The phenomenon of homelessness is not new, but it has only recently been perceived as a social problem in European Member States. Even in the early 1990s little was known about the paths in and out of homelessness. This volume presents the papers arising from EUROHOME: Emergency and Transitory Housing for Homeless people: Needs and Best Practices. This project enabled a review of the state of knowledge in the field, an analysis of recent trends and a discussion of the prospects for improvement in the prevention of homelessness and the public response to housing in Europe. EUROHOME, and this collection, thus bring together experts in the study of: *

Available in PDF, EPUB and Kindle. Book excerpt: Limited force is different than war: different in scope, strategic purpose, and ethical permissions and restraints. No-fly zones, limited strikes, Special Forces raids, and drone strikes outside 'hot' battlefield have been at the nexus of the moral and strategic debates about just war since the fall of the Berlin Wall but, with the exception of drones, these aspects of the modern arsenal have remained largely undertheorized. Just and Unjust Uses of Limited Force fills that gap by revisiting the major wars animating contemporary just war scholarship (Kosovo, Afghanistan, Iraq, the drone 'wars', and Libya) through the lens of limited force and drawing insights from the just war tradition. Looking at these contemporary examples, the book teases out an ethical account of force-short-of-war. It covers the deliberation about whether to use limited force (jus ad vim), restraints that govern its use (jus in vi), when to stop (jus ex vi), and the after-use context (jus post vim). While these moral categories parallel to some extent their just war counterparts of jus ad bellum, jus in bello, jus post bellum, and jus ex bello, the book illustrates how they can be reimagined and recalibrated in a limited force context, while also introducing new principles specific to the dilemmas associated with escalation and risk. As the argument unfolds, the reader will be presented with a view of limited force as a moral alternative to war, exposed to a series of dilemmas regarding when and how limited force is used, and provided with a more precise and morally enriched vocabulary to talk about limited force and the responsibilities its use entails.

Available in PDF, EPUB and Kindle. Book excerpt: "Few books on European history in recent memory have caused such controversy and commotion," wrote Robert Wohl in 1991 in a major review of Neither Right nor Left. Listed by Le Monde as one of the forty most important books published in France during the 1980s, this explosive work asserts that fascism was an important part of the mainstream of European history, not just a temporary development in Germany and Italy but a significant aspect of French culture as well. Neither right nor left, fascism united antibourgeois, antiliberal nationalism, and revolutionary syndicalist thought, each of which joined in reflecting the political culture inherited from eighteenth-century France. From the first, Sternhell's argument generated strong feelings among people who wished to forget the Vichy years, and his themes drew enormous public attention in 1994, as Paul Touvier was condemned for crimes against humanity and a new biography probed President Mitterand's Vichy connections. The author's new preface speaks to the debates of 1994 and reinforces the necessity of acknowledging the past, as President Chirac has recently done on France's behalf.

Available in PDF, EPUB and Kindle. Book excerpt: The Unspeakable: Representations of Trauma in Francophone Literature and Art is situated at the crossroads of language, culture and genre; it contends that suffering transcends time, space and cultural specificity. Even when extreme trauma is silenced, it often still emerges in surprising and painful ways. This volume draws together examples from throughout the Francophone world, including countries such as Algeria, Morocco, Lebanon, Rwanda, Cameroon, Congo, Côte d’Ivoire, Haiti, New Caledonia, Quebec and France, and across genres such as autobiography, poetry, theater, film, fiction and visual art to provide a cohesive analysis of the representation of trauma. In addition to the survivors’ expression of trauma, the witnesses and receivers are also taken into account. By gathering studies that explore diverse bodily and psychological traumas through tropes such as repetition, silence and working-through, it tackles ethical responsibility and interrogates how expressive forms evoke a terrible reality through the use of imagination. The aim of this volume is not to question if suffering is representable, but rather to examine to what extent art surpasses its own limitations and goes straight to its essence. The Unspeakable hopes to provide models for the cultural translation of trauma, because, when represented and released from silence and isolation, trauma can give way to the arduous process of healing.

Book excerpt: This collection of essays examines how the sense of crisis that occasionally seems to overwhelm us directs and transforms Canadian and Quebec writings in English and French, and conversely, how literature and criticism set out to counterbalance the social, economic, and ideological insecurities we live in.
