Book excerpt: This is an in-depth analysis of the U.S.-Japan security alliance and its implications for Japan and the Asia-Pacific region. It moves away from the official line that the alliance is a vital aspect of Japan's security policy and introduces issues and arguments that are often overlooked: American security policy has failed to achieve its goals; Japan's interests are not fully served by the alliance; the alliance itself is a source of instability in the region; and the arrangement has placed constraints on Japan's own political development. The author measures current developments in U.S. foreign policy against Japan's role in the region and Japan's own political development. He assesses the consequences of the alliance for the current regional situation in Northeast Asia, looks at future policy options for Japan, and makes the case for a neutralist security policy.

Book excerpt: From its insistence that Japan should favour diplomatic normalization with the Republic of China over the People’s Republic of China in 1952, through its role, via the Security Treaty, of keeping the ‘cap in the bottle’ of Japanese militarism, to weighing in on the Diaoyu/Senkaku islands dispute between China and Japan, the United States has played a pivotal, and at times controversial, role in the development of China-Japan relations since the end of World War II. By extension, US influence on China-Taiwan and Taiwan-Japan relations, in addition to its impact on the efforts of various actors to construct a Northeast Asian regional community, continues to pose important questions about the nature of the US role in East Asia in the 21st century. This volume provides a multi-faceted overview of the nature of America’s interaction in East Asia since the end of the war, and highlights the obstacles to improved bilateral and regional integration. The contributors offer a range of perspectives from their respective US, European, and East Asian vantage points, and point to the ongoing and prominent involvement of the US in the region for the foreseeable future.

Book excerpt: This study seeks to explain the rationale for a post-cold war continuation of the Japanese-American military relationship. By constructing an analytical framework that integrates a comparative approach to the study of national defense policy with aspects of the foreign policy/area studies and international relations theory's literature dealing with the nature of military alliances, this study identifies, accounts for the support of, and assesses the influence of alliance functions beyond the United States and Japanese external security environments that encourage maintenance of the US-Japan Mutual Cooperation and Security Treaty. An integration of the national defense policy literature highlights four comparative aspects of a state's defense policies that are useful in understanding the environment surrounding the US-Japan military alliance. A comparison of these four components when applied to the national security policies of Japan and the United States reveals the existence of greater fundamental differences than similarities in their security policies. Fundamental differences in national security orientation (Japan - economic; US - military) lay the foundation for the military alliance and its functions. These differences create and reinforce a condition of mutual dependency that enables the alliance to survive despite the

Excerpt: The surrender of the Empire of Japan on September 2, 1945, brought the hostilities of World War II to a close. By the end of July 1945, the Imperial Japanese Navy was incapable of conducting operations and an Allied invasion of Japan was imminent. While publicly stating their intent to fight on to the bitter end, the Empire of Japan's leaders, (the Supreme Council for the Direction of the War, also known as the "Big Six"), were privately making entreaties to the neutral Soviet Union to mediate peace on terms favorable to the Japanese. The Soviets, meanwhile, were preparing to attack the Japanese, in fulfillment of their promises to the United States and the United Kingdom made at the Tehran and Yalta Conferences. On...

Book excerpt: The Japan-US Security Treaty was first signed in 1951, coinciding with the end of Allied occupation and Japan's recovery of independence in the early postwar era, and subsequently revised in 1960 to correct various inadequacies and alleviate a sense of inequality felt on the Japanese side. Its basic structure, namely providing bases in exchange for the guarantee of US security of Japan, however, remains unchanged. Drawing on previously undisclosed confidential documents and new research developments on the issue of secret agreements which were brought to light during the Ministry of Foreign Affairs investigation in 2009-10, the author carefully depicts the sensitive negotiations and diplomatic finesse behind the establishment and revision of the Japan-US Security Treaty, highlighting the challenges experienced by the two countries to promote mutuality then and later, and adding a new chapter with updated notes for his revised 2020 edition. Examining the far-reaching implications of these new historical materials, he puts forward the pressing question: What should be the future of Japan-US security cooperation?
