Why do countries capable of "going nuclear" choose not to? Brazil, which gained notoriety for developing a nuclear program and then backtracking into adherence to the nonproliferation regime, offers a fascinating window into the complex politics surrounding nuclear energy and American interference. Since the beginning of the nuclear age, author Carlo Patti writes, Brazil has tried to cooperate with other countries in order to master nuclear fuel cycle technology, but international limitations have constrained the country's approach. Brazil had the start of a nuclear program in the 1950s, which led to the United States interfering in agreements between Brazil and other countries with advanced nuclear industries, such as France and West Germany. These international constraints, especially those imposed by the United States, partly explain the country's decision to create a secret nuclear program in 1978 and to cooperate with other countries outside the Nuclear Non-Proliferation Treaty [NPT] regime, such as Argentina and China. Yet, in 1998, Brazil chose to adhere to the Nuclear Non-Proliferation Treaty it so actively opposed only three decades prior, although the country still critiques the unfair nature of the treaty. However, according to Shampa Biswas, these well-intentioned efforts to halt the spread of nuclear weapons deflect attention from a hierarchical global nuclear order dominated by powerful states and capitalist interests that benefit from the status quo. In Nuclear Desire, Biswas proposes that pursuit and production of nuclear power is sustained by this unequal global order whose persistent and daily harmful effects are experienced by some of the most vulnerable bodies around the world. Making a compelling case for nuclear abolition, she shows that the path to nuclear zero is more successfully traversed through the perspective of postcolonialism and the political economy of injustice?rather than through the prism of “security.” In the end, the nonproliferation regime maintains a hierarchy of haves and have-nots, one that reinforces inequalities that run counter to the NPT’s broader goal. It draws on an array of theoretical tools from the literatures on regionalism, security governance, and international institutions, developing a framework that analyzes the conditions that would allow for more robust regional nuclear cooperation. These include the presence of (1) institutional architecture, (2) political, economic, and military relations among states, and (3) fundamental regional awareness and identity. Wan then deploys this theoretical approach to several case studies, including Northeast Asia, Southeast Asia, and the Middle East, focusing on two interrelated questions. First, what is the viability of a stronger regional nuclear order in the region? Second, what form would such an order most likely take? In the process, the book identifies the magnitude and character of the proliferation challenge specific to each region. It also considers the existing character of nuclear cooperation at the regional level. Wan presents the historical development of regional nuclear order in Latin America as a model for the rest of the world. In this area, regional institutions—ranging from organizations to dialogues to ad hoc arrangements—gradually became more involved across economic, environmental, and human security domains, providing the foundation for multilateral cooperation in the nuclear arena. Why do some countries help others to develop nuclear weapons? Many analysts assume that nuclear transfers are driven by economic considerations. States in dire economic need, they suggest, export sensitive nuclear materials and technology—and ignore the security risk—in a desperate search for hard currency. Kroenig challenges this conventional wisdom. He finds that state decisions to provide sensitive nuclear assistance are the result of a coherent, strategic logic. The spread of nuclear weapons threatens powerful states more than it threatens weak states, and these differential effects of nuclear proliferation encourage countries to provide sensitive nuclear assistance under certain strategic conditions. Countries are more likely to export sensitive nuclear materials and technology when it would have the effect of constraining an enemy and less likely to do so when it would threaten themselves.
