Available in PDF, EPUB and Kindle. Book excerpt: Section 325 of the 1996 National Defense Authorization Act, "Discharges from Vessels of the Armed Forces," requires the Navy to comply with Uniform National Discharge Standards (UNDS) to control the overboard discharge of incidental wastewaters from ships of the Armed Forces. The regulatory development process is organized into three phases: During Phase I of the UNDS rulemaking process, all discharges incidental to the normal operation of an Armed Forces vessel were identified. The discharges were characterized as requiring or not requiring control based on the discharges potential to cause an adverse environmental impact. During the current phase, Phase l the Environmental Protection Agency (EPA) and the Department of Defense (DoD), in consultation with the U.S. Coast Guard (USOG), the Secretary of State, the Secretary of Commerce, other interested federal agencies and interested states, are jointly promulgating Marine Pollution Control Device (MPCD) performance standards for each discharge determined to require control in Phase During Phase III, DoD, in consultation with EPA and USCG will promulgate regulations governing the design, construction, installation, and use of MPCDs onboard vessels of the Armed Forces to meet the performance standards promulgated in Phase II. It was determined, during Phase I of the UNDS rulemaking process, that weather deck runoff requires a marine pollution control device to control the discharge. At the direction of Naval Sea Systems Command (NAVSEA OSLI 3), representatives from Naval Surface Warfare Center Carderock Division, Puget Sound Naval Shipyard, and AMSEC LLC conducted shipboard assessments aboard 13 U.S. Navy and U.S. Coast Guard ships representing 9 ship classes to identify constituents that have the potential to contribute to weather deck runoff. The data obtained during the assessments will be used to develop the MPCD for weather deck runoff.

While many books focus on developing managerial competencies, most leadership failures are the result of a failure in character, not a failure in competence. But just as you don’t get in shape by reading a fitness magazine, you don’t become a leader of character by reading a book on character. You have to do what you want to be! Becoming a Leader of Character is a workout plan designed to develop six Habits of Character by providing small daily exercises that strengthen your character muscles—for the important tests of character all leaders face.

Available in PDF, EPUB and Kindle. Book excerpt: In March 1993, Secretary of Defense Aspin initiated a comprehensive review of the nation's defense strategy, force structure, modernization, infrastructure, and foundations. He felt that a department-wide review needed to be conducted "from the bottom up" because of the dramatic changes that have occurred in the world as a result of the end of the Cold War and the dissolution of the Soviet Union. These changes in the international security environment have fundamentally altered America's security needs. Thus, the underlying premise of the Bottom-Up Review was that we needed to reassess all of our defense concepts, plans, and programs from the ground up. This final report on the Bottom-Up Review provides the results of that unprecedented and collaborative effort. It represents the product of hundreds of individuals' labor and dedication. It describes the extensive analysis that went into the review and the recommendations and decisions that emerged.

Available in PDF, EPUB and Kindle. Book excerpt: This major revision updates Wayne Hughes's 1986 landmark study that is credited with providing decision makers a sound foundation for battle planning and tactical thinking. The book integrates the historical evolution of tactics, analysis, and fleet operations, and today it can serve as a primer for anyone who wants to learn how navies fight and win. This second edition includes much new material on combat in the missile age and reflects the reconfiguration of many tactics for littoral operations after the fall of the Soviet Union. Hughes recreates famous battles to show how tactics have changed through the ages and the ways in which they have remained unchanged. He covers tactical interaction between land and sea, the sensory revolution of WWII, secret weapons and maritime surprise, the role in battle of leadership and morale, and the importance of surface warships in today's U.S. fleet. He suggests that naval tactics, unlike ground combat, are dominated by the offense and concludes that the great tactical maxim must be attack effectively first. A new chapter traces the evolution of missile tactics at sea and includes details of attacks on ships. Many changes emphasize joint operations and coastal combat. The already extensive appraisal of command and control and information warfare is further expanded to cover modern naval operations and the character of modern salvo warfare. In the tradition of Mahan and Clauswitz, this classic text incorporates literature, politics, and a knowledge of human nature. Indispensable reading for all those interested in naval tactics, it is also a valuable reference for wargamers

Book excerpt: The Arabian Gulf has been at the centre of the world stage and a major 'flash point' for over 40 years. Expert naval historian Iain Ballantyne examines the role of the US and Royal Naval forces in this troubled area over the period from 1961 to this present day. He describes the various build-up of forces to counter numerous international threats and wars, be they the Israeli/Arab conflicts, Iran/Iraq War, the US hostage dramas, Iraq's invasion of Kuwait and the Coalition Campaign that followed, the years of blockade and, of course, the recent invasion of Iraq, overthrowing Saddam Hussein.
