Book excerpt: Years before the Dust Bowl exodus raised America’s conscience to the plight of its migratory citzenry, an estimated one to two million homeless, unemployed Americans were traversing the country, searching for permanent community. Often mistaken for bums, tramps, hoboes or migratory laborers, these transients were a new breed of educated, highly employable men and women uprooted from their middle- and working-class homes by an unprecedented economic crisis. The Homeless Transient in the Great Depression investigates this population and the problems they faced in an America caught between a poor law past and a social welfare future. The story of the transient is told from the perspective of the federal, state, and local governments, and from the viewpoint of the social worker, the community, and the transient. In narrowing the focus of the study from the national to the state level, Joan Crouse offers a close and sensitive examination of each. The choice of New York as a focal point provides an important balance to previous literature on migrancy by shifting attention from the Southwest to the Northeast and from a preoccupation with rejection on the federal level to the concerted effort of the state to deal with the non-resident poor in a humane yet fiscally responsible manner.

The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

Available in PDF, EPUB and Kindle. Book excerpt: In February 1936, Los Angeles police officers drove hundreds of miles to California's state borders with one mission: turn back anyone deemed too poor to enter. Myths of the Golden State's abundance enticed thousands of Americans uprooted by the Depression, but those who created those myths saw only invading criminal "hordes" that they believed just one man could stop: James "Two-Gun" Davis, Los Angeles's authoritarian police chief. The Golden Fortress tells the story of Davis's audacious deployment of hand-picked armed police slamming California's door on America's Dust Bowl refugees and Depression-displaced migrants. It depicts the sometimes deadly consequences of law enforcement politicized and weaponized against the poor, even in remote places like Modoc County, where a sheriff's opposition to the blockade inflamed an already smoldering feud between an itinerant newsman and a publisher obsessed with her California heritage. Davis, blessed by his city's ruling business class and fueled by his own wild claims of communist conspiracies undermining America, deployed his "Foreign Legion" to California's state lines, threatening democracy even as the nation's cities and rural communities juggled the burdens of economic recovery, migrant aid, and public safety. The Golden Fortress underscores the decades-long fight over who can access the American Dream.

From his experience among hoboes he found what he called ""a fountainhead of pure musical Americana."" Although he later wrote immense stage works for instruments of his own creation, he is still regularly called a hobo composer for the compositions that grew out of this period of his life. Yet few have questioned the label''s impact on his musical output, compositional life, and reception. Focusing on Partch the person alongside the cultural icon he represented, this study examines Par.

Available in PDF, EPUB and Kindle. Book excerpt: Though notorious for its polluted air today, the city of Los Angeles once touted itself as a health resort. After the arrival of the transcontinental railroad in 1876, publicists launched a campaign to portray the city as the promised land, circulating countless stories of miraculous cures for the sick and debilitated. As more and more migrants poured in, however, a gap emerged between the city’s glittering image and its dark reality. Emily K. Abel shows how the association of the disease with “tramps” during the 1880s and 1890s and Dust Bowl refugees during the 1930s provoked exclusionary measures against both groups. In addition, public health officials sought not only to restrict the entry of Mexicans (the majority of immigrants) during the 1920s but also to expel them during the 1930s. Abel’s revealing account provides a critical lens through which to view both the contemporary debate about immigration and the U.S. response to the emergent global tuberculosis epidemic.

Book excerpt: DawnDusk Asymmetries in Planetary Plasma Environments Dawn-dusk asymmetries are ubiquitous features of the plasma environment of many of the planets in our solar system. They occur when a particular process or feature is more pronounced at one side of a planet than the other. For example, recent observations indicate that Earth's magnetopause is thicker at dawn than at dusk. Likewise, auroral breakups at Earth are more likely to occur in the pre-midnight than post-midnight sectors. Increasing availability of remotely sensed and in situ measurements of planetary ionospheres, magnetospheres and their interfaces to the solar wind have revealed significant and persistent dawn-dusk asymmetries. As yet there is no consensus regarding the source of many of these asymmetries, nor the physical mechanisms by which they are produced and maintained. Volume highlights include: A comprehensive and updated overview of current knowledge about dawn-dusk asymmetries in the plasma environments of planets in our solar system and the mechanisms behind them Valuable contributions from internationally recognized experts, covering both observations, simulations and theories discussing all important aspects of dawn-dusk asymmetries Space weather effects are caused by processes in space, mainly the magnetotail, and can be highly localized on ground. Knowing where the source, i.e., where dawn-dusk location is will allow for a better prediction of where the effects on ground will be most pronounced Covering both observational and theoretical aspects of dawn dusk asymmetries, Dawn-Dusk Asymmetries in Planetary Plasma Environments will be a valuable resource for academic researchers in space physics, planetary science, astrophysics, physics, geophysics and earth science.
