Book excerpt: Belarus relies on Russia for about 85% of its total energy needs, while Russia needs Belarus' oil and gas pipelines to export its supplies to Western Europe. How will energy exports from Russia and Belarus' transit capabilities impact Western Europe if this interdependent relationship ends, either through political changes in Belarus or if Russia ends its energy subsidies to Belarus? This report looks at transit, infrastructure and investment issues and analyzes both the state of the current infrastructure, as well as the possibilities this transit opens to Western investors, particularly as the Yamal Pipeline nears completion. In addition, it looks at the current conflict between Belarus and Russian investors for control of the country's gas transit system and oil refineries. This series of reports establishes for the first time the confluence of Russian foreign policy with the acquisition of foreign energy assets by Russian entities. Nine specific country profiles focus on the oil, gas, electricity and nuclear power industries. Each report written by an author of international standing, explains how Russian foreign energy downstream mergers and acquisitions are transpiring to consolidate the new Russian empire.

Book excerpt: This monograph examines the relationship between treaties providing for uninterrupted energy transit and countermeasures under the law of international responsibility. It analyses the obligations governing energy transit through pipelines in multilateral and bilateral treaties, looking at the WTO Agreement, the Energy Charter Treaty, and sixteen bespoke pipeline treaties. It argues that a number of transit obligations under these treaties are indivisible, reflecting the collective interests of states parties. The analysis is placed in the historical and normative landscape of freedom of transit in international law. After setting out the content and scope of obligations concerning transit of energy, it distinguishes countermeasures from treaty law responses, and examines the dispute settlement and compliance supervision provisions in these treaties. Building on these findings, the work discusses the availability and lawfulness of countermeasures as, on the one hand, a means of implementing the transit states responsibility for interruptions of energy transit via pipelines; and, on the other hand, circumstances that preclude the wrongfulness of the transit states interruptions of transit.

Book excerpt: Any reading of the history of transit oil and gas pipelines suggests a tendency to produce conflict and disagreement, often resulting in the cessation of throughput, sometimes for a short period and sometimes for longer. It is tempting to attribute this to bad political relations between neighbours. This is certainly part of the story, but also important is the nature of the 'transit terms'--tariffs and offtake terms--whereby transit countries are rewarded for allowing transit. Put simply, the trouble with transit pipelines has a significant economic basis. This report addresses three key questions: Why will oil and gas transit pipelines become more important to global energy markets in the future? Why has the history of such pipelines been littered with conflict between the various parties? What might be done to improve this record in the future and make transit pipelines less troublesome?--Publisher description.

Book excerpt: The Energy Charter Treaty, initiated by the 1991 European Energy Charter and completed in December 1994, is an innovative major multilateral investment and trade treaty. The book has an introduction by Ruud Lubbers who, as the Dutch Prime Minister, played the key role in initiating the Energy Charter negotiations. It brings together contributions on the energy/investment background, the geopolitical context, the Energy Charter negotiations and the relevant specific topics of the Treaty (focusing on investment and trade, but also environment, competition and transit) by the key specialists on the subject, ranging from countries such as the US (which in the end decided not to join the Treaty) to Russia and Kazakhstan, including energy and investment specialists, international investment and commercial lawyers and arbitrators. The contributors include noted international energy/economic law authorities, but also key participants and observers of the Treaty negotiations. This book is intended to provide the first authoritative analysis of the background, negotiations and content of the Energy Charter Treaty and to provide support and guidance for subsequent negotiations and the difficult challenges involved in interpretation and application of the Treaty. It will be an essential tool for anybody working with the Energy Charter Treaty. The book contains in its annex the major documents of the Treaty: The 1991 European Energy Charter, the 1994 Treaty and its relevant Protocols, Annexes, Understandings and Final Act Declarations.

It’s the first book to describe very recent methods for pipe defect assessment such as notch fracture mechanics and critical gross strain. Pipelines remain the least expensive transcontinental mean of transport compared to the rail-bound or terrestrial transport. It has become increasingly paramount to ensure the safe utilization of such plant in order to prevent economical, social and ecological losses. This book adds much to the body of knowledge in this area.

Book excerpt: Risk Assessment and Security for Pipelines, Tunnels, and Underground Rail and Transit Operations details a quantitative risk assessment methodology for systematically analyzing various alternatives for protecting underground rail, oil and gas pipelines, pipeline freight transportation, and other tunnel systems from terrorism threats and other disasters. It examines the engineering, environmental, and economic impacts and addresses both direct and collateral damage. The book describes how to employ the methodology of quantitative psychology for effectively assessing risk in homeland security, defense actions, and critical infrastructure protection. Using pipelines, tunnels, underground rapid rail, and transit systems as examples, it maintains an emphasis on applying quantitative psychology to risk management in the areas of homeland security and defense. Outlines the background and system operations of pipelines, tunnels, underground rail, and transit systems as well as other super-speed futuristic trains Covers materials used for fabricating weapons of mass destruction and operations for terrorism Deals with the probabilistic risk estimation process, event tree analysis, and fault tree analysis Discusses the risk and vulnerability assessment tools and methodologies used by experts and governmental agencies Approved for public release by the U.S. Federal Government, this book presents regulations, standard processes, and risk assessment models recommended by the U.S. Department of Homeland Security and other federal and state agencies. Describing how to evaluate terrorism threats and warnings, it details protocols for preventive measures and emergency preparedness plans that are based on economic analysis. With comprehensive coverage that includes risk estimation and risk acceptability analysis, the book provides a foundational understanding of risk and the various defensive systems that can improve safety and security as well as thwart terrorists’ efforts to sabotage critical infrastructure.
