Available in PDF, EPUB and Kindle. Book excerpt: When Poland and Ukraine introduced their political, social and economic system reforms at the beginning of the 1990s, both economies were at a similar level of economic development (GDP $9,500 per capita). However, in 2018, Ukrainian GDP per capita had remained at the same levels since 1991, while in Poland, it had increased significantly, to more than $27,000 per capita. This book assesses the reasons for the growing gap between the level of economic development in Ukraine and Poland. It examines the course of events and evaluates the effectiveness of the system transformations, both in the context of the economy, as a whole, and in individual regions (Polish ‘voivodeships’ (provinces) and Ukrainian ‘oblasts’). It also analyzes the consequences of the 2008–2009 Ukrainian-Russian gas conflict and 2013–2014 Euromaidan events for the Ukrainian economy. Additionally, the authors offer an insight into the migration movements, which have recently been observed in Poland and Ukraine. This is the first comprehensive, comparative analysis concerning the spatial diversification of economic development in these two countries, and the authors highlight the ways in which these reforms have proved effective in Poland and hardly effective in Ukraine. This analysis helps to identify the basic interrelations between the core macroeconomic variables at the regional level and the impact of political events from both a national and regional perspective. The book will appeal to academics, researchers and policy makers interested in the economic and political changes in these two countries, in a comparative setting and on national and regional levels, as well as those working on issues of EU integration.

Book excerpt: "The government deficits that have played such a prominent role in Ukraine's continued economic decline reflect in large measure the fact that government has been slow to relinquish the role it played during the Soviet era." Since independence, Ukraine has suffered one of the most severe economic declines of any country in this century. While other transition countries in the region successfully replaced their old command economies with market economies, Ukraine continued to protect unprofitable enterprises to preserve employment and income levels. To support this strategy, the government has borrowed more money than it takes in and, at the same time, competes with private enterprise domestically for credit. As Ukraine's economic foundations proceed to crumble, the Ukrainian Government. the World Bank, and the International Center for Policy Studies in Kyiv examined the issues surrounding the crisis. The group analyzed the data and policy studies that were prepared by various Ukrainian and World Bank teams of experts and formulated recommendations for strategies to stem the growing tidal wave of economic collapse now threatening Ukraine. This report presents the issues that are creating these crises and outlines a course to prevent a crash. This report will be of interest to government agencies, economists, bankers, and academics.

Book excerpt: The Economics of Russia’s War in Ukraine provides a thorough analysis of the Russo-Ukrainian war, tracing its historical roots and exploring its multifaceted dimensions. This book emphasizes economic, geopolitical, and humanitarian impacts, highlighting Ukraine’s resilience amid challenges. At the same time, this study examines the EU’s dynamic responses to economic crises and energy transition, the consequences of the war on global trade dynamics, and the significant influence of geopolitical events on financial markets. It underscores the EU’s commitment to aiding Ukraine, enhancing its security, and increasing defence spending in response to evolving geopolitical complexities. The impact of the invasion on financial markets and the vulnerabilities of the banking sector are closely examined, highlighting the complex relationship between geopolitics and the global economy. Findings suggest that the priorities for the post-war reconstruction of Ukraine include addressing human capital and demographics, employment opportunities, environmental protection, infrastructure and housing reconstruction, security and mine clearance, waste recycling, agriculture and food security, digital transformation, social protection and healthcare, and education and research. This book therefore argues that a comprehensive, integrated approach with international support is crucial for Ukraine’s recovery and sustainable economic growth. The Economics of Russia’s War in Ukraine will be useful for scholars, students, professionals, policy makers, all interested in economics, international relations, security, and global studies, as well as all those wishing to have a thorough and clear understanding of the backdrop of Russia’s invasion of Ukraine in February 2022 and its influence on Europe.

Book excerpt: This comprehensive and detailed examination of the challenges faced by the newly independent state of Ukraine argues that its lackluster economic performance during the 1990s was the unfortunate result of a combination of the hasty adoption of public policies not clearly understood and a prolonged struggle to build governmental institutions. With a focus on both how the government used financial repression to balance budgets, dampen inflationary pressures and, at the same time, maintain formal and informal subsidies to state enterprises. It makes original contributions to the debate on economic reform by focusing attention on Ukraine's critical choices in the areas of state institution-building, fiscal policies and monetary reform, and the government's preference for financially-repressive policy measures.

