Book excerpt: The Agreement on Agriculture (AoA) is one of the two main agreements in the Uruguay Round Agreements that introduces the specific regulations in the liberalisation of agricultural products. The other one is the Agreement on Textiles. As in all the other multilateral trade agreements that came into effect in 1995, the AoA is compelling all members of the World Trade Organization (WTO). Based on its professed purpose of setting up a fair and market-oriented trading system in agriculture, the AoA requires member nations to encourage market access and subordinate trade-distorting agricultural subsidies. However, as the paper will discuss below, the agriculture agreement itself is highly unfair. Instead of evening the playing field in international trade in agriculture, it emphasises the monopoly control of wealthier countries and their multinational enterprises in global agriculture production and trade. There are plus points as well as unsolved inadequacies from both developed countries (i.e., US and EU) and emerging countries sides regarding agricultural subsidies. This research paper will reflect the above view based on the two typical WTO cases about agricultural subsidies: 1. BRAZIL’S COTTON SUBSIDIES CASE AGAINST THE UNITED STATES 2. It was decided to spend more than €400 billion during the rest of the decade on the CAP. The official claims are that the new CAP will take better account of society's expectations and lead to far-reaching changes by making subsidies fairer and ‘greener’ and making the CAP more efficient. It is also asserted that the CAP will play a key part in achieving the overall objective of promoting smart, sustainable and inclusive growth. However, there is significant scepticism about these claims and disappointment with the outcome of the decision-making, the first in which the European Parliament was involved under the co-decision procedure. In contrast to earlier reforms where more substantive changes were made to the CAP, the factors that induced the policy discussions in 2008-13 and those that influenced the decision-making did not reinforce each other. On the contrary, they sometimes counteracted one another, yielding an ‘imperfect storm’ as it were, resulting in more status quo and fewer changes. This book discusses the outcome of the decision-making and the factors that influenced the policy choices and decisions. Book excerpt: In the wake of the Great Recession of 2008–09, economists feared that protectionist policies might sweep the world economy, echoing the wave of tariff escalations during the Great Depression of the 1930s. To some surprise, officials were more restrained and largely avoided traditional forms of protection (tariffs and quotas), leading some observers to underestimate the incidence of new protectionism. In fact, policymakers increasingly turned to more opaque behind-the-border nontariff barriers (NTBs). Using a combination of statistical analysis and case studies, the authors show that local content requirements (LCRs), a form of NTB, have become increasingly popular. How much was global trade actually reduced on account of LCRs? A conservative estimate might be $93 billion. Case studies featured cover the healthcare sector in Brazil, wind turbines in Canada, the automobile industry in China, solar cells and modules in India, oil and gas in Nigeria, and “Buy American” restrictions on government procurement in the United States.
