Moreover, the economic outlook has been negatively affected by the spillovers from the war in Ukraine and the tightening of global financial conditions. The authorities have reacted to the shocks in an appropriate manner, including through support to vulnerable households, and monetary policy tightening to contain inflation.

The program targets a gradual reduction in the central government primary balance through tax reform and strict control of current spending to bring the debt-to-GDP ratio below 45 percent at the end of the program period. Tax policy reform will focus on the VAT, streamlining tax incentives, and eliminating loopholes. Kenya has made significant strides in domestic revenue mobilization, but redesigning the tax structure is a key priority.

Book excerpt: As governments design policy packages to address the main macroeconomic questions of our times, putting a gender lens on macroeconomics can amplify reform impact. In this note, IMF staff’s analysis has called for attention to strengthening legal rights, gendered aspects of fiscal policy, and enhancing women’s work–life choices, including through structural reforms. Capacity development to assist member countries in their reform efforts has grown and, so far, has centered on integrating gender into public financial management systems through gender budgeting.

Book excerpt: This 2016 Article IV Consultation highlights that economic growth in the Central African Republic has remained anemic since 2013 owing to structural rigidities, poor infrastructure, and limited energy supply. Inflation reached 11.6 percent in 2014 and receded to 4.5 percent in 2015 thanks to improved supply conditions and a fall in the prices of basic imports. Corrective measures implemented in 2015 allowed revenue to reach 7.1 percent. IMF Executive Directors have commended the authorities for the progress achieved under their economic program supported by the Rapid Credit Facility, which has helped stabilize the economy, rebuild core administrative capacity, and improve the management of public resources.

Available in PDF, EPUB and Kindle. Book excerpt: Malawi’s economic growth remains moderate, reflecting a weak agricultural harvest and continued electricity shortages. Fiscal deficits continue to be financed domestically, as donor funding remains constrained by governance concerns since the 2013 cashgate scandal, resulting in an increasing public debt burden. Presidential elections are scheduled for mid-2019. Program performance. Most quantitative performance criteria (QPC) were met at end-June 2018, with significant overperformance on international reserves and the reduction in Reserve Bank of Malawi (RBM) holdings of government securities. The QPC on the primary fiscal balance was missed by 0.9 percent of GDP due to expenditure overruns. The continuous QPC on new non-concessional external debt was missed due to a technical oversight in the Technical Memorandum of Understanding. Based on corrective measures, the authorities request waivers of non-observance. Two structural benchmarks were observed and most of the rest have been completed with delay.

Institutional weaknesses, limited and volatile aid flows, and persistently low domestic resource mobilization have slowed the efforts and considerable transition out of fragility. The resumption of donor budget support will close the financing gap and increase poverty and infrastructure spending. Implementation of structural reforms needs to be accelerated to support the government’s medium-term objectives. Strengthening debt management capacity to effectively monitor debt development is essential.

The economy is recovering and inflationary pressures have abated. After a 0.4 percent GDP decline in 2012, Mali’s economy is on the mend. The improvement in the security situation and the resumption of donor assistance has helped revive business confidence. Activity is picking up in the service sectors hardest hit by the crisis (commerce, hotels, and restaurants). The banking sector is showing signs of strain. Resumption of donor support brightens the economic outlook; however, the generally positive outlook is subject to several risks.

Stringent fiscal discipline, restrained monetary policies, and boosting of international reserves have been suggested as measures for controlling inflation and stabilizing the macroeconomy. Operation power and freedom for results-based management (RBM) and implementation of Malawi Growth and Development Strategy II (MGDS-II) are also suggested by the Executive Board. Measures to ensure revenue gain concurrent with spending have also been recommended.

Book excerpt: Tanzania’s economy is gradually recovering from the negative effects of the COVID-19 pandemic. While IMF emergency financing (0.8 percent of GDP) in 2021 helped address fiscal pressures, preserve stability, and finance the authorities’ COVID-19 economic and health response, Tanzania continues to face development and reform challenges to unleash its economic potential. The authorities are seeking renewed Fund assistance to support the country facing protracted balance of payments needs associated with the two external shocks—the COVID-19 pandemic and the war in Ukraine—and to support the authorities’ reform agenda summarized in their Five-Year Development Plan.

Book excerpt: This paper discusses Côte D’Ivoire’s Requests for an Extended Arrangement Under the Extended Fund Facility (EFF) and an Arrangement Under the Extended Credit Facility (ECF). Extending the gains of 2015, solid economic and fiscal performance continued in 2016. Strong investment and private consumption contributed to real GDP growth estimated at about 9 percent in 2015. In 2016, booming extractive industries and rising domestic demand supported activity in the commercial sector, which should sustain GDP growth at about 8 percent. The macroeconomic outlook remains favorable, but structural bottlenecks pose challenges to sustained strong growth. The IMF staff supports the authorities’ request for the ECF and EFF arrangements.

While the economy is now recovering, fiscal and balance-of-payments financing needs remain sizable over the medium term.

Malawi’s economy has been hit hard by weather-related shocks for a second consecutive year, further weakening growth and worsening food insecurity. Growth is estimated to have declined from 5.7 percent in 2014 to 3 percent in 2015 and is projected to drop further to 2.7 percent this year. Under the ECF program, the macroeconomic framework in the near term will be anchored on a policy mix incorporating a tight monetary stance and a level of domestic fiscal financing consistent with disinflation.

Nearly half of emerging market and developing economies and some middle-income countries are now at risk of falling further behind, undoing much of the progress made toward achieving the UN Sustainable Development Goals.

Available in PDF, EPUB and Kindle. Book excerpt: Sierra Leone is a fragile state. Since emerging from a decade-long civil war in 2001, the country has made notable economic progress but has also suffered occasional setbacks, such as the Ebola Virus Disease epidemic of 2014. A three-year ECF arrangement was approved June 2017 to help address Sierra Leone’s macroeconomic weaknesses—in particular, low revenue, elevated inflation, high public debt, and inadequate foreign exchange reserve buffers—which had been exacerbated by the Ebola crisis and a collapse in iron ore prices (Country Report No. 17/154). However, the program went off track shortly after approval as lackluster revenue performance and expenditure overruns led to a budget cash shortfall and a growing stock of budget arrears. With the authorities unable to take corrective actions ahead of the March 2018 presidential elections the first review of the program was put on hold. Since then elections have produced a new government, marking the first change of power in ten years. This government has taken a number of corrective actions over the last six months with the aim of reviving the program engagement with the IMF.

Available in PDF, EPUB and Kindle. Book excerpt: Burundi is a fragile state with a history of political tensions and weak institutions. The country fell into a political and security crisis following late President Nkurunziza’s decision to run for a third term in 2015. The economic recovery that was underway in 2019 was slowed by the COVID-19 pandemic. More recently, the country’s economy has been weakened by spillovers of the war in Ukraine, with a double-digit inflation, and domestic shocks, including delayed rainfall and outbreaks of livestock fevers. Burundi has benefited from debt relief under the Catastrophe Containment and Relief Trust (SDR 17.96 million), a disbursement under the Rapid Credit Facility (SDR 53.9 million, 35 percent of quota), and the 2021 SDR allocation (SDR 147.6 million). The 2022 Article IV Consultation was completed in July 2022, the first Article IV since 2014.
