comprehensive research that discusses implementable models and algorithms with most real-world constraints on such transportation mode decision problem. The problem implies the design of long-haul transport, efficient last-mile deliveries to fulfill the demands within in strict time windows. Because it may take several days to cover a long-haul route, it is mandatory to consider breaks or layovers during the trip. Due to the capacity limit, some non-profitable deliveries are subcontracted to third-party carriers. This strategy allows the company to fill their vehicle fleets to the maximum. To further optimize the cost and carbon efficiencies of the vehicle fleets, different types of vehicles are to be evaluated. While the traditional diesel trailers can efficiently handle large amount of cargo, the travel costs and the greenhouse gas emissions cannot be negligible. While the technologies of electric vehicles are becoming mature, the driving-range issue and the high purchase cost still worry the industry. These challenges inhibit the success of a multimodal transportation network. In this dissertation, we investigate the three related optimization problems via meta-heuristics and mathematical programming – 1) a vehicle routing problem with common carriers and time regulation (VRPCCTR), in which the working hour limit is specified and third-party common carriers’ services are considered for unprofitable deliveries; 2) an extended version of the first problem where heterogeneous-sized vehicle fleets are involved (called HVRPCCTR); 3) the electric vehicles are introduced to the problem so that the mode decision becomes determining optimal routes between mixed vehicle types and sizes (called MVRPC) observing the time windows, recharging needs, service of hours regulations, and other constraints. In short, we study a new variant of the vehicle routing problem with three shipping modes – heterogeneous internal combustion vehicles, electric vehicles, and common carriers. Our main contributions are three-fold: We propose a novel meta-heuristic algorithm called Red-Black Ant Colony System for the problems, where the black ants are searching for regular routes using different sizes of vehicles whereas the red ants re-optimize within the common carrier deliveries to build efficient dedicated fleet routes. A developed tool can solve the mode decision problem for 150,000 deliveries. And its implementation has conducted over $5 million of dollars of savings for DHL and its customers annually. For each of the three problems, we give mixed integer linear programming (MILP) models and introduce strong valid inequalities. We prove the strengths of each set of valid inequalities by analyzing the linear relaxation bounds of the models. The endeavors of reducing the symmetry in the MILP models can be seen as the complexities grow from VRPCCTR through HVRPCCTR to MVRPC. We extend our work to incorporate green transportation plans. The recharges for electric vehicles and layover needs are efficiently modeled as renewable resources. This dissertation presents the first exact method based on a branch-and-cut- and-pricing algorithm for variants of MVRPC. The algorithm is tested on real data set from small sizes to medium sizes. Its performance and sensitivity are analyzed. The results show that the our algorithm can solve the problems up to 120 customers to exact optimality. Our results provide analytical insights and implementable large-scale algorithms for multimodal transportation networks of the next-generation logistic operations. The algorithms can also be utilized to study other types of scaling networks such as social networks, electrical grid, 3D printing models, etc. Other industries, such as manufacturing, digital communication, shared economy, etc., can also benefit from our results.

Book excerpt: This paper studies a simultaneous vehicle and crew routing and scheduling problem arising in long-distance road transport in Europe: Pickup-and-delivery requests have to be fulfilled over a multi-period planning horizon by a heterogeneous fleet of trucks and drivers. Typically, in the vehicle routing literature, a fixed assignment of a driver to a truck is assumed. In our approach, we abandon this assumption and allow truck/driver changes at geographically dispersed relay stations. This offers greater planning flexibility and allows a better utilization of trucks, but also creates intricate interdependencies between trucks and drivers and requires the synchronization of their routes. A solution heuristic based on a two-stage decomposition of the problem is developed, taking into account European Union social legislation for drivers, and computational experiments using real-world data provided by a major German forwarder are presented and analyzed. The obtained results suggest that for the vehicle and driver cost structure prevalent in Western Europe and for transport requests that are not systematically acquired to complement one another, no cost savings are possible through simultaneous vehicle and crew routing and scheduling, although no formal proof of this fact is possible.

Book excerpt: This study developed a mathematical model for optimizing vehicle routing and scheduling, which can be used to collect travel time information, and also to perform winter road maintenance operations (e.g., salting, plowing). The objective of this research was to minimize the total vehicle travel time to complete a given set of service tasks, subject to resource constraints (e.g., truck capacity, fleet size) and operational constraints (e.g., service time windows, service time limit). The nature of the problem is to design vehicle routes and schedules to perform the required service on predetermined road segments, which can be interpreted as an arc routing problem (ARP). By using a network transformation technique, an ARP can be transformed into a well-studied node routing problem (NRP). A set-partitioning (SP) approach was introduced to formulate the problem into an integer programming problem (I PP). To solve this problem, firstly, a number of feasible routes were generated, subject to resources and operational constraints. A genetic algorithm based heuristic was developed to improve the efficiency of generating feasible routes. Secondly, the corresponding travel time of each route was computed. Finally, the feasible routes were entered into the linear programming solver (CPL EX) to obtain final optimized results. The impact of travel time variability on vehicle routing and scheduling for transportation planning was also considered in this study. Usually in the concern of vehicle and pedestrian's safety, federal, state governments and local agencies are more leaning towards using a conservative approach with constant travel time for the planning of winter roadway maintenance than an aggressive approach, which means that they would rather have a redundancy of plow trucks than a shortage. The proposed model and solution algorithm were validated with an empirical case study of 41 snow sections in the northwest area of New Jersey. Comprehensive analysis based on a deterministic travel time setting and a time-dependent travel time setting were both performed. The results show that a model that includes time dependent travel time produces better results than travel time being underestimated and being overestimated in transportation planning. In addition, a scenario-based analysis suggests that the current NJDOT operation based on given snow sector design, service routes and fleet size can be improved by the proposed model that considers time dependent travel time and the geometry of the road network to optimize vehicle routing and scheduling. In general, the benefit of better routing and scheduling design for snow plowing could be reflected in smaller minimum required fleet size and shorter total vehicle travel time. The depot location and number of service routes also have an impact on the final optimized results. This suggests that managers should consider the depot location, vehicle fleet sizing and the routing design problem simultaneously at the planning stage to minimize the total cost for snow plowing operations.
