Book excerpt: Focusing on East Asia, this collection explores the paradox of functional regional cooperation in the areas of humanitarian assistance, disaster relief, and UN Peacekeeping operations, in a context of increasing regional tensions and threats. East Asia – comprising the states of the Association of Southeast Asian Nations and China, Japan, the Republic of Korea and the Democratic People’s Republic of Korea – is facing a range of human, traditional, climate and ideational threats. In addressing some of these threats particularly those arising from climate induced disasters this region has been able to develop some ad-hoc cooperative practices that, according to functional logics of regional integration, could lead to longer term sustained coordinated responses and even regional partnerships. Similarly, the region is increasingly contributing to UN peacekeeping operations where these states also cooperate in the context of an UN-led mission. Yet, despite the potential for these interactions to lead to greater regional integration and coordinated action in responding to a range of security threats, these interactions are increasingly taking place in a context of animosity both between regional powers and with extra-regional powers. This edited collection explores these functional interactions and posits conclusions about the potential for longer term sustained coordinated action. These papers engage with a range of theoretical approaches in explaining the patterns of relations that are present in the region in relation to humanitarian assistance, disaster relief, and UN peacekeeping operations. The chapters in this book were originally published as a special issue of the Australian Journal of International Affairs.

Book excerpt: The aim of this essay is to propose the Australian - US development of a generic multinational support framework in the Asia Pacific Region to foster stability. Current developments in the region present an ideal opportunity for the initiative to be introduced. This will enhance the capacity of regional nations to participation in future regional peace support operations in more capable adhoc coalitions. Early introduction will guide force developments towards greater interoperability, and generate more versatile national military forces. Greater variation in the available military options for political decision will follow. The framework will allow nations to develop more interoperable forces, which are affordable, and consistent with the national security requirements. Implementation can be guided by use of a proposed interoperability assessment model. Evaluation will highlight capability shortfalls from both national and regional security perspectives. The resultant limitations on force integration options, can either be acted upon, or alternatively be accepted as capability shortfall. The evolution of the multinational support framework will be supported politically if success is demonstrated. The initiative is consistent with the objectives of the emerging Asia Pacific security community and can create the foundations for future operations.

Book excerpt: Small and developing states make up the majority of participants in United Nations Peacekeeping Operations (UNPKO), and Malaysia is one of these. The numerous previous studies on Malaysia’s UNPKO are primarily historical narratives which focus on practical, policy-related issues and due process, making no attempt to synchronize the nexus between theory and policy analysis. Nor do they cover the theoretical aspect which can operationalize and address the question of the roles played by Malaysia’s domestic actors (foreign policy executives, legislature, military, media, public opinion) in the respective decision-making processes as well as those of external level, such as international power politics and geopolitical considerations. In other words, they are predominantly a historical narrative of only several Malaysia’s UNPKO. This book fills the critical gap. It deliberates on the respective national and international decision-making processes, especially from the Malaysian point of view, and analyses the theoretical and practical impacts of Malaysia’s UNPKO in understanding international politics. Apart from providing a well-researched account of Malaysia’s UNPKO across the globe for 50 years, i.e. 1960-2010, this book examines the determinants by using qualitative data, particularly key-informant interviews and documentary analysis. Thus, while most studies of Malaysia’s UNPKO single out domestic imperatives as the most vital determinant, this book, on the contrary, comprehensively identifies the prevailing world security order as the most important determinant influencing Malaysia’s UNPKO, followed by the domestic ones.

Until recently, regionalism has been often framed in terms of economic interdependence and security connectivity in which sovereign states are the key navigators within the liberal world order. Under hyper-globalization in the third millennium, hyper-globalization forces us to capture global politics at two more levels of measurement at the state level and both there below and there above. First, how 29 Asian sovereign states join multilateral treaty participation to develop their global quasi-legislative types and how citizens' satisfaction with quality of life in 29 civil societies shapes their societal types. Second, relating these two features above and below sovereign states, the book attempts to measure the features and speculate on the futures of four Asian regionalisms (Central Asia, South Asia, Southeast Asia and East Asia) and their prospect of the demographically largest continent called Asia in the twenty-first century. Regionalism is measured by the proclivity of 600 multilateral treaty participation in terms of speed (cautious versus agile), angle (global commons versus individual interests) and strategy (aspirational bonding versus mutual binding), whereas quality of life is measured by citizens' satisfaction with 16 domains, aspects and styles of individual daily life in terms of survival (or materialism), social relations (post-materialism) and public policy preponderance. The book opens an innovative vista to better understand tumultuous global politics.
