But for the administration, the problems have grown more urgent, and the country now faces more than the already tragic heritage of apartheid. Due to decades of apartheid mismanagement urban areas are extremely inequitable and inefficient. They are the productive centres of the economy, but the majority of the urban residents live in very bad conditions and far away from their places of work. The quality of life of the South African people has to be improved massively, through creating jobs and deracialising the cities. Estimates of the present urban population in South Africa vary between 19.6 million and 26 million. By 2020, 75 per cent of the population will live and work in the cities and towns.1 The rate of urban population growth will be higher than for the population growth as a whole. Whereas in 1985 there were 20.7 million of the total South African population, resident in and on the edges of urban areas, by 2020 that will have increased to 43.7 million. 2 In the future, the urban centres, especially the metropolitan areas will function to an even greater degree than today as the social, economic and demographic heart of the country. Planned urbanization can improve living conditions for the majority, help in the expansion of the middle class, and create conditions for economic transformation. However, many African cities have developed haphazardly, resulting in the decline of public services, in slum proliferation, and increases in poverty. African cities thrive on activities characterized by easy entry and low productivity, generally referred to as the "informal sector". Indeed, today some urban dwellers are poorer than their cousins in the countryside. In spite of reform attempts, many governments have not been able to create an enabling environment, with adequate infrastructure and institutions to sustain markets for easy exchange and production. This study argues that with careful policies and planning, the situation can be changed. If the recent natural resource-led economic boom that we have seen in many African countries is used for structural reforms and urban renewal, African cities could become centers of economic opportunity. The challenge for African policymakers is to ensure that urban development is orderly and that the process is inclusive and emphasizes the protection of the environment, hence green growth.

This sought to accelerate industrialization and cultural change by relaxing the constraints on urbanization imposed by state planning. The result was further political instability and a quarter of the black (or African) population housed in shanty towns. Negotiations between the Nationalist government and the African National Congress are working towards the end of the old apartheid system. Yet the negation of apartheid is only the beginning of the creation of a new society. The vested interests and entrenched ideologies behind the existing pattern of property ownership survive the abolition of apartheid laws. Beyond race, class and ethnicity will continue to divide urban life. If the cities of South Africa are to serve all the people, the accelerating process of urbanization must be brought under control and harnessed to a new purpose. The contributors to this volume draw on a broad range of experience and disciplines to present a variety of perspectives on urban South Africa.
