Book excerpt: Focusing on East Asia, this collection explores the paradox of functional regional cooperation in the areas of humanitarian assistance, disaster relief, and UN Peacekeeping operations, in a context of increasing regional tensions and threats. East Asia – comprising the states of the Association of Southeast Asian Nations and China, Japan, the Republic of Korea and the Democratic People’s Republic of Korea – is facing a range of human, traditional, climate and ideational threats. In addressing some of these threats particularly those arising from climate induced disasters this region has been able to develop some ad-hoc cooperative practices that, according to functional logics of regional integration, could lead to longer term sustained coordinated responses and even regional partnerships. Similarly, the region is increasingly contributing to UN peacekeeping operations where these states also cooperate in the context of an UN-led mission. Yet, despite the potential for these interactions to lead to greater regional integration and coordinated action in responding to a range of security threats, these interactions are increasingly taking place in a context of animosity both between regional powers and with extra-regional powers. This edited collection explores these functional interactions and posits conclusions about the potential for longer term sustained coordinated action. These papers engage with a range of theoretical approaches in explaining the patterns of relations that are present in the region in relation to humanitarian assistance, disaster relief, and UN peacekeeping operations. UN intervention in civil wars, as in Somalia, Bosnia and Herzegovina, and Rwanda, has thrown into stark relief the difficulty of peacekeepers operating in situations where consent to their presence and activities is fragile or incomplete and where there is little peace to keep. Complex questions arise in these circumstances. When and how should peacekeepers use force to protect themselves, to protect their mission, or, most troublingly, to ensure compliance by recalcitrant parties with peace accords? Is a peace enforcement role for peacekeepers possible or is this simply war by another name? Is there a grey zone between peacekeeping and peace enforcement? Trevor Findlay reveals the history of the use of force by UN peacekeepers from Sinai in the 1950s to Haiti in the 1990s. He untangles the arguments about the use of force in peace operations and sets these within the broader context of military doctrine and practice. Drawing on these insights the author examines proposals for future conduct of UN operations, including the formulation of UN peacekeeping doctrine and the establishment of a UN rapid reaction force.

It posits that China reconciles its status dilemma as it weighs decisions to intervene: seeking recognition from both its intervention peer groups of great powers and developing states. Understanding the impact and scope conditions of status answers why China has taken certain positions regarding intervention and how these positions were justified. Foreign policy behavior that complies with status, and related social factors like self-image and identity, means that China can select policy options bearing material costs. China and Intervention at the UN Security Council offers a rich study of Chinese foreign policy, going beyond works available in breadth and in depth. Japan had deployed its troops as UN peacekeepers since 1992, albeit under a constitutional limit on weapons use. Japan’s peacekeepers began to focus on engineering work as its strength, while also trying to relax the constraints on weapons use, although to a minimal extent. In 2017, however, Japan suddenly withdrew its engineering corps from South Sudan, and has contributed no troops since then. Why? The book argues that Japan could not match the increasing “robustness” of recent peacekeeping operations and has begun to seek a new direction, such as capacity-building support.
