Book excerpt: In July 2000, the Government published 'Transport 2010: The 10 Year Plan' (ISBN 1851124136) in which it set out its strategy to implement the proposals in its 1998 White Paper 'A New Deal for Transport: Better for Everyone' (Cm 3950, ISBN 0101395027) for an integrated transport system. The Committee has examined the 10 Year Plan to assess: its targets and objectives, whether these are based on reasonable assumptions, and whether it is on track to meet its objectives. Overall, the Committee's report finds the 10 Year Plan fails to provide a long-term vision for a more equitable, safer and more efficient integrated transport system. Conclusions include: 1) it does not address the increasing cost of public transport and the falling cost of car use; 2) it fails to promote significant restraint on car use to accompany public transport improvements; 3) the balance needs to be changed to highlight social exclusion, urban regeneration, health and quality of life issues rather than focus on reducing congestion alone; and 4) there needs to be a detailed implementation plan in order to assess progress made. A volume containing the minutes of evidence and appendices to the report is available separately (HC 588-II, ISBN 0215003527).

Book excerpt: In this report the Transport Committee calls on the Government to publish a White Paper on its transport strategy, explaining in particular how spending on transport will deliver economic growth and development. Such a strategy must set objectives for all transport spending and explain the criteria Ministers will use to decide between different claims on limited financial resources. The report welcomes the commitment to undertake transport investment that will deliver sustainable growth and enterprise, including 'green' industries, balanced across all sectors and in a manner that will reduce regional disparities. Ministers must however ensure that this vision for transport investment is backed up by a pro-active and fully integrated economic development strategy. This is so far absent. The current Government has swept away the regional tier of planning and many institutions that played a key role in the development of strategic priorities for transport spending in support of economic development. This has created a vacuum that has left regions without the institutions and arrangements they need to plan and prioritise sub-national transport schemes and other significant transport infrastructure. The Coalition also needs a much stronger strategy for developing the UK's major ports and airports. The Government must also do more to correct regional disparities in transport investment. The Department for Transport's 'New Approach To Appraisal' process, which plays such a major role in deciding which transport schemes get Government funding, is highly controversial. Small schemes, including sustainable transport projects, may be cut disproportionately under new transport funding arrangements.

Book excerpt: This report sets out the progress made towards delivery of the Government's transport targets over the last 18 months, since its 10 Year Plan for transport (ISBN 1851124136) came into effect. It identifies key transport problems and looks at the strategy for planned improvements to address these issues over the next few years. Topics discussed include: the strategic road network; the rail network; local transport plans; transport in London; and sustainable transport. Following the Government's 2002 Spending Review, the overall total of public and private funding over the 10 Year Plan period is £181 billion. (This figure excludes public expenditure which directly supports private investment, such as the PPP for London Underground). The report acknowledges that the original targets for reductions in the level of traffic congestion underestimated the scale of the problem and will need to be reviewed. Railway passenger use fell following the Hatfield accident, but has since recovered, whilst rail freight increased by 7 per cent during 2001/02. Measures to address rail safety and infrastructure issues and the role of the Strategic Rail Authority are discussed, including a new franchising policy for train operating companies.
