Available in PDF, EPUB and Kindle. Book excerpt: This U.S. Marine Corps doctrinal manual covers command and control. It describes a theory and philosophy of command and control for the U.S. Marine Corps. Put very simply, the intent is to describe how we can reach effective military decisions and implement effective military actions faster than an adversary in any conflict setting on any scale. In so doing, this publication provides a framework for all Marines for the development and exercise of effective command and control in peace, in crisis, or in war. This publication represents a firm commitment by the Marine Corps to a bold, even fundamental shift in the way we will view and deal with the dynamic challenges of command and control in the information age. The Marine Corps' view of command and control is based on our common understanding of the nature of war and on our warfighting philosophy, as described in Marine Corps Doctrinal Publication 1, Warfighting. It takes into account both the timeless features of war as we understand them and the implications of the ongoing information explosion that is a consequence of modern technology. Since war is fundamentally a clash between independent, hostile wills, our doctrine for command and control accounts for animate enemies actively interfering with our plans and actions to further their own aims. Since we recognize the turbulent nature of war, our doctrine provides for fast, flexible, and decisive action in a complex environment characterized by friction, uncertainty, fluidity, and rapid change. Since we recognize that equipment is but a means to an end and not the end itself, our doctrine is independent of any particular technology. Taking a broad view that accounts first for the human factors central in war, this doctrine provides a proper framework for designing, appraising, and deploying hardware as well as other components of command and control support.

Available in PDF, EPUB and Kindle. Book excerpt: This U.S. Marine Corps manual is to be used as a tool to help ensure that the values of the Corps continue to be reinforced and sustained in all Marines after being formally instilled in entry level training. This document is a compendium of discussion guides developed and used by Marine Corps formal schools. The guides are part of the formal inculcation of values in young Marines, enlisted and officer, during the entry level training process. This guide is designed to be used as a departure point for discussing the topics as a continuation of the process of sustaining values within the Marine Corps. The User's Guide also serves as a resource for leaders to understand the "talk" and the "walk" expected of them as leaders. New graduates of the Recruit Depots and The Basic School have been exposed to these lessons and expect to arrive at their first duty assignments and MOS schools to find these principles and standards exhibited in the Marines they encounter. Leaders must remember that as long as there is but one Marine junior to them, they are honor bound to uphold the customs and traditions of the Corps and to always "walk the walk and talk the talk." We are the "parents" and "older siblings" of the future leaders of the Marine Corps. America is depending on us to ensure the Marines of tomorrow are ready and worthy of the challenges of this obligation. Teaching, reinforcement, and sustainment of these lessons can take place in the field, garrison, or formal school setting. Instructional methodology and media may vary depending on the environment and location of the instruction. However, environment should not be considered an obstacle to the conduct or quality of the instruction. This guide has been developed as a generic, universal training tool that is applicable to all Marines regardless of grade. Discussion leaders should include personal experiences that contribute to the development of the particular value or leadership lesson being discussed. As a bonus, this reproduction includes the Marine Corps Manual, the basic publication of the United States Marine Corps issued by the Commandant of the Marine Corps and approved by the Secretary of the Navy - sold separately for $7.99. It is a regulatory publication for the Department of the Navy as defined in U.S. Navy Regulations. The Marine Corps Manual is designed primarily for use by Marine Corps commanders and their staffs, Navy officers exercising command over Marines, the staff of the Commandant of the Marine Corps, and the staffs of the bureaus and offices of the Navy Department. Contents: Chapter 1 - General Administration And Management * Chapter 2 - Manpower * Chapter 3 - Operations And Readiness * Chapter 4 - Logistics

Never before have the maritime forces of the U.S. -- the Navy, Marine Corps, and Coast Guard -- come together to create a unified maritime strategy. This strategy stresses an approach that integrates seapower with other elements of national power, as well as those of our friends and allies. It describes how seapower will be applied around the world to protect our way of life, as we join with other like-minded nations to protect and sustain the global system through which we prosper. The three services will secure the U.S. from direct attack; secure strategic access and retain global freedom of action; strengthen existing and emerging alliances and partnerships and establish favorable security conditions. Book excerpt: The Navy has put forth a new construct for its strike forces that enables more effective forward deterrence and rapid response. A key aspect of this construct is the need for flexible, adaptive command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) systems. To assist development of this capability, the Navy asked the NRC to examine C4ISR for carrier, expeditionary, and strike and missile defense strike groups, and for expeditionary strike forces. This report provides an assessment of C4ISR capabilities for each type of strike group; recommendations for C4ISR architecture for use in major combat operations; promising technology trends; and an examination of organizational improvements that can enable the recommended architecture.

