Book excerpt: Surface mining of coal has been occurring in Missouri since the 1840s, and there have been significant environmental impacts of such operations, especially before the enactment of the Surface Mining Control and Reclamation Act in 1977. The agency responsible for reclamation of mined land that was affected before 1977 is the Missouri Department of Natural Resources, Land Reclamation Program, Abandoned Mine Land Section. The application of remote sensing methods for assessing these effects has not been utilized by the Section thus far. A preliminary study was done to evaluate their feasibility and usefulness. The primary objective of this study is to apply methods of image classification, change detection analysis and NDVI calculation and determine their feasibility on a study area in Henry County, Missouri. This was accomplished by producing classified and NDVI images from Landsat TM imagery acquired in 1984 and 2011. The results indicate that these methods could be successfully applied to assist in reclamation assessment and monitoring.

In the U.S. Southwest, most of this is coal extracted using Surface Coal Mining (SCM) techniques, which has several environmental impacts. To minimize post-mining environmental impacts, the Surface Mining Control and Reclamation Act (SMCRA) requires that mine operators reclaim mine lands upon completion of mining operations. Monitoring is necessary to evaluate both compliance with SMCRA and the relative success of reclamation efforts. Remote sensing can be a useful took in this context, providing spatially explicit perspectives through time and across space. However, while remote sensing has been used successfully for monitoring SCM reclamation in humid lands for several decades, it is unclear how effective it is for that purpose in drylands like the U.S. Southwest, even though some of the largest disturbances from coal mining occur in these regions. The objective of this research was to address this problem by using remote sensing to monitor spatio-temporal landscape changes and estimate vegetation cover at the La Plata surface coal mine of New Mexico. To meet this objective, three major tasks were performed: 1) supervised classification of pre-mine, mine, and post-mine remediation land cover using Landsat TM and OLI imagery and Maximum Likelihood Classification and Support Vector Machine approaches; 2) land cover change detection using post-classification comparison; and 3) characterization of vegetation cover using the common vegetation induces Difference Vegetation Index, Simple Ratio, Normalized Difference Vegetation Index, and Modified Soil Adjusted Vegetation Index. The results suggest that the methods used in this study are useful for capturing major land cover changes (e.g., shrubland to exposed rock or exposed rock to grassland) in dryland mining environments but not for capturing subtler relationships with vegetation cover and might be useful for locating areas that need additional reclamation efforts, however, they are not effective at quantifying vegetation cover at a level that is useful for determining whether areas have met reclamation success standards.

The approximate area covered by the project is about 3178.1km22 from the satellite image measurements. Six mining areas were involved ( Jos-Bukuru, Rayfield, Sabongidan kanar, Bisichi, Kuru Ш and Barikin Ladi) in this research. Analysis of land use changes confirmed that mining is rapidly claiming most of land. Preliminary application of Remote Sensing and Geographical Information System (GIS) to study satellite image of the mining areas is an attempt to evaluate and characterize the mining areas based on the spectral signatures of mine ponds, inactive abandoned mine dumps and structural pattern of the areas. The analysis of variance of the average trace element concentration from the six mining localities showed that Iron (Fe) is the only trace element that show universal anomaly in all the mining localities compared to WHO (2002) Standards for drinking (0.30ppm). Iron (Fe) anomaly range from 0.39-2.54ppm. Besides Iron (Fe), each mining locality has its unique trace elements anomaly. The overall analysis of variance between the average trace elements concentration in waters from the six tin mining localities compared to the World Health Organization Standards for consumable water confirmed anomalies of Fe, Pb, Cr, Co, Cu, Ni, Cd in waters collected from the mining localities which portrays environmental degradation as well as a tendency for pollution. The distribution of trace elements anomalies appeared to be consistent with increase in population and industrialization in the order; Jos > Barikin Ladi >Rayfield. The solution calls for intensive utilization of the joint technologies of Remote Sensing and Geographic Information System (GIS) to make effective evaluation of the areas and come up with a cost effective and constructive reclamation and re-utilization scheme which appeals to the environment. The scheme should be flexible enough to accommodate and convert minimum damage to environment as there is no use of land that is completely neutral to the environment
