The journal was founded in 2002 and we celebrated its 20th anniversary with the last issue on Artificial Intelligence and Democratic Values. Among many academics and AI policy professionals, it was considered a landmark publication. Turkish Policy Quarterly (TPQ) now has a new identity as Transatlantic Policy Quarterly (TPQ). Our plans to move with this name have been ongoing for a while. The success of the last issue was a perfect illustration of the necessity of this change. TPQ's editorial and curatorial policies have and will continue to reflect a global perspective without sacrificing its roots. This means we will extend our coverage beyond what we currently offer. In the wake of the Russian incursion into the Ukraine, European soil has seen a return of tragedy. As memories of the Second World War on the continent have receded, it has been argued that the European project has lost appeal over the past few decades. This is no longer the case. The war has also exposed the EU's deficiencies and highlighted the fact that it must be reformed to fulfill the needs of the twenty-first century. The Covid-19 pandemic is also one of the most significant events in our lifetime, and it has radically altered the way Europeans perceive their own societies and the world in general. Nonetheless, one of the most important lessons we can learn from these tragic events is that we must show a strong, constant, and united capability to deter and confront acts of violence. Professor Thomas Diez writes that the war in Ukraine fundamentally challenges the post-Cold War international order. In that regard, he believes that alternative visions of a European order should be developed to counter the scenario of a renewed Cold War. The author reassesses the concepts of interdependence, socialization, normative power, and international society in his contribution to uncover some general lessons for the European order, as well as provide concrete suggestions for alternative policy strategies. As he points out, such an order would require more honest engagement, a system of great power management with social links, and a creative approach to thinking about joint institutions and regional overlaps. Professor Knud Erik Jørgensen starts with a timely question: Europe's hour of reckoning? In his view, the hour of reckoning refers to when one must confront past mistakes and determine a course of action. He says Russia's war in Ukraine exposes numerous mistakes Europe made in the past and accelerates the development of a new foreign policy paradigm. As a result, he examines the role played by the emerging policy paradigm in shaping the politics of EU foreign policy. Furthermore, the article argues that the emerging paradigm is closely linked, if not dependent, on the ongoing processes of reckoning, that is, to the extent with which past mistakes are acknowledged. Lastly, the article makes a case that the twin processes of reckoning and paradigm change make up a crucial element of Europe's future. Professor Giuseppe Bertola explores a different perspective. According to her, the common-market project, that after World War II aimed to prevent future wars among European nations, has evolved through crises into a complex and unstable set of policies and institutions to govern the European Union. A pandemic caused by the COVID-19 virus and the war in Ukraine strengthened coordination and added issuance of common debt to the supranational policy toolkit. Nevertheless, NextGenEU relies heavily on government subsidies rather than on market incentives, and Russian invasion of the Ukraine demonstrates that economic integration can only shift the boundaries of war from nation-based to those of the integrated economic area. Book excerpt: In response to the shifting landscape of international politics, the most current TPQ issue focuses on "NATO's Changing Priorities." We present thirteen insightful essays for our Summer 2022 edition from prominent figures in academia, journalism, and nongovernmental organizations. Ten of these articles address the changing priorities of NATO in more general terms, while three others take this phenomenon in light of the effects of the most recent Russian invasion of Ukraine. Several significant new difficulties for the global order emerged in the wake of the Russian invasion. NATO has proposed a new Strategic Concept, which was emphasized at its most recent Summit in Madrid, in response to these fresh concerns. TPQ explores not just the potential of this recent, significant document but also examines the more considerable consequences of it on the global stage. Transatlantic Policy Quarterly's publication interests have always been significantly inspired by the Alliance's agenda. Carmen Romero provides an exciting overview of the recent Strategic Concept outlined by NATO in its Madrid Summit. She correctly draws attention to the novelty of this novel idea in light of the circumstances surrounding its revelation. Additionally, she thinks that the important choices made at the Summit will guarantee that NATO keeps adapting and protecting its members in an increasingly dangerous and competitive world. An overview of these choices is given in this article within the framework of the Alliance's increasingly erratic security environment. E. Fuat Keyman highlights