Book excerpt: Measured by the level of transportation safety, the Commonwealth of Virginia stands out from all the States because despite increased need for mobility, it manages to maintain its safety indices at exceptionally good levels. In many respects we can attribute this success to the comprehensive Strategic Highway Safety Plan of Virginia (SHSP), which is, as concluded from the analysis of its analogues, among the best in the US. The programs and policies described in this document embrace all aspects of transportation safety and create a harmonious system. To assess the effectiveness of the SHSP, this thesis used correlation and regression analysis based on statistical data from the years 2004-2011 in Virginia Department of Transportation (VDOT), and Virginia Department of Motor Vehicles (DMV) documents. The performed calculations showed very positive trends with gradual reduction, in crash and death rates. It was also found that citizens would use private vehicles more often in the future without making conditions worse on the highways. Instead, drivers tend to be more careful and responsible. Analysis also reveals a rising level of drunken driving incidents, a finding substantiated by literature review, chiefly planning reports and economic analysis. The current transportation policy I does not adequately address this issue. The correlation between allocation of funds and performance indicators showed it would be more effective to invest in research projects on safety rather than in "safety" itself (i.e. construction of roads). Unfortunately, in difficult times, governments usually cut research projects. Finally, Virginia is on the verge of a new transportation era, when the structure of driving cohorts will change, and decisions about building new highways will have to be balanced between technical and ecological considerations.

This initial document presents a current overview of the Commonwealth's programs and safety activities in water, air, rail and mass transit transportation. Future programs and federal sources of funding are discussed. The report is designed to provide an indication of safety problems and propose some possible solutions to these problems. Finally, this document establishes guidelines for use as an aid in future transportation safety planning in Virginia. *It should be noted at the outset that it is recognized that most mass transit activity in Virginia utilizes rubber-tired vehicles travelling by highway. However, for purposes of simplicity, this report refers to all of the above cited transportation modes as "non-highway."

The report recommends that Virginia's SMS Steering Committee consider the following options: (1) establish an SMS coordinator position, (2) formalize a strategic planning process, (3) use the SMS to vitalize local traffic safety commissions, (4) encourage the use of the holistic corridor approach by community traffic safety programs, (5) provide for more integral involvement of the public health community in Virginia's SMS, (6) determine whether electronic communication would further Virginia's transportation safety goals, and (7) provide for the implementation of improved traffic records.

Book excerpt: Fearful that inflation and the gradual erosion of federal support for highway safety programs were undermining Virginia's historic position of national leadership in highway safety; management directed a study of potential sources of new revenue for the programs. The project reported here employed a five-step process to gather data necessary for the analysis. First, a literature review of studies on alternative revenue sources for financing transportation safety activities was conducted. Second, the Code ofVirginia was studied to identify successful funding mechanisms that are currently being utilized in the Commonwealth. Third, a telephone survey of all states was conducted in an attempt to identify innovative methods of funding that are currently being used elsewhere. Fourth, after analyzing Virginia's current safety funding approach and the results of the national survey, sources of revenue inherently related to highway safety were identified. Fifth, once potential revenue sources were identified through these avenues, each was analyzed and reviewed to project how much revenue could be generated and how it might be allocated. The researcher concludes that there is a need for additional revenue to fund Virginia's highway safety programs. Recommendations are made concerning several viable options, and suggestions are offered concerning both the distribution and use of the funds.

Book excerpt: The Federal Highway Administration argues that one way to reduce substantially the annual $230 billion national societal cost of motor vehicle crashes is to incorporate safety directly into the long-range transportation planning process. Because much of this planning in Virginia is conducted by metropolitan planning organizations (MPOs) and planning district commissions (PDCs), it is appropriate to determine ways in which the Virginia Department of Transportation (VDOT) (which generally is responsible for roadway safety) may work with these organizations to integrate safety and planning. A survey of Virginia MPOs/PDCs conducted in this study revealed a healthy interest in such integration: 83% of respondents included safety in their planning goals and objectives, 61% involved citizens in safety planning, and 86% (of those answering the particular question) indicated safety is a factor (or in the case of one respondent, the only factor) used to prioritize projects in the long-range plan. The survey also identified several barriers to such integration. Although respondents cited a lack of dedicated safety funding as the largest obstacle, other barriers cited included the difficulty of obtaining of crash data and a lack of adequate training for staff in areas such as geometric design, crash data acquisition, and human factors. Further, 44% of respondents [who answered the particular question] noted that before/after studies are not conducted to determine the efficacy of safety-related projects. Accordingly, this study developed a Virginia-specific resource guide that VDOT district planning staff, MPOs, and PDCs can use to enhance the integration of safety into the planning process. This report (Volume I) describes the process used to develop the guide; the guide itself is provided in Volume II. The guide promotes the incorporation of safety into the planning process by providing numerous, specific examples rather than by exhorting agencies to perform such coordination. Virginia is a diverse state composed of urban, suburban, and rural regions with varying degrees of reliance on local and state crash data systems. As a consequence, the opportunities to integrate safety and planning are themselves diverse, as reflected in the guide. Many solutions presented in the guide are feasible in some situations but not in others. For example, widening substandard high-speed travel lanes may be productive in a rural area, whereas an urban location might benefit from a reduction in the number of vehicle lanes and the addition of a bicycle path. Further, the guide identifies 16 funding sources for safety-related projects given that no funding source has universal applicability. By necessity, therefore, of the diverse examples provided in the guide, only some may be suitable for a given region.
