Book Synopsis The 2006 pre-budget report by : Great Britain: Parliament: House of Commons: Treasury Committee
Download or read book The 2006 pre-budget report written by Great Britain: Parliament: House of Commons: Treasury Committee and published by The Stationery Office. This book was released on 2007-01-25 with total page 168 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report from the Treasury Committee examines the recent economic analysis and assessment of the UK economy as outlined in the 2006 pre-budget report, and sets out a number of conclusions and recommendations, including: the Committee welcomes the recent rise in the growth rate of business investment, but with the caveat that the downside risk as highlighted in a previous weakness for business investment, remains unexplained; that several risks exist around the consumption growth forecast, including the potential of house prices to fall, and the increase of personal insolvency; the employment rate rise is commended, but a lack of migration statistics in relation to the labour market, means an overall assessment is not possible; although an improved forecast for economic growth in 2006, the Treasury has not forecast an improvement in the fiscal position; the Government appears to be on track to meet the golden rule in the current economic cycle, but will start the next economic cycle with its current budget in deficit; the Committee recommends also that the Treasury, in future Budgets and Pre-Budget reports provide a fuller explanation of its current forecast of the start and end dates of the current economic cycle; also, future Budget and Pre-Budget reports should provide a breakdown of reported efficiency gains by department, and further to enhance transparency and enable effective scrutiny, the Treasury should require departments in their departmental annual reports and Autumn Performance reports in 2007 and in later years to provide consistent and comprehensive information on progress against efficiency targets; the Committee expressed dissatisfaction at the lateness and vagueness of information in relation to expenditure on education, but approved the early announcement of capital spending plans for education up to 2010-11; the Committee though does welcome the Government's decision to commission and publish a range of reviews informing future economic policy, including tax policy; the Pre-Budget report is seen as an effective instrument of fiscal consultation, but this could be enhanced if Parliament and the public were given greater notice of the date of the report, perhaps 4 weeks before the statement is due to be made; where tax changes carry significant risk of forestalling activity or distorting market behaviour, such as the unusual timing and implementation of the increases in Air Passenger Duty, the Committee feels, as a general rule, that those increases should not come into force until the House of Commons has had an opportunity to come to a formal decision on such an increase.

This book was released on 2007-12-19 with total page 128 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2004, the Government announced 110 Public Service Agreement (PSA) targets for 17 Departments covering the period 2005-08. PSA targets express the priority outcomes that Departments are seeking to achieve nationally and internationally, and cover key aspects of the Government's social, economic and environmental policy. Large sums of public money are devoted to the programmes designed to deliver them. This NAO report summarises the results of its examination of the data systems used by twelve government departments to monitor and report progress against their 2005-08 PSA targets, covering a total of 237 data systems. Overall Departments have successfully taken steps to improve the quality of their data systems. There are still improvements that can be made to increase the relevance and reliability of data used in the reporting process. The NAO makes a number of recommendations on specification of data systems, their operation, and the reporting of data. A companion volume (HCP 22-I, ISBN 9780102951615) is available separately which contains the NAO's summarised findings.

Book Synopsis Marketing UK plc - UKTI's five-year strategy by : Great Britain: Parliament: House of Commons: Trade and Industry Committee
Download or read book Marketing UK plc - UKTI's five-year strategy written by Great Britain: Parliament: House of Commons: Trade and Industry Committee and published by The Stationery Office. This book was released on 2007-06-06 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: The role of UK Trade & Investment (UKTI) is to promote both foreign investment into the UK and support UK exporters. This report looks at both this role and the key aspects of its strategy, in particular it looks at: UKTI's five sector strategies, R&D programme; the role of regional development agencies; the focus on emerging economies; providing the skills to market UK plc; and charging for services. Although it is only four years old UKTI has already had three separate strategies. The Committee support many aspects of the new five year strategy and hope it will be given the time to be implemented without further major changes in direction. However it is important that UKTI is able to demonstrate that it is adding value through its work. The Committee is also concerned that the role of English regional development agencies in promoting inward investment is diluting the UK brand and causing confusion for potential foreign investors.