The subject of the thesis is the economic growth under conditions of globalization. The purpose of the research is to identify the impact of globalization factors on the economic growth of Ukraine and to develop on this basis main guidelines for foreign economic policy which needs improving. Research techniques are the method of logical abstraction, systematic approach, historical method, deductive method, monographic method, comparative approach, typology, economic and statistical analysis, retrospective analysis, econometric methods such as regression analysis, least squares method and methods of testing statistical hypothesis. The actual data for this paper are based on official Ukrainian and foreign statistical databases including State committee of Statistics of Ukraine (SCSU), National Bank of Ukraine (NBU), International monetary fund (IMF), World Bank (WB), committees of United Nations organization, World trade organization (WTO), the US National bureau of economic research (NBER), Ukrainian and foreign publications, proceedings of international conferences. All econometric computations are performed by means of EVeiws and MS Excel software. In the issue of the research globalization indicators influencing economic growth in Ukraine are developed. They include openness of Ukrainian economy to trade in goods and services (general and according to its structure), openness to financial globalization (FDI and portfolio investment flows, external debt, and international reserves as a share of GDP), growth rates of world and Russian GDP, world price indexes on oil and metals, index of economic freedom of Ukraine. The impact of these indicators on economic growth is defined and mathematically proven. Of all abovementioned indicators the following proved to be statistically significant: openness to trade in ferrous and non-ferrous metals, in machinery, in services, growth rates of Russian GDP and world oil price index. These results show that main orientations of foreign economic policy of our country should be differentiation of foreign trade structure, development of market institutions, improvement of FDI attracting schemes, development of equity market and sever restriction of shadow economy. Book excerpt: by Anatoliy Kinakh, Prime Minister ofUkraine After a deep and long-lasting recession, the Ukrainian economy has for the past two years demonstrated some very positive dynamics in its quantitative development indicators. This is essentially the result of reforms, which still require to be consolidated in order to engage the factors and mechanisms capable of ensuring long-term qualitative and sustainable development in our economy. How do we ensure sustainable growth, and realise the improvements in the main macroeconomic indicators together with serious and complex improvements at the micro-level, which would allow us to achieve the urgently needed shifts in the social sphere? These actual problems are the main priorities of macroeconomic policy. Furthermore, the search for solutions to these problems of our transitional economy requires profound scientific analysis. The following presentations made at the Conference on "Factors of Economic Growth in Ukraine" are serious scientific contributions by prominent economists in this field.

Available in PDF, EPUB and Kindle. Book excerpt: This volume contains the papers presented at the Third Quinquennial Conference on Ukrainian Economics, held at the Ukrainian Research Institute, Harvard University, in 1985. The first two conferences and their proceedings were devoted to the Ukraine's current economic conditions and to selected contributions of its scholars to economics. The present proceedings contain fourteen previously unpublished essays dealing with the one thousand years of Ukrainian economic history prior to the outbreak of the First World War. The contributions are divided chronologically into three parts, covering the periods of Kievan Rus', the sixteenth and seventeenth centuries, and the nineteenth century. They are not intended to give a comprehensive survey of Ukrainian economic history, but primarily to deal with important economic issues of particular periods. The problem of the orientation of the Kievan Principality with regard to the Nomadic East and the Byzantine South is discussed in the first part. The authors of the volume's second part analyze the economic ties of the Ukrainian economy during the rise and fall of Cossackdom and, subsequently, the Hetman State, with the West and Muscovy. The contributions in the third part deal with the important problems of economic development during the Ukraine's rebirth as a modern nation in the past century. Issues discussed include: population change, industrialization, relations with the Russian Empire's metropolis, urbanization, and the development of the southern and western (within the Austro-Hungarian Monarchy) regions. Finally, the introductory essay offers a proposal for a periodization scheme of Ukrainian economic history.

The level of corruption in Ukraine is exceptionally high. This could severely undermine economic growth prospects by hindering private investment. Reducing corruption is therefore essential to speed economic convergence with the rest of Europe. Regional comparisons help identify best practices in reducing corruption. The Ukrainian authorities have recently adopted key measures that follow some of these best practices. The country is, however, facing several challenges, including the concentration of political and economic power in a small group of people, which may hamper effective anticorruption efforts.

Book excerpt: Since the breakup of the Soviet Union in 1991, former Soviet republic Ukraine has struggled against its “giant neighbor to the north”—Russia— to maintain its sovereignty. In early 2014 tensions turned to conflict as Vladimir Putin, determined to keep Ukraine from forging stronger ties with the West, seized Crimea and fomented conflict in eastern Ukraine. In the latest Brookings essay, Chrystia Freeland, a former Ukrainian-based reporter with strong family ties to the country, offers a personal reflection on the conflict and the sentiment of the Ukrainian people. She highlights the fact that despite historic, cultural, and linguistic ties between the two countries, Ukrainians stand defiant in their desire for independence.
