Book excerpt: When German physicists Otto Hahn and Fritz Strassman first split the uranium atom in 1938, they might have little imagined the potential power their experiments had unleashed. Since the United States successfully detonated the first atomic weapons in 1945, the entire world has lived in fear of annihilation. Technological advances in weaponry and, importantly, their delivery systems have only heightened the sense of dread. Yet, since the end of World War II, world governments have been unable to agree on a strategy for nuclear disarmament. This led first to the Cold War and ultimately to the proliferation of nuclear weapons throughout the world. This work examines the nuclear question within the framework of international law. The advent of the nuclear age and its impact on postwar peace and law is first covered. This is followed by analyses of the initial United Nations disarmament initiatives and the reasons they were doomed from the start. The globalization of the Cold War, the expansion of the nuclear arms race, and the START treaties and the legacy of 1970s-era detente efforts in the years leading up to the end of the Cold War are then detailed. How the United Nations reacted to the end of the Cold War and the prospects for disarmament in the 21st century are the subjects of the concluding section.

Book excerpt: The events of September 11 2001 have altered the course of arms control intended to eliminate weapons of mass destruction (WMD) and has made the role of international organizations controversial. Whether they can effectively verify compliance with the WMD treaty regime has now been questioned by the United States. In responding to this basic question, Eliminating Weapons of Mass Destruction examines how existing organizations apply the main verification tools, how they can improve and consolidate them where possible in order to meet the new security challenges more effectively.

Book excerpt: With an increasing international interest in post civil war demobilisation and reintegration, especially in Africa, Ojeleye presents a well timed body of knowledge on the Nigerian civil war. Moreover, this book provides an in-depth study of the modalities and processes of the demobilisation and reintegration exercises carried out at the end of the Nigerian civil war and assesses their implications for national politics in the West African nation. The author identifies the political, socio-economic and cultural background to the Nigerian civil war and discusses the central theme of demobilisation, disarmament and reintegration (DDR) in Nigeria against the backdrop of the policy of the country's post war reconstruction, reconciliation and rehabilitation exercise (the 3Rs). Though the central theme is Nigeria, it compares the demobilisation and reintegration exercise in Nigeria with other attempts in Sub Sahara Africa by highlighting the important deviations and drawing some conclusions on the Nigerian experience. It also touches on issues relating to international involvement and intervention in civil wars and the roles of the African Union, the Commonwealth of Nations and the United Nations.

It critically reviews international law governing nuclear weapons with regard to the inter-state use of force, international humanitarian law, human rights law, disarmament law, and environmental law, and discusses where relevant the International Court of Justice's 1996 Advisory Opinion. Unique in its approach, it draws upon contributions from expert legal scholars and international law practitioners who have worked with conventional and non-conventional arms control and disarmament issues. As a result, this book embraces academic consideration of legal questions within the context of broader political debates about the status of nuclear weapons under international law.

Book excerpt: The Challenges of Nuclear Non-Proliferation is an exhaustive survey of the many aspects of non-proliferation efforts. It explains why some nations pursued nuclear programs while others abandoned them, as well as the challenges, strengths, and weaknesses of non-proliferation efforts. It addresses key issues such as concerns over rogue states and stateless rogues, delivery systems made possible by technology, and the connection between nuclear weapons and ballistic missiles, examining whether non-proliferation regimes can deal with these threats or whether economic or military sanctions need to be developed. It also examines the feasibility of eliminating or greatly reducing the number of nuclear weapons. A broad survey of one of today’s great threats to international security, this text provides undergraduates students with the tools needed to evaluate current events and global threats.

Are security and economic concerns separable? Can the development of a global civil society contribute to effective global governance? An important and wide ranging study, this book will be essential reading for graduates and researchers in international relations.

Addressing a gap in existing literature, this book provides an introduction to nuclear weapon states and their relationship with the global nuclear order/disorder paradigm. It explores four main themes and aims to: 1. conceptualise the dichotomous paradigm of global nuclear order/disorder; 2. outline the different phases of global nuclear order/disorder from 1945 to present; 3. address the Nuclear Non-Proliferation Treaty (NPT) and the wider international nuclear non-proliferation regime; 4. provide an overview of every nuclear weapon state’s national nuclear doctrines throughout the years. The book will be of much interest to students of nuclear proliferation, global governance, security studies, Cold War studies, foreign policy and IR, more generally.
