Book excerpt: This SAE EDGE(TM) Research Report explores how the deployment of automated vehicles (AVs) will affect the insurance industry and the principles of liability that underly the structure of insurance in the US. As we trade human drivers for suites of sensors and computers, who (or what) is responsible when there is a crash? The owner of the vehicle? The automaker that built it? The programmer that wrote the code? Insurers have over 100 years of experience and data covering human drivers, but with only a few years' worth of information on AVs - how can they properly predict the true risks associated with their deployment? Without an understanding of the nature and risks of AVs, how can the government agencies that regulate the insurance industry provide proper oversight? Do the challenges AVs present require a total reworking of our insurance and liability systems, or can our current structures be adapted to fit them with minor modifications? Unsettled Legal Issues Facing Automated Vehicles explores a number of potential challenges and unsettled topics facing the insurance industry and offers potential solutions brought forth from a team of seven legal experts.

Book excerpt: The impending deployment of automated vehicles (AVs) represents a major shift in the traditional approach to ground transportation; its effects will inevitably be felt by parties directly involved with the vehicle manufacturing and use (e.g., automotive original equipment manufacturers (OEMs), public transportation systems, heavy goods transportation providers) and those that play roles in the mobility ecosystem (e.g., aftermarket and maintenance industries, infrastructure and planning organizations, automotive insurance providers, marketers, telecommunication companies). The focus of this SAE EDGE Research Report is to address a topic overlooked by many who choose to view automated driving systems and AVs from a "10,000-foot perspective: " the topic of how AVs will communicate with other road users such as conventional (human-driven) vehicles, bicyclists, and pedestrians while in operation. This unsettled issue requires assessing the spectrum of existing modes of communication - both implicit and explicit, both biological and technological - employed by road users today. NOTE: SAE EDGE(TM) Research Reports are intended to identify and illuminate key issues in emerging, but still unsettled, technologies of interest to the mobility industry. The goal of SAE EDGE(TM) Research Reports is to stimulate discussion and work in the hope of promoting and speeding resolution of identified issues. Book excerpt: Unsettled Topics in Automated Vehicle Data Sharing for Verification and Validation Purposesdiscusses the unsettled issue of sharing the terabytes of driving data generated by Automated Vehicles (AVs) on a daily basis. Perception engineers use these large datasets to analyze and model the automated driving systems (ADS) that will eventually be integrated into future "self-driving" vehicles. However, the current industry practices of collecting data by driving on public roads to understand real-world scenarios is not practical and will be unlikely to lead to safe deployment of this technology anytime soon. Estimates show that it could take 400 years for a fleet of 100 AVs to drive enough miles to prove that they are as safe as human drivers. Yet, data-sharing can be developed - as a technology, culture, and business - and allow for rapid generation and testing of the billions of possible scenarios that are needed to prove practicality and safety of an ADS - resulting in lower research and development costs to the industry. Unsettled Topics in Automated Vehicle Data Sharing for Verification and Validation Purposes explores how this could lead to better regulation, insurance, public acceptance - and finally, shorter technology development cycles. Finding a business case and changing to an open data culture are not going to be easy tasks, but data sharing is the only way forward for the whole industry to move to the next phase of deployment after nearly a decade of intense research.

Available in PDF, EPUB and Kindle. Book excerpt: When will we see autonomous vehicles on our roads? The answer is that to some degree, they are already here. Numerous organisations are testing fully autonomous prototypes on public roads in the UK, and even commercially available vehicles already have several ‘quasi-autonomous’ features. KPMG has forecasted that the connected and autonomous vehicles market could be worth as much as £51 billion to the British economy by 2030 and could create some 30,000 new jobs over the same period. Accordingly, the UK and a number of other jurisdictions are already implementing legal reforms with a view to smoothing the path for this technology. Notably, Parliament has passed the Automated and Electric Vehicles Act 2018 dealing with the insurance of such vehicles, and changes are currently being made to the Road Vehicle (Construction and Use) Regulations 1986 and to the Highway Code to accommodate highly automated technologies. The government has also issued non-statutory guidance in relation to testing on public roads, and in relation to vehicle cybersecurity. Against this rapidly changing landscape, this book analyses the key legal issues facing autonomous vehicles, including testing on public roads, insurance, product liability, and cyber security and data protection. It also examines the approach being taken in other jurisdictions, including Austria, Germany, Greece, Italy, the USA, and South Africa.

