This report uses data from the National Household Surveys Program (NHES) to present trends that focus on the use of and users of public schools (assigned and chosen), private schools (church-and nonchurch-related), and homeschoolers between 1993 and 2003. The percentage of students enrolled in their assigned public school decreased from 80 percent to 74 percent between 1993 and 2003, while this decrease was nearly offset by an increase in chosen public school enrollment from 11 to 15 percent between 1993 and 2003. During this same time period, enrollment in church-related private schools remained stable at 8 percent and enrollment in nonchurch-related private schools increased from 1.6 to 2.4 percent. This report also presents data on parental perceptions of public school choice availability and associations between the public and private school types children were enrolled in and parental satisfaction with and involvement in the schools. About one-half of all students have parents who reported that public school choice was available in their community, with one-quarter of students attending assigned public schools having parents who considered enrolling them in a school other than the one they were currently attending, while 17 percent of all students and 27 percent of Black students attended a school other than their parent's first-choice school. Generally, there were no parental involvement differences detected between students enrolled in assigned and chosen public schools. Parents of students in private schools reported more direct involvement in their children's schools than parents of students enrolled in other types of schools. The data presented here on school choice have been collected in five administrations of the NHES starting in 1993, then again in 1996, 1999, 2003 and 2007. In this country, school choice is primarily comprised of programs that allow students to attend any public school within or outside of their local school district, a magnet or charter school, a private school, or homeschool. This report examines data from three administrations or the NHES (1993, 1996, and 1999) in which children's parents were asked if their children attended their assigned public schools, public schools that they had chosen, private schools that are church-related, or private schools that are not church-related, and about their satisfaction and involvement within these schools. The report provides information about trends in the use and users of public schools of choice and private schools, and outcomes of these choices: parent satisfaction and involvement, and student plans for postsecondary education. The report also provides a brief analysis of homeschooled students. This report cannot answer questions about the availability of public school choice or other school choice programs. The report shows that the percentage of children enrolled in public, assigned schools for grades 1 through 12 decreased from 80% in 1993 to 76% in 1999. The decrease in public, assigned school enrollment was almost completely offset by an increase from 11 to 14% in public, chosen school enrollment. Enrollment in private, church-related schools remained relatively stable at 7 to 8% between 1993 and 1999, and enrollment in private, not church-related schools was about 2% in each year.
