Utilizing arguments of practical geopolitical reasoning, Özgür Pala and Khaled Al-Jaber situate their analysis of evolving relations in the contexts of Ottoman-British geopolitical rivalry in the Persian Gulf, the Turkish Republic’s fluctuating relations with the Middle East until the 2000s, the AKP governments’ opening to the region and finally the Arab Spring and its aftermath. Contextualizing the trajectory of Turkish-Qatari relations within the larger Middle East and the Gulf Arab region, the authors argue that material interests and identity politics have generally determined relations until the turn of the millennium. Under Erdogan and Sheikh Hamad’s assertive leadership and ambitious foreign policy, Turkey and Qatar came to witness various foreign policy convergences on critically important regional issues. Pala and Al-Jaber argue that these convergences, coupled with their geopolitical and security goals, facilitated a political alignment between Ankara and Doha throughout the Arab Spring. They argue that despite facing major geopolitical setbacks, Turkey and Qatar were able to chart a much deeper cooperation, which later evolved into a strategic partnership in various areas.

Today, this emphasis on using military force to exert control over a territory, its population and its natural resources which marked earlier eras is losing significance. Factors such as technology, education and economic growth are becoming more important in the international struggle for power. As the great powers of today are less able to use their traditional power resources to achieve their goals, private actors and small states have become more powerful. Joseph Nye identified five trends which contributed to this diffusion of power: economic interdependence, transnational actors, nationalism in weak states, the spread of technology and changing political issues. He argued that these trends suggest a second, more attractive way of exercising power than traditional means, and called this aspect of power “co-optive” or “soft” power. Since the end of the Cold War, the concept of soft power has been used extensively in discussions about US foreign policy and has more recently also been used to describe China's foreign policy. But far less attention has been given to how this term can be used in other cultural contexts to describe intra-regional politics, such as in the Middle East. Turkey and Qatar are two countries that try to navigate through this dangerous region in a different way. But what they have in common is that they both managed to improve their reputation and increase their visibility in the past decade. This has translated this into increased policy impact on the regional and global stage. Is the concept of soft power useful to explain the increased power of attraction that emanates from these countries? (...) This bachelor thesis will use the concept of soft power to explain Turkish and Qatari foreign policies over the past decade, as well as the most recent developments. It also aims to elucidate why both of the countries have built up their soft power resources, and does so by focusing on the concept of “human security”.

After NATO’s intervention in Libya, against the backdrop of civil wars in Syria and Yemen, and because of the cynical support for R2P by states such as Saudi Arabia, this norm is the subject of heavy criticism. It seems that the R2P is just political rhetoric, an instrument exploited by the powerful states. Hence, the R2P is being challenged. At the same time, however, institutional settings, normative discourses and contestation practices are making it more robust. New understandings of responsibility and the politics of protection are creating new normative spaces, patterns of legitimacy, and norm entrepreneurs, thereby reinforcing the R2P. This book’s goals are to discuss the R2P’s roots, institutional framework, and evolution; to reveal its shortcomings and pitfalls; and to explore how it is exploited by certain states. Further, it elaborates on the R2P’s strength as a norm. Accordingly, the contributions presented here discuss various ways in which the R2P is being challenged or confirmed, or both at once. As the authors demonstrate, these developments concern not only diplomatic communication and political practices within international institutions, but also to normative discourses. Furthermore, the book includes chapters that reevaluate the R2P from a normative standpoint, e.g. by proposing cosmopolitan standards as a guide for states’ external behavior.
