Book excerpt: Transmission Planning and Cost Allocation by Transmission Owning and Operating Public Utilities (US Federal Energy Regulatory Commission Regulation) (FERC) (2018 Edition) The Law Library presents the complete text of the Transmission Planning and Cost Allocation by Transmission Owning and Operating Public Utilities (US Federal Energy Regulatory Commission Regulation) (FERC) (2018 Edition). Updated as of May 29, 2018 The Federal Energy Regulatory Commission is amending the transmission planning and cost allocation requirements established in Order No. 890 to ensure that Commission-jurisdictional services are provided at just and reasonable rates and on a basis that is just and reasonable and not unduly discriminatory or preferential. With respect to transmission planning, this Final Rule requires that each public utility transmission provider participate in a regional transmission planning process that produces a regional transmission plan; requires that each public utility transmission provider amend its OATT to describe procedures that provide for the consideration of transmission needs driven by public policy requirements in the local and regional transmission planning processes; removes from Commission-approved tariffs and agreements a federal right of first refusal for certain new transmission facilities; and improves coordination between neighboring transmission planning regions for new interregional transmission facilities. Also, this Final Rule requires that each public utility transmission provider must participate in a regional transmission planning process that has: A regional cost allocation method for the cost of new transmission facilities selected in a regional transmission plan for purposes of cost allocation; and an interregional cost allocation method for the cost of certain new transmission facilities that are located in two or more neighboring transmission planning regions and are jointly evaluated by the regions in the interregional transmission coordination procedures required by this Final Rule. Each cost allocation method must satisfy six cost allocation principles. Book excerpt: Transmission Planning Reliability Standards (US Federal Energy Regulatory Commission Regulation) (FERC) (2018 Edition) The Law Library presents the complete text of the Transmission Planning Reliability Standards (US Federal Energy Regulatory Commission Regulation) (FERC) (2018 Edition). Updated as of May 29, 2018 Under section 215 of the Federal Power Act, the Federal Energy Regulatory Commission remands proposed Transmission Planning (TPL) Reliability Standard TPL-002-0b, submitted by the North American Electric Reliability Corporation (NERC), the Commission-certified Electric Reliability Organization. The proposed Reliability Standard includes a provision that allows for planned load shed in a single contingency provided that the plan is documented and alternatives are considered and vetted in an open and transparent process. The Commission finds that this provision is vague, unenforceable and not responsive to the previous Commission directives on this matter. Accordingly, the Final Rule remands NERC's proposal as unjust, unreasonable, unduly discriminatory or preferential, and not in the public interest. Book excerpt: Uplift Cost Allocation and Transparency in Markets Operated by Regional Transmission Organizations and Independent System Operators (US Federal Energy Regulatory Commission Regulation) (FERC) (2018 Edition) The Law Library presents the complete text of the Uplift Cost Allocation and Transparency in Markets Operated by Regional Transmission Organizations and Independent System Operators (US Federal Energy Regulatory Commission Regulation) (FERC) (2018 Edition). Updated as of May 29, 2018 The Federal Energy Regulatory Commission is revising its regulations to improve transparency practices for regional transmission organizations (RTO) and independent system operators (ISO). The Commission requires that each RTO/ISO establish in its tariff: Requirements to report, on a monthly basis, total uplift payments for each transmission zone, broken out by day and uplift category; requirements to report, on a monthly basis, total uplift payments for each resource; requirements to report, on a monthly basis, for each operator-initiated commitment, the size of the commitment, transmission zone, commitment reason, and commitment start time; and the transmission constraint penalty factors used in its market software, as well as the circumstances under which those factors can set locational marginal prices, and any process by which they can be changed. The Commission is withdrawing its proposal to require that each RTO/ISO that currently allocates the costs of real-time uplift to deviations allocate such real-time uplift costs only to those market participants whose transactions are reasonably expected to have caused the real-time uplift costs. Book excerpt: This book provides a systematic overview of transmission network investment in liberalized power markets. Recent government policies to increase the share of intermittent renewable power generation and other technological innovations present new theoretical as well as practical challenges for transmission investments. Written by experts with a background in both economics and engineering, the book examines the economic and technical fundamentals of regulated and merchant transmission investment, and includes case studies of transmission investment in a number of countries. The book is divided into four parts: Part 1 introduces the basic economics and engineering of transmission network investment, while Part 2 discusses merchant investment in the transmission network. Part 3 then examines transmission investment coordination and smart grids, and lastly, Part 4 describes practical experiences of transmission network investment in power market in various countries.

Available in PDF, EPUB and Kindle. Book excerpt: Energy Resources: Examining the Facts provides an authoritative, comprehensive overview of economic, political, and environmental drivers of America's energy picture, from trends in the production and consumption of fossil fuels and renewables to the state of the national energy grid. Energy Resources: Examining the Facts is part of a series that uses evidence-based documentation to examine the veracity of claims and beliefs about high-profile issues in American culture and politics. Each book in the Contemporary Debates series is intended to puncture rather than perpetuate myths that diminish our understanding of important policies and positions; to provide needed context for misleading statements and claims; and to confirm the factual accuracy of other assertions. This installment in the series provides a comprehensive overview of all energy resources used in the United States, including fossil fuels (oil, gas, coal), nuclear power, hydropower, other major renewables (solar and wind), and even smaller energy sources, such as wood products (biomass), ethanol, plant-based fluids/gases, and geothermal, that have meaningful potential for future growth. The framework of laws and regulations in which energy resources are developed, produced, and overseen is described, as are the ways in which economic development powered by different energy resources is impacting people and ecosystems in the United States and around the world.