Book excerpt: Over the last 100 years, the automobile has become integrated in a fundamental way into the broader economy. A broad and deep ecosystem has emerged, and critical components of this ecosystem include insurance, after-market services, automobile retail sales, automobile lending, energy suppliers (e.g., gas stations), medical services, advertising, lawyers, banking, public planners, and law enforcement. These components - which together represent almost $2 trillion of the U.S. economy - are in equilibrium based on the current capabilities of automotive technology. However, the advent of autonomous vehicles (AVs) and technologies like electrification have the potential to significantly disrupt the automotive ecosystem. The critical cog governing the rate and pace of this shift is the management of the test and verification of AVs. In this SAE EDGE(TM) report, six senior industry leaders in the impacted ecosystems essay articles which describe sectors of the current automotive ecosystem and the manner in which AV technology can potentially reshape them - providing a mosaic of the massive infrastructure shifts which will be required to absorb AV technologies. NOTE: SAE EDGE(TM) Research Reports are intended to identify and illuminate key issues in emerging, but still unsettled, technologies of interest to the mobility industry. Book excerpt: Automated driving system (ADS) technology and ADS-enabled/operated vehicles - commonly referred to as automated vehicles and autonomous vehicles (AVs) - have the potential to impact the world as significantly as the internal combustion engine. Successful ADS technologies could fundamentally transform the automotive industry, civil planning, the energy sector, and more. Rapid progress is being made in artificial intelligence (AI), which sits at the core of and forms the basis of ADS platforms. Consequently, autonomous capabilities such as those afforded by advanced driver assistance systems (ADAS) and other automation solutions are increasingly becoming available in the marketplace. To achieve highly or fully automated or autonomous capabilities, a major leap forward in the validation of these ADS technologies is required. Without this critical cog, helping to ensure the safety and reliability of these systems and platforms, the full capabilities of ADS technology will not be realized. This paper explores the ADS validation challenge by reviewing existing approaches and examining the effectiveness of those approaches, presenting critical techniques required to bring safe and effective solutions to market, discussing unsettled topics, and suggesting next steps for industry stakeholders to consider as they work to advance the ADS ecosystem. NOTE: SAE EDGE(TM) Research Reports are intended to identify and illuminate key issues in emerging, but still unsettled, technologies of interest to the mobility industry. Book excerpt: This book takes a look at fully automated, autonomous vehicles and discusses many open questions: How can autonomous vehicles be integrated into the current transportation system with diverse users and human drivers? Where do automated vehicles fall under current legal frameworks? What risks are associated with automation and how will society respond to these risks? How will the marketplace react to automated vehicles and what changes may be necessary for companies? Experts from Germany and the United States define key societal, engineering, and mobility issues related to the automation of vehicles. They discuss the decisions programmers of automated vehicles must make to enable vehicles to perceive their environment, interact with other road users, and choose actions that may have ethical consequences. The authors further identify expectations and concerns that will form the basis for individual and societal acceptance of autonomous driving. While the safety benefits of such vehicles are tremendous, the authors demonstrate that these benefits will only be achieved if vehicles have an appropriate safety concept at the heart of their design. Realizing the potential of automated vehicles to reorganize traffic and transform mobility of people and goods requires similar care in the design of vehicles and networks. By covering all of these topics, the book aims to provide a current, comprehensive, and scientifically sound treatment of the emerging field of “autonomous driving".

