Les nouveaux droits à la formation, ce sont d'abord de nouvelles obligations qui sont imposées aux individus et en premier lieu, celle de co-investir dans des formations effectuées notamment hors du temps de travail. Alors que l'heure est à la négociation des accords de branches et d'entreprises, il apparaît nécessaire d'avoir un débat collectif sur ces questions. A rebours de l'orientation libérale du nouveau droit de la formation continue, les propositions avancées autour de l'idée d'éducation permanente, ont pour volonté de réduire les inégalités d'accès à la formation et de mettre un terme à sa marchandisation.

Cette loi ambitionne de clarifier le système de formation en simplifiant et en rendant plus opérationnels certains dispositifs (DIF, CIF, etc.). Par ailleurs, cette loi affiche également la volonté des Pouvoirs publics d'améliorer la transparence d'un marché (réforme des OPCA et du contrôle de l'activité des organismes de formation, etc.) dont l'opacité est souvent dénoncée. En " cernant " le nouveau cadre juridique de la formation professionnelle continue, l'ouvrage présente de manière approfondie le rôle des différents acteurs (tant externes qu'internes à l'entreprise) ainsi que les différents dispositifs de formation, tels que désormais accessibles, depuis la réforme, aux entreprises et à leurs salariés.
