Its aims are two-fold: to provide a framework for decisions about future growth in the fastest growing region of Texas, and to spur further research into the complexities of this vast and rapidly emerging mega-region. The Texas Urban Triangle - 17 million persons spread over 58,000 square miles - is a new urban phenomenon, a triangular megalopolis whose development is not linear and contiguous. This report gives policy makers and investors from all sectors of society the critical knowledge they need to make decisions that will shape the future of Texas. The Texas Urban Triangle is one of the most dynamic urban regions in the nation, and to ensure it continues to flourish, we must build a future based on sustainable growth principles. Our preliminary findings suggest that this is not always the case. Further research needs to be conducted to obtain a complete, detailed, and comprehensive portrait. Nonetheless, even these preliminary findings are robust and point to more sustainable options for the future. Now that this preliminary analysis has been completed, readers are invited to consider the results. The ultimate goals of the project are three-fold: To plant the Texas Urban Triangle squarely and firmly into the public imagination of Texans far and wide - to put the Texas Urban Triangle "on the map." To provide a basis for current policy and planning decisions so that a more vibrant and attractive "Heart of Texas" - its metropolises, counties, and cities - provides a more sustainable environment for its residents, and their descendents and newcomers, well into the future. To determine what future research, particularly at the regional scale, is needed to provide a sound basis for public policy and private investment decisions.

Civic Culture and Urban Change analyzes the Dallas government’s adaptation to shifts in its demography and economic structure that occurred after the assassination of President John F. Kennedy in 1963. The book examines civic culture as a product of a governing regime and the constraints it placed on the capacity of the city to adapt to changes in its population, economy, and the distribution of political power. Royce Hanson traces the impact of civic culture in Dallas over the past forty years upon the city’s handling of major crises in education, policing, and management of urban development and shows the reciprocal effect of those responses on the development of civic capital. Hanson relates the city’s civic culture to its economic history and political institutions by following the progression of Dallas governance from business oligarchy to regency of professional managers and federal judges. Book excerpt: Bound by environmental regulations, many potential developers shy away from brownfield projects because of the high cleanup costs associated with remediating contaminated groundwater. These circumstances create tension between economic and environmental interests, and sometimes between equity interests as well. In Texas, one piece of legislation called the Municipal Setting Designation (2003) aims to reduce liability associated with the redevelopment of contaminated properties. It uses an institutional control to eliminate the ingestion exposure pathway for contaminated groundwater when property owners develop a response action to the contamination. By eliminating risk associated with human consumption, the MSD is designed to reduce costs and accelerate the process for environmental remediation. Some parties praise Texas for taking such steps to quicken the redevelopment of contaminated properties, while others have reservations. This report will explore Texas' MSD program using case study analysis and GIS analysis. It will examine risks associated with proximity to other water resources, and the principle of "polluter pays." What are the effects on the environment? What are the implications of extending MSD practices to cover large metropolitan areas over the long-term? Answers to these questions may identify successes and shortfalls that have emerged over the last eight years as municipalities and professionals have put this law into practice. As we continue to learn from experience, these insights may aid in refining Texas' environmental stewardship policies for future generations.
