Book excerpt: Choosing the city of Surabaya, Indonesia, as a case study, this book discusses the implementation of a 'location permit'. Basically, this permit provide an opportunity for developers to buy land from land- owners to be used for housing development activities. Various restrictions related to this permits and land ownership patterns in Indonesia, raises some difficulties in land acquisition process. These various limitations, in turn generate a variety of strategies of the parties involved to reap their own benefits. Both legally and in violation of the existing regulations. Initially, there is a kind of allegation that housing developers are the most 'naughty' one in land acquisition process. Field studies indicate, however, that there are quite complex issues and related to legal, economic and social aspects of the parties involved. They are consists of government officials as the licensing of land acquisition, land owners, housing developers and other intermediary parties. Weaknesses in law enforcement also has an important role in the intricacies of the implemention of the location permits for housing development activities in Indonesia.

Available in PDF, EPUB and Kindle. Book excerpt: Indonesia was founded on the ideal of the “Sovereignty of the People”, which suggests the pre-eminence of people’s rights to access, use and control land to support their livelihoods. Yet, many questions remain unresolved. How can the state ensure access to land for agriculture and housing while also supporting land acquisition for investment in industry and infrastructure? What is to be done about indigenous rights? Do registration and titling provide solutions? Is the land reform agenda — legislated but never implemented — still relevant? How should the land questions affecting Indonesia’s disappearing forests be resolved? The contributors to this volume assess progress on these issues through case studies from across the archipelago: from large-scale land acquisitions in Papua, to asset ownership in the villages of Sulawesi and Java, to tenure conflicts associated with the oil palm and mining booms in Kalimantan, Sulawesi and Sumatra. What are the prospects for the “people’s sovereignty” in regard to land?

Book excerpt: This paper attempts to define and assess the various institutional and mechanical elements which constitute a land management system and which have a significant impact on the functioning of land markets. The assumption of this report is that the accumulation over time of different institutions and instruments, which have relfected different priorities and policies, has inhibited the efficient and equitalbe operation of land markets and that reforms of institutions and policies are now urgently needed. Book excerpt: Indonesia has urbanized rapidly since its independence in 1945, profoundly changing its economic geography and giving rise to a diverse array of urban places. These places range from the bustling metropolis of Jakarta to rapidly emerging urban centers in hitherto largely rural parts of the country. Although urbanization has produced considerable benefits for many Indonesians, its potential has only been partially realized. Time to ACT: Realizing Indonesia’s Urban Potential explores the extent to which urbanization in Indonesia has delivered in terms of prosperity, inclusiveness, and livability. The report takes a broad view of urbanization’s performance in these three key areas, covering both the monetary and nonmonetary aspects of welfare. It analyzes the fundamental reforms that can help the country to more fully achieve widespread and sustainable benefits, and it introduces a new policy framework—the ACT framework—to guide policy making. This framework emphasizes the three policy principles of Augment, Connect, and Target: • Augment the provision and quality of infrastructure and basic services across urban and rural locations • Connect places and people to jobs and opportunities and services • Target lagging areas and marginalized groups through well-designed place-based policies, as well as thoughtful urban planning and design. Using this framework, the report provides policy recommendations differentiated by four types of place that differ in both their economic characteristics and the challenges that they face— multidistrict metro areas, single-district metro areas, nonmetro urban areas, and nonmetro rural areas. In addition to its eight chapters, Time to ACT: Realizing Indonesia’s Urban Potential includes four spotlights on strengthening the disaster resilience of Indonesian cities, the nexus between urbanization and human capital, the “invisible†? crisis of wastewater management, and the potential for smart cities in Indonesia. If Indonesia continues to urbanize in line with global historical standards, more than 70 percent of its population will be living in towns and cities by the time the country celebrates the centenary of its independence in 2045. Accordingly, how Indonesia manages this continued expansion of its urban population—and the mounting congestion forces that expansion brings—will do much to determine whether the country reaches the upper rungs of the global ladder of prosperity, inclusiveness, and livability.

Book excerpt: Cities for Profit examines the phenomenon of urban real estate megaprojects in Asia—massive, privately built planned urban developments that have captured the imagination of politicians, policymakers, and citizens across the region. These controversial projects, embraced by elites, occasion massive displacement and have extensive social and economic impacts. Gavin Shatkin finds commonalities and similarities in dozens of such projects in Jakarta, Kolkata, and Chongqing. Shatkin is at the vanguard of urban studies in his focus on real estate. Just as cities are increasingly defined and remapped according to the value of the land under their residents’ feet, the lives of city dwellers are shaped and constrained by their ability to keep up with rising costs of urban life. Scholars and policy and planning professionals alike will benefit from Shatkin’s comprehensive research. Cities for Profit contains insights from more than 150 interviews, site visits to projects, and data from government and nongovernmental organization reports and data, urban plans, architectural renderings, annual reports and promotional materials of developers, and newspaper and other media accounts.