Available in PDF, EPUB and Kindle. Book excerpt: This publication is about winning in combat. Winning requires many things: excellence in techniques, an appreciation of the enemy, exemplary leadership, battlefield judgment, and focused combat power. Yet these factors by themselves do not ensure success in battle. Many armies, both winners and losers, have possessed many or all of these attributes. When we examine closely the differences between victor and vanquished, we draw one conclusion. Success went to the armies whose leaders, senior and junior, could best focus their efforts--their skills and their resources--toward a decisive end. Their success arose not merely from excellence in techniques, procedures, and material but from their leaders' abilities to uniquely and effectively combine them. Winning in combat depends upon tactical leaders who can think creatively and act decisively. This book pertains equally to all Marine leaders, whether their duties entail combat service support, combat support, or combat arms. It applies to the Marine air-ground task force commander as well as the squadron commander and the fire team leader. All Marines face tactical decisions in battle regardless of their roles. Tactical leaders must develop and hone their warfighting skills through study and practice. This publication serves as a guide for that professional development. It addresses the theory of tactics and its application in a chaotic and uncertain environment. The concepts and ideas within this publication are battle-tested. Throughout our history, one of the most important reasons for the success of the United States Marine Corps has been the military skill of our leaders at every level of command. Through their tactical skill and battlefield judgment, our commanders achieved tactical and operational advantage at the decisive time and place.

Book excerpt: Is the Marine Corps operational concept "Operational Maneuver from the Sea" and the 31st Commandant's Planning Guidance the direction in which the Marine Corps should be going to remain relevant in the 21st century political and military environment? Are there any institutional changes in doctrine that should be made to enhance the Marine Corps' relevancy in the future? We are entering an era of smaller, mainly unconventional and culturally motivated conflicts waged for the most part either inside national boundaries or in an environment in which boundaries do not matter. These crises range from well-publicized natural disasters, to ethnic unrest, to civil wars. While the American military is now focused on major regional conflicts, the most likely challenges it will confront in the future already exist in the form of ethnic and religious conflicts, international terrorism, and drug trafficking. The forces required for such operations are generally small in number and have specialized capabilities designed to arbitrate, contain, and control conflict; reestablish stability; or assist other governments, nongovernmental organizations, and private voluntary organizations in accomplishing these missions. The Marine Corps of the 21st century is envisioned to be oriented toward the world's littoral regions, operating forward deployed, with the capability to respond swiftly to any emerging crises by projecting sustainable combined arms power from the sea to any foreign shore. The Marine Corps will be a strategically mobile, tactically flexible, and immediately ready force inextricably linked to the Navy for the projection and presence of Naval power overseas. Marines must be prepared to seize, through forcible entry operations, and defend an adversary's port, naval base, or coastal air base to enable the flow/entry of follow-on land-based air and ground forces. The MEF will be the Marine Corps' principal warfighting organization.

This book was released on 2001-09-01 with total page 70 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Marine Air Command and Control System (MACCS) is at a crossroad for organizational change. New and emerging war fighting doctrine, which places an emphasis on joint and small contingency operations, as well as new technology, requires that the MACCS review bow it is organizationally structured. Within the next few years, the Marine Corps will field the Common Aviation Command and Control System (CAC2S). CAC2S is designed to be a singular tactical system for all functional agencies within the Marine Air Control Group (MACG). Unique systems, which were in the past tailored for the specific missions, will be eliminated with the fielding of CAC2S. CAC2S will allow the MACCS to operate in a manner that could not be achieved when the MACCS was first formed during the 1960's. Many sources in the Fleet Marine Force and the support establishment recognize that the MACCS must reorganize in order to operate and function effectively within the confines of this emerging 21st century technology and doctrine. Parallels exist between bow industry and business reorganize when introduced to new technologies and business doctrine, and the military. Organizational restructuring is something that must be carefully considered and planned, for it is most often resisted by the members and stakeholders of an organization. Overcoming the barriers and resistance to change requires formal models of change be implemented. Technology alone cannot increase or improve an organization's productivity. Only through formal restructuring can an organization such as the MACCS hope to remain essential to the mission of the Marine Corps.