This year a key area off interest has been the 2007 Comprehensive Spending Review because the Committee think it is one of the tightest in Whitehall and it risks jeopardising some of the FCO's important work. Apart from this the other subjects covered are: measuring performance; operational efficiency; management and leadership; FCO services; diplomatic representation overseas; transparency and openness; public diplomacy; British council; BBC World Service.

This book was released on 2009 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report is the Committee's annual review of how the FCO is managing its resources, examining the departmental annual report for 2007-08 (Cm. 7398, ISBN 9780101739825). Chapters cover: new strategic framework; performance measurement; global network; essential services; FCO Services; personnel issues; transparency and openness; financial management; public diplomacy and communication; the British Council; the BBC World Service. The Committee is concerned that the FCO is facing serious financial pressures in this financial year due to the Treasury's withdrawal of its support for the Overseas Pricing Mechanism (OPM) which used to protect departments from the weakening of sterling. There is a risk that the FCO may not be able to meet higher international subscriptions over the next two financial years, causing its performance against Public Service Agreement targets to suffer. The likely increase in the UN Regular Budget and other international subscriptions will push this figure even higher. The FCO should have to shoulder the financial burden from within its already tight budget to pay for subscriptions which also benefit other Government departments. The Committee recommends that additional nondiscretionary costs should properly be met by the Treasury.

Book Synopsis UK Trade & Investment by : Great Britain. National Audit Office
Download or read book UK Trade & Investment written by Great Britain. National Audit Office and published by The Stationery Office. This book was released on 2009 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: UK Trade & Investment (UKTI) is three years into its five-year strategy to deliver improved support to UK exporters, and it is close to meeting most of its performance targets. UKTI has extensive arrangements to obtain regular and systematic feedback on the quality of its services. Some 52 per cent of businesses receiving support reported that their performance improved as a result of receiving support, exceeding its 50 per cent target. Users are also asked to estimate the financial benefit arising as a result of its support, and a 2008 figure of £229,000, on average, per business is used by UKTI to calculate its reported benefit to cost ratio of 15:1. But the underlying survey data shows that 29 per cent of users either did not know, or declined to provide an estimate, 30 per cent forecast some financial benefit and 40 per cent forecast no financial benefit. The survey focuses on forecast impact rather than actual financial impact. UKTI has sought to improve efficiency by shifting resources to better performing markets and services. In the year to March 2008 expenditure on trade support fell by 4.5 per cent while the number of businesses supported rose by 35 per cent. UKTI does not have a full picture of the costs of providing the individual services. It is not in a position to gauge reliably the efficiency of its activities, the contribution of different parts of the organisation to these services, or the relative costs and benefits of the different services it provides. In 2008 UKTI established a model for cost assessment, but this is not yet sophisticated enough to demonstrate whether value for money is being optimised.

Download or read book Gowers Review of Intellectual Property written by Andrew Gowers and published by The Stationery Office. This book was released on 2006-12-06 with total page 152 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report examines the importance of intellectual property (IP), ranging from patents, copyright, design and trade marks, and whether in the age of globalization, digitization and increasing economic specialization it still creates incentives for innovation, without unduly limiting access to consumers and stifling further innovation. The report does recommend a radical overhaul of the system, with the review concentrating on three areas, and setting out the following recommendations: (i) strengthening enforcement of IP rights, whether through clamping down on piracy or trade in counterfeit goods; (ii) reducing costs of registering and litigating IP rights for businesses large and small; (iii) improving the balance and flexibility of IP rights to allow individuals, businesses and institutions to use content in ways consistent with the digital age.

This book was released on 2007-04-03 with total page 152 pages. Available in PDF, EPUB and Kindle. Book excerpt: The scrutiny of the Office of Science and Technology (OSI) is one of the core tasks of the Committee. During the period covered by this report the OSI and DTI Innovation Group have successfully merged and there has been a new performance management system. There has been a welcomed increase in the science budget but the breach of the principle of ring fencing the budget is deprecated. An important part of OSI's work is reviewing the use of science in Government departments. Although these are valuable the pace of review and information available on them needs to be improved.
