Since independence, Ukraine has suffered one of the most severe economic declines of any country in this century. While other transition countries in the region successfully replaced their old command economies with market economies, Ukraine continued to protect unprofitable enterprises to preserve employment and income levels. To support this strategy, the government has borrowed more money than it takes in and, at the same time, competes with private enterprise domestically for credit. As Ukraine's economic foundations proceed to crumble, the Ukrainian Government. the World Bank, and the International Center for Policy Studies in Kyiv examined the issues surrounding the crisis. The group analyzed the data and policy studies that were prepared by various Ukrainian and World Bank teams of experts and formulated recommendations for strategies to stem the growing tidal wave of economic collapse now threatening Ukraine. This report presents the issues that are creating these crises and outlines a course to prevent a crash. This report will be of interest to government agencies, economists, bankers, and academics.

Much less attention has been devoted to the effectiveness of alternative policy responses and the ensuing process of recovery of the real economy... This paper analyzes the adjustment process in the aftermath of speculative attacks in six countries: Argentina, Brazil, Mexico, Indonesia, Korea, and Thailand. As implied by the title, the main question to be addressed is whether the tales of adjustment in these Latin American and Asian economies were similar. This comparison is interesting for several reasons. The six countries came under the aegis of adjustment programs supported by international financial institutions, and the associated policy prescriptions have been at the center of attention. Of the six cases, one is an example of a successful defense of the currency, while another exemplifies a temporarily successful defense followed by an incomplete adjustment program. The others experienced dramatic currency devaluations. This small sample of episodes of adjustment also offers variety in the magnitude of the ensuing economic decline. While the Mexican and Argentine crises of 1995, and even the Brazilian adjustment after the October 1997 attack against its currency, were certainly costly, the Asian crises have been deeper and the recovery of the real economy has been slower. Regional growth is likely to drop to 2.8 percent in 2024, following substantial strengthening to 3.3 percent last year because of a shift from contraction to expansion in the Russian Federation and war-hit Ukraine, and a more robust recovery in Central Asia. Regional output growth is projected to moderate further to 2.6 percent in 2025. The outlook faces multiple headwinds. A slower-than-expected recovery in key trading partners, restrictive monetary policies, and exacerbation of geopolitical developments could further dampen growth across the region. Weak productivity growth in ECA in the recent decade has resulted in a sharp slowdown in income convergence with advanced economies. Fundamental drivers of productivity growth, including progress in advancing institutional and market reforms, technology adoption, and innovation, are key for enabling private sector-led growth. Boosting business dynamism in ECA will require addressing several challenges, including upgrading the competitive environment, reducing state involvement in the economy, dramatically boosting the quality of education, and strengthening the availability of finance. While meeting these challenges will look different across countries, addressing them is an essential condition to achieve stronger economic growth and overcome the middle-income trap.

The authors of this book examine these questions through the lens of two contextual factors: the legacy of centralized planned economies and the mounting demographic pressures associated with rapid aging in some countries and soaring numbers of youth entering the workforce in others. The authors find the following: Market reforms pay off, albeit with a lag, in terms of jobs and productivity. A small fraction of superstar high-growth firms accounts for most of the new jobs created in the region. Skills gaps hinder employment prospects, especially of youth and older workers, because of the inadequate response by the education and training systems to changes in the demand for skills. Employment is hindered by high implicit taxes on formal work and barriers that affect especially women, minorities, youth, and older workers. Low internal labor mobility prevents labor relocation to places with greater job creation potential. Back to Work: Growing with Jobs in Europe and Central Asia asserts that to get more people back to work and to grow with jobs, countries, especially late reformers, need to regain the momentum for economic and institutional reforms that existed before the economic crisis. They should lay the fundamentals to create jobs for all workers, by pushing reforms to create the enabling environment for existing firms to grow, become more productive, or exit the market and let new firms emerge and succeed (or fail fast and cheap). They should also implement policies to support workers so that those workers are prepared to take on the new jobs being created, by having the right skills and incentives, unhindered access to work, and being ready to relocate.
