Dieses neu entstandene Vakuum wurde jedoch rasch von einer neuen, weitaus unkalkulierbaren, konfliktträchtigen Zukunft abgelöst. Im Jahr 2005 gab es 249 politische Konflikte, von denen etwa 24 als echte Konflikte mit massivem Gewalteinsatz klassifiziert werden, die ausschließlich innerstaatlich zu verorten sind, wie auch die bei weitem überwiegende Zahl der Krisen auf innerstaatlichem Gebiet ausgetragen wird. Auch der internationale Terrorismus als effektive Bedrohung der Weltsicherheit skizziert seit dem 11. September ein Szenario, in dem sich eine Organisation, die als Zusammenschluss von Nationalstaaten gegründet wurde, um die Menschheit „von der Geißel des Kriegs“ zu befreien, angesichts dieser Situation einige Fragen über Zukunftsperspektiven stellen muss. Aus dieser neuen globalen Problemlage ist auch ein gestiegener und vor allem veränderter Informationsbedarf zu erklären, der nicht mehr nur durch nationale Informationsagenturen gedeckt werden kann und daher eine Neustrukturierung der internationalen Intelligence community nötig macht. In oft sehr unterschiedlichen Analysen taucht hierbei die Frage nach einer UN eigenen Intelligence Task Force immer wieder auf, sei es im Konzept eines umfassenden Monitorings, wie in der Agenda for Peace und später dem Millennium Entwicklungsbericht gefordert, oder aber im Zuge einer Auslagerung an eine private Sicherheitsagentur, deren strategisches Potenzial im Aufklärungsbereich trotz dem Problem der Verantwortlichkeit nicht zu vernachlässigen ist, wie deren intensiver Einsatz im laufenden Irak-Konflikt zeigt. Aber auch andere Optionen sind denkbar, wie etwa eine themenbezogene Zusammenarbeit im Intelligence Bereich, deren Realisierung man eventuell mit der schon lange diskutierten Reform einen Schritt näher kommen könnte. Außerdem möchten wir durch einen kurzen Überblick über die Europäische Zusammenarbeit auf diesem Sektor die Möglichkeit einer solchen außer Frage stellen. Wir möchten uns in dieser Arbeit nach einer, dem Rahmen der Arbeit angemessenen bisherigen Entwicklung und einer Bestandsaufnahme der gegenwärtigen Situation, der Frage widmen, welcher Bedarf und welche Optionen sich am Intelligence Sektor für das internationale Krisen- und Konfliktmanagment auftun, und wie sie vielleicht einige der zentralen Probleme der UNO lösen könnten.

Book excerpt: Taking as its central argument the question of whether an intelligence system is both desirable and feasible within the UN structure, this study explores the complex and sometimes, irreconcilable issues of strategic intelligence in a sharing context. This study further identifies and develops both conceptual and empirical framework for a viable intelligence capability in multi-agency institutions; exploring and suggesting, for the first time, necessary and acceptable conditions for collective intelligence in an environment characterised by conflicting objectives among international actors. It takes as its main premise the view that the United Nations and the world of intelligence are two separate and contradicting entities that conflict in both principles and operating doctrines. From this point of view, the author explores the many theoretical imperatives which set the two institutions apart and stand in the way of understanding the concepts. He also goes further to examine the contexts in which the contradictions could be harmonised. This book is one of a handful of studies; it is highly original in that it focuses on the relationship between intelligence and the United Nations. While previous efforts to examine the subject have approached it from a strictly practical point of view, this work is clearly focused on the linkages between theory and practice. The methodology is thoughtful and broad in scope, and the work is theoretically well informed and sophisticated in its analysis of the subject matter. The discussion of aspects of the theory of international relations--specifically those relevant to the role of international governance and the examination of the working of the UN--and several case studies of the UN in action are further characteristics of the rigor and clarity in which the author approaches the study in an intelligent and illuminating manner. While the book's many contributions can be found at various levels of originality, its thorough assessment of the linkage between theory and policy stands out, perhaps, as the most important and primary contribution to the areas of collective intelligence and international relations. Other important contributions include the case study analyses and specification of criteria for evaluating collective security intelligence mechanisms. In essence, a lack of scholarly efforts to ground the notion of collective intelligence within a rigorous intellectual framework is a significant vacuum in the study of intelligence which the present study has filled. Scholars working within the international relations discipline and more specifically issues of global governance and security will find this study invaluable. The book should also appeal to many categories of readers working in information and policy environment, as well as governmental and non-governmental organisations.

The need for independent UN intelligence collection will rise in proportion to the increasing complexity of internal conflict, the continuing problem of weak/failing states, and the growing number of non-state actors. The two main challenges to UN intelligence are cultural barriers that stigmatize information collection, and structural inefficiencies hindering timely and relevant intelligence for senior leaders. This paper identifies several root causes of intelligence stigma within UN member states, and offers corresponding recommendations to reduce cultural barriers. It also discusses structural considerations to intelligence analysis, and proposes the UN create an intermediate-level organization between the field and headquarters (referred to as Regional Analysis Center). Regional inter-governmental organizations offer great promise to help the UN overcome funding and personnel shortfalls. Effective predictive intelligence will improve the chances of dealing with internal conflict before it escalates into a more complicated, costly, and dangerous peacekeeping operation. The UN, however, lacks the institutional intelligence capacity to provide guidance, high-level assessments, and tactical/operational intelligence support for the over 100,000 peacekeepers around the world. The UN's lack of focused capabilities is particularly surprising in the post-9/11 world and the 2003 bombing of its headquarters in Iraq. Since the UN's first foray into peacekeeping in 1948, member states, fearful of violations of their sovereignty, have blocked previous reform attempts. This has forced UN operations to rely on ad hoc measures to meet their intelligence requirements, while the Secretary General and Security Council are at the mercy of member state intelligence agencies for their information. Despite this handicap, some improvements have been made, particularly at the mission level. Further, Open Source Intelligence (OSINT) holds great promise for addressing many of the UN's intelligence requirements. This study concludes that the UN would be well-served by adopting the existing NATO model for OSINT production, enabling the organization to effectively collate and analyze the vast information stores at its fingertips.
