The use of humans in experiments is an age-old practice that records show goes back to at least the third century BC and, since the early modern period, as a practice it has become increasingly popular. Yet, in most countries around the world, hardly any formal checks and balances existed to govern the communal oversight of experiments involving human subjects until at least the 1960s. Ethics by Committee traces the rise of ethics boards for human experimentation in the second half of the twentieth century. Using the Netherlands as a case-study, Noortje Jacobs shows how the authority of physicians to make decisions about clinical research gave way in most developed nations to formal mechanisms of communal decision-making that served to regiment the behavior of individual researchers. Book excerpt: The public, journalists, and legislators themselves have often lamented a decline in congressional lawmaking in recent years, often blaming party politics for the lack of legislative output. In Committees and the Decline of Lawmaking in Congress, Jonathan Lewallen examines the decline in lawmaking from a new, committee-centered perspective. Lewallen tests his theory against other explanations such as partisanship and an increased demand for oversight with multiple empirical tests and traces shifts in policy activity by policy area using the Policy Agendas Project coding scheme. He finds that because party leaders have more control over the legislative agenda, committees have spent more of their time conducting oversight instead. Partisanship alone does not explain this trend; changes in institutional rules and practices that empowered party leaders have created more uncertainty for committees and contributed to a shift in their policy activities. The shift toward oversight at the committee level combined with party leader control over the voting agenda means that many members of Congress are effectively cut out of many of the institution’s policy decisions. At a time when many, including Congress itself, are considering changes to modernize the institution and keep up with a stronger executive branch, the findings here suggest that strengthening Congress will require more than running different candidates or providing additional resources.

Book excerpt: American universities have long professed dismay at the writing proficiency levels of entrants, and the volume of this complaint has been directly correlated to social, political, or economic currents. Many universities, in their rhetoric, have defined high need for remediation as a crisis point in order to garner state funding or to manage admissions. In The Rhetoric of Remediation, Jane Stanley examines the statements and actions made regarding remediation at the University of California, Berkeley (Cal). Since its inception in 1868, university rhetoric has served to negotiate the tensions between an ethic of access and the assertion of elite status. Great care has been taken to promote the politics of public accessibility, yet in its competition for standing among other institutions, Cal has been publicly critical of the "underpreparedness" of many entrants. Early on, Cal developed programs to teach "Subject A" (Composition) to the vast number of students who lacked basic writing skills. Stanley documents the evolution of the university's "rhetoric of remediation" at key moments in its history, such as: the early years of "open gate" admissions; the economic panic of the late 1800s and its effect on enrollment; Depression-era battles over funding and the creation of a rival system of regional state colleges; the GI Bill and ensuing post-WWII glut in enrollments; the "Red Scare" and its attacks on faculty, administrators, and students; the Civil Rights Movement and the resultant changes to campus politics; sexist admission policies and a de facto male-quota system; accusations of racism in the instruction of Asian Americans during the 1970s; the effects of an increasing number of students, beginning in the 1980s, for whom English was a second language; and the recent development of the College Writing Program which combined freshmen composition with Subject A instruction, in an effort to remove the concept of remediation altogether. Setting her discussion within the framework of American higher education, Stanley finds that the rhetorical phenomenon of "embrace-and-disgrace" is not unique to Cal, and her study encourages compositionists to evaluate their own institutional practices and rhetoric of remediation for the benefit of both students and educators.