This book was released on 2012 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Note: This is the original 2012 report. An updated 2014 law review article is available as 1 Tex. A&M. L. Rev. 411. This report provides the most comprehensive discussion to date of whether so-called automated, autonomous, self-driving, or driverless vehicles can be lawfully sold and used on public roads in the United States. The short answer is that the computer direction of a motor vehicle's steering, braking, and accelerating without real-time human input is probably legal. The long answer, contained in the report, provides a foundation for tailoring regulations and understanding liability issues related to these vehicles. The report's largely descriptive analysis, which begins with the principle that everything is permitted unless prohibited, covers three key legal regimes: the 1949 Geneva Convention on Road Traffic, regulations enacted by the National Highway Traffic Safety Administration (NHTSA), and the vehicle codes of all fifty US states. The Geneva Convention, to which the United States is a party, probably does not prohibit automated driving. The treaty promotes road safety by establishing uniform rules, one of which requires every vehicle or combination thereof to have a driver who is "at all times ... able to control" it. However, this requirement is likely satisfied if a human is able to intervene in the automated vehicle's operation. NHTSA's regulations, which include the Federal Motor Vehicle Safety Standards to which new vehicles must be certified, do not generally prohibit or uniquely burden automated vehicles, with the possible exception of one rule regarding emergency flashers. State vehicle codes probably do not prohibit-but may complicate-automated driving. These codes assume the presence of licensed human drivers who are able to exercise human judgment, and particular rules may functionally require that presence. New York somewhat uniquely directs a driver to keep one hand on the wheel at all times. In addition, far more common rules mandating reasonable, prudent, practicable, and safe driving have uncertain application to automated vehicles and their users. Following distance requirements may also restrict the lawful operation of tightly spaced vehicle platoons. Many of these issues arise even in the three states that expressly regulate automated vehicles. The primary purpose of this report is to assess the current legal status of automated vehicles. However, the report includes draft language for US states that wish to clarify this status. It also recommends five near-term measures that may help increase legal certainty without producing premature regulation. First, regulators and standards organizations should develop common vocabularies and definitions that are useful in the legal, technical, and public realms. Second, the United States should closely monitor efforts to amend or interpret the 1969 Vienna Convention, which contains language similar to the Geneva Convention but does not bind the United States. Third, NHTSA should indicate the likely scope and schedule of potential regulatory action. Fourth, US states should analyze how their vehicle codes would or should apply to automated vehicles, including those that have an identifiable human operator and those that do not. Finally, additional research on laws applicable to trucks, buses, taxis, low-speed vehicles, and other specialty vehicles may be useful. This is in addition to ongoing research into the other legal aspects of vehicle automation.

Book excerpt: Studienarbeit aus dem Jahr 2016 im Fachbereich BWL - Bank, Börse, Versicherung, University of Westminster, Veranstaltung: MSc Finance, Banking and Insurance, Sprache: Deutsch, Abstract: The future may be uncertain and hard to predict, but it should not be hard to prepare for. Internet and other digital platforms have transformed the way people interact and how they do business in almost all sectors of the economy. This has led to far-reaching challenges and innovations that could have an impact on both current and future of numerous economic sectors. In insurance, for instance, a sector which has remained largely the same for more than three decades, it has a great influence on its value chain right from production, sales and distribution to claims and payments. This report examines self-driving cars, a digital innovation involving vehicles with the capacity to sense their environment and navigate through the pathways without human driver inputs. Their ability to analyze sensory data that in return enables them distinguish between different cars in the road increases driving efficacy and as a result likely to alter current state of both automobile and life insurance industry substantially because of the likelihood that their adoption will significantly reduce the number of traffic accidents as majority of road accidents traditionally are perceived to be caused by driver error/negligence consequently shrinking insurance bills and claims for customers. This study further examines how this innovation (autonomous cars) would influence insurance markets/business while exploring the various responses which the insurance industry has/will put in place to help cope with these changes in the future to enable them to remain sustainably relevant in the market.

Available in PDF, EPUB and Kindle. Book excerpt: Safety has been ranked as the number one concern for the acceptance and adoption of automated vehicles since safety has driven some of the most complex requirements in the development of self-driving vehicles. Recent fatal accidents involving self-driving vehicles have uncovered issues in the way some automated vehicle companies approach the design, testing, verification, and validation of their products. Traditionally, automotive safety follows functional safety concepts as detailed in the standard ISO 26262. However, automated driving safety goes beyond this standard and includes other safety concepts such as safety of the intended functionality (SOTIF) and multi-agent safety. Characterizing the Safety of Automated Vehicles addresses the concept of safety for self-driving vehicles through the inclusion of 10 recent and highly relevent SAE technical papers. Topics that these papers feature include functional safety, SOTIF, and multi-agent safety. As the first title in a series on automated vehicle safety, each will contain introductory content by the Editor with 10 SAE technical papers specifically chosen to illuminate the specific safety topic of that book.
