Book excerpt: The report on the status of the Indonesian and Malay languages in Australia documents the history of those languages in Australian education, within selected communities, in international trade, and among high school students. The first chapter gives a brief history of the Indonesian and Malay languages and comments on their place in the life of contemporary Indonesia, Malaysia, Brunei, and Singapore. Chapters 2-5 detail its teaching and use in Australia's educational system, focusing on significant influences and events in three periods: 1955-70, its introduction during a period of crisis in the teaching of languages other than English; 1970-86, a period of retrenchment in Australian education and business and turmoil in Indonesia; and 1986-92, characterized by heightened awareness of the value of languages other than English. Chapter 6 describes language use patterns in the Indonesian community of the Sydney metropolitan area, and chapter 7 summarizes a survey of Australian companies regarding their current and projected need for Indonesian/Malay language and cultural skills. The final chapter reports on a survey of Australian year 11 students studying these two languages. A series of recommendations for the teaching of Indonesian and Malay in Australia is also presented. The languages are: Arabic; Chinese; French; German; Modern Greek; Indonesian/Malay; Italian; Japanese; and Spanish. The report begins by giving an overview of the history of commonwealth language policy and outlining state and territory language policy initiatives. It then describes the current state of LOTE and English language policy and offers some background on the theory of language planning. A chapter is devoted to language policy in the context of business and trade. Explanations of trade patterns with the countries represented by the nine languages are offered here. The final chapter explains the project in which the sociolinguistic profiles were created and summarizes them, focusing on three aspects: the individual languages' role in relation to migration and Australian society; quantitative data resulting from the study; and qualitative data emerging from the study. The promise of 'languages for all' in the UK and North America in the 1970s marked a shift from languages as élite subjects for the privileged few, but this promise has not been fulfilled. This book explores the reasons for and solutions to this decline. More importantly, it looks at how these trends have been reversed in successful school programs and the implications of this for language education policy makers. The study draws on an analysis of data from 600 primary, secondary and community languages schools over six years and from detailed case studies in a representative sample of 45 successful schools. The book proposes a range of strategies to address the decline: from engaging classroom learning, assessment outcomes and embedding languages as central in school curriculum on the one level, to a mix of incentives and mandation for language study, especially at upper secondary school level. The authors explore the impact of learning languages on the thinking, educational experiences and outcomes of young people across a range of ethnic backgrounds and socioeconomic statuses. They show the importance of having equal access to languages study in a world where young people will have increasingly more diverse working lives and argue that the gap in languages between policy and uptake is really a gap in the thinking of policy makers and government.
