Book excerpt: The Advanced Technology Development Program is currently evaluating theperformance of the second generation of Lithium-ion cells (i.e., Gen 2 cells). The18650-size Gen 2 cells consist of a baseline chemistry and one variant chemistry. These cells were distributed over a matrix consisting of three states-of-charge (SOC)(60, 80, and 100% SOC), four temperatures (25, 35, 45, and 55°C), and three life tests(calendar-, cycle-, and accelerated-life). The calendar-life cells are clamped at an opencircuitvoltage corresponding to 60% SOC and undergo a once-per-day pulse profile. The cycle-life cells are continuously pulsed using a profile that is centered around 60%SOC. The accelerated-life cells are following the calendar-life test procedures, butusing the cycle-life pulse profile. Life testing is interrupted every four weeks forreference performance tests (RPTs), which are used to quantify changes in capacity, resistance, and power. The RPTs consist of a C1/1 and C1/25 static capacity tests, alow-current hybrid pulse power characterization test, and electrochemical impedancespectroscopy at 60% SOC. Capacity-, power-, and electrochemical impedancespectroscopy-based performance results are reported.

DOE's FreedomCAR and Vehicle Technologies Office sponsors the Advanced Technology Development (ATD) Program--involving 5 of its national laboratories--to assist the industrial developers of high-power lithium-ion batteries to overcome the barriers of cost, calendar life, and abuse tolerance so that this technology can be rendered practical for use in HEV and FCEV applications under the FreedomCAR Partnership. In the area of cost reduction, Argonne National Laboratory (ANL) is working to identify and develop advanced anode, cathode, and electrolyte components that can significantly reduce the cost of the cell chemistry, while simultaneously extending the calendar life and enhancing the inherent safety of this electrochemical system. The material cost savings are quantified and tracked via the use of a cell and battery design model that establishes the quantity of each material needed in the production of batteries that are designed to meet the requirements of a minimum-power-assist HEV battery or a maximum-power-assist HEV battery for the FreedomCAR Partnership. Similar models will be developed for FEV batteries when the requirements for those batteries are finalized. In order to quantify the material costs relative to the FreedomCAR battery cost goals, ANL uses (1) laboratory cell performance data, (2) its battery design model and (3) battery manufacturing process yields to create battery-level material cost models. Using these models and industry-supplied material cost information, ANL assigns battery-level material costs for different cell chemistries. These costs can then be compared with the battery cost goals to determine the probability of meeting the goals with these cell chemistries. As can be seen from the results of this materials cost study, a cell chemistry based on the use of a LiMn2O4 cathode material is lowest-cost and meets our battery-level material cost goal of

Book excerpt: Li-ion cells are being developed for high-power applications in hybrid electric vehicles currently being designed for the FreedomCAR (Freedom Cooperative Automotive Research) program. These cells offer superior performance in terms of power and energy density over current cell chemistries. Cells using this chemistry are the basis of battery systems for both gasoline and fuel cell based hybrids. However, the safety of these cells needs to be understood and improved for eventual widespread commercial application in hybrid electric vehicles. The thermal behavior of commercial and prototype cells has been measured under varying conditions of cell composition, age and state-of-charge (SOC). The thermal runaway behavior of full cells has been measured along with the thermal properties of the cell components. We have also measured gas generation and gas composition over the temperature range corresponding to the thermal runaway regime. These studies have allowed characterization of cell thermal abuse tolerance and an understanding of the mechanisms that result in cell thermal runaway.

An individually-authored summary of each symposium will be issued. The symposium was held in Michigan in order to provide direct access to the policymakers and industrial participants drawn from the concentration of battery manufacturers and automotive firms in the region. The symposium reviewed the current state, needs, and challenges of the U.S. advanced battery manufacturing industry; challenges and opportunities in battery R&D, commercialization, and deployment; collaborations between the automotive industry and battery industry; workforce issues, and supply chain development. It also focused on the impact of DoE's investments and the role of state and federal programs in support of this growing industry. This task of this report is to summarize the presentations and discussions that took place at this symposium. Needless to say, the battery industry has evolved very substantially since the conference was held, and indeed some of the caveats raised by the speakers with regard to overall demand for batteries and the prospects of multiple producers now seem prescient. At the same time, it is important to understand that it is unrealistic to expect that all recipients of local, state, or federal support in a complex and rapidly evolving industry will necessarily succeed. A number of the firms discussed here have been absorbed by competitors, others have gone out of business, and others continue to progress.
