This book was released on 2005-06-21 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Home Office aims to reduce crime by supporting Police Basic Command Disorder Units, as well as 354 Crime and Disorder Reduction Partnerships in England and 22 Community Safety Partnerships in Wales. On the basis of evidence from the Home Office, this report examines the effectiveness and administration of these schemes. It finds that the initiatives have contributed to reductions in crime but, because they have not been systematically evaluated, it is not clear how much of a difference they have made. It also concludes that the Partnerships have too great an administrative burden and that the number of Partnerships should be reduced and their funding stream should be simplified.

Based on an NAO report (HC 1145 2002-03 ISBN 0102923604), the Committee took evidence from the Inland Revenue, DES, DWP and Passport Service on the three main issues of: designing user friendly forms; improved administrative efficiency; progress to providing online services. The \are 12 main recommendations.

Download or read book Recovery of Debt by the Inland Revenue,Forty-Ninth Report of Session 2003-04,Report,Together with Formal Minutes,Oral and Written Evidence written by Great Britain. Parliament. House of Commons. Committee of Public Accounts and published by The Stationery Office. This book was released on 2004 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Inland Revenue collects over £200 billion a year in tax and National Insurance contributions from 30 million taxpayers, ranging from individuals to multinational corporations. The total amount of debt from unpaid taxes stood at £12 billion at the end of March 2004, of which £3 billion was more than a year old. Following on from a NAO report (HCP 363, session 2003-04; ISBN 0102927596) published in March 2004, the Committee has examined the progress made by the Inland Revenue to speed up debt recovery, whether more can be done to encourage prompt payment and the application of good practice in debt management. Findings include that the Department should impose a surcharge on persistent late payers; use other government departmental records to find taxpayers it cannot trace; seek additional powers for enforcing debts similar to those of other tax authorities; and include debt management data in its performance measures.

Book Synopsis Facing Justice by : Great Britain: Parliament: House of Commons: Committee of Public Accounts

This book was released on 2005-06-16 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2002, 85 per cent of defendants attended hearings in England and Wales at the dates and times set for them, but those who do not turn up cause distress and inconvenience to victims and witnesses, and waste the time and resources of the courts and other agencies. Criminal justice agencies are not dealing with this situation effectively. For example, only 45 per cent of the 118,000 bail warrants issued in 2002, were executed by the police within three months. The Committee recommends that areas with a poor record for enforcing defendants' attendance should be "named and shamed" by the National Criminal Justice Board. The Board should determine the responsibilities of the different criminal justice agencies at each stage of the criminal justice process. The increased use of stipendiary magistrates should be re-considered by the Department for Constitutional Affairs.

This book was released on 2006-06-27 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: Following on from the NAO report (HCP 595-I, session 2005-06; ISBN 0102936250) published in November 2005, the Committee's report examines the recommendations made to improve the MoD's procurement of defence equipment focusing on time, cost and performance data for 30 defence projects in the year ended March 2005. This covers the 20 largest projects where the main investment decision has been taken and the 10 largest projects still in the assessment stage. The Committee's report focuses on three main issues: options for enhancing programme and project management of defence acquisition; the impact of older projects on overall acquisition performance; and value for money from the Defence Industrial Strategy. Findings include: i) the MoD has reduced the forecast costs of its top 19 projects by some £700 million, but these cuts were needed to bring the Defence Equipment Plan under control rather than the result of better project management; ii) some of the latest capability cuts are short-term expediencies which may result in an erosion of core defence capability or in higher costs throughout the life of individual projects; and iii) despite previous assurances that it had restructured many of its older projects to address past failures, the MoD still attributes much of its historic poor performance to so called "toxic legacy" projects which continue to accumulate considerable time and cost overruns, and it is now time that such projects were put on a firm footing with realistic performance, time and cost estimates against which the MoD and industry can be judged.

Download or read book Increased Resources to Improve Public Services written by Great Britain. Parliament. House of Commons. Committee of Public Accounts and published by The Stationery Office. This book was released on 2004 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: In July 2002, the Government announced a public expenditure increase of £61 billion over three years, to be targeted at improving key public services. The three largest recipients of the extra funding were the Department for Education and Skills, the Department of Health and the Department for Transport. Following on from a NAO report on this topic (HCP 234, session 2003-04; ISBN 0102927103) published in January 2004, the Committee's report examines how these departments are using their extra resources, focusing on three main issues: the complexity of the service deliver chain, how they can secure further improvements in service quality, and performance monitoring and benchmarking. Conclusions reached include that, complex delivery chains and financing mechanisms need to be simplified, and a direct link established between funding and specific targets for service improvements. As all three departments deliver services indirectly through a network of partners and contractors, they need to ensure delivery partners have sufficient capability and capacity to deliver services effectively. Departments should also share information on their plans to increase delivery capacity more widely among key suppliers.

Book Synopsis Corporation Tax by : Great Britain: Parliament: House of Commons: Committee of Public Accounts
Download or read book Corporation Tax written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2006-06-29 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: Companies resident or conducting business in the UK are liable to pay corporation tax on their profits, and since 1999 corporation tax is a self-assessed tax. Companies are required to submit tax returns each year along with any tax due, and these tax returns are then checked for non-compliance. In 2004-05, HM Revenue and Customs collected about £33 billion in corporation tax, and it expects receipts to increase to £42 billion in 2005-06. Following on from a National Audit Office report (HC 678, session 2005-06; ISBN 0102936641) published in January 2006, the Committee's report examines the management of Corporation Tax and sets out a number of conclusions and recommendations. Given an estimated 40 per cent error rate in tax returns, the Department should improve its targeting of enquiries into tax returns for non-compliance and its use of risk assessment techniques in order to increase the tax yield. Plans to restructure the local area office network should help reduce local variations in performance and improve efficiency in enquiry work. All companies will be required to file their tax returns electronically by 2010, and this system should realise a number of benefits, including greater convenience for companies and a reduction in Department's costs and errors in keying-in data.