that the NATO summit in Madrid was significant and essential, but it wasn't enough. To support his claim, he thoroughly examines NATO's new strategic concept, its crucial significance, its transformational impact, and the six obstacles it confronts. As NATO today finds itself in a period of strategic rivalry, in his opinion, the organization's most recent Strategic Concept reflects a very different threat environment. It acknowledges for the first time that the Euro-Atlantic region is "not at peace," but instead that strategic rivalry and general instability threaten regional security. Ahmet O. Evin offers a careful method that considers contextual circumstances. According to him, NATO now looks to be taking on the role of a champion for both the liberal order and the shared principles of the transatlantic Alliance. Moreover, he also focuses on the longer-term effects of the shifting dynamics in international events on ordinary individuals by saying that unhappiness brought on by the stagnant economy, the growing cost of living, and perhaps energy shortages may be expected to expand the ranks of those opposed to the war and its effects on the quality of life in Europe. Book excerpt: Israel, formally known as "The State of Israel," was established on 14 May 1948, and has since played a pivotal role in international affairs, particularly in the politics of the Middle East and North Africa. Israel's relations with its Arab neighbors have been tense for decades, and a lasting peace has never appeared more likely. Yet, we already live in a time of perpetual change, and naturally, the politics of Israel and the surrounding region of the Middle East and North Africa are not immune to this pattern. Realizing this, TPQ decided to focus on the Changing Dynamics of Israel's Foreign Policy in its upcoming Fall 2022 issue. Many new headings, with a specific reference to Israeli politics, have started to appear in Middle East and North African context. Israel and its Arab neighbors, often considered as "the enemies at gates," are experiencing an intriguing phase of normalization of relations. The Abraham Accords, a historic agreement resulting from this process, were ratified on 15 September 2020. Since then, positive reports about the improvement of ties among Israel, the UAE, Bahrain, and Morocco have been steadily increasing. We at TPQ are firm believers in the significance of the Abraham Accords and plan to keep covering the topic as one of our primary areas of focus. The Abraham Accords will be the main topic of our upcoming roundtable organization, going to take place in Istanbul on November 30. This comes after a lengthy hiatus caused by the pandemic. One of the main goals of this issue is to delve deeper into the possibilities the Abraham Accords present by analyzing the factors of improving ties between Israel and its neighbors. In this spirit, we have encouraged our contributors to highlight this in their work. Additionally, we discuss the changing dynamics of Israeli-Palestinian relations as well as Israel's ties with other major regional actors such as Türkiye in this issue. The fourteen papers featured in this special issue of TPQ were written by a diverse group of internationally known scholars and public intellectuals who welcome your feedback and constructive criticism. Eyal Zisser sees the signing of the Abraham Accords in September 2022 as a turning point in Israel's place in the Middle East. He thinks the accords improved the atmosphere for cooperation in the areas of security and the economy by laying the groundwork for it. However, he claims that this change doesn't do anything to fix Israel's fundamental issues. His article is a brilliant work that aims to further evaluate these essential issues. Gerald M. Feierstein says that Israelis and Gulf Arabs drew closer due to similar worries of an aggressive and potent regime in Tehran, which bragged of its sway over four Arab capitals (Baghdad, Damascus, Beirut, and Sanaa). His excellent work focuses on regional issues that contributed to making of Abraham Accords. He likewise explores the Abraham Accords and discusses the geographical dynamics that contributed to its ratification. Efraim Karsh argues that in the 85 years since the two-state solution was proposed (a Jewish state and a Palestinian Arab state living side by side in peace and security), no Palestinian Arab leader has shown true support for it. Therefore, he concludes that if Palestinian society does not experience a thorough revolution that sweeps the corrupt and repressive PLO and Hamas governments from power, it will remain a pipe dream. He considers a two-state solution as a delusion. Maia Carter Hallward and Taib Biygautane believe that in 2020, numerous Arab governments announced U.S.-brokered full normalization accords with Israel, without any specific sacrifices on Israel's part vis-à-vis the Palestinians. According to them, these agreements, the Abraham Accords, signified a dramatic change in Arab-Israeli relations. On that note, this edition inquires, “Where Do We Go from Here?”—exploring the deteriorating state of human rights across the globe, from social injustices in the US, to Turkey’s withdrawal from the Istanbul Convention, and to the Chinese government’s growing repression of Uyghurs in Xinjiang. Our authors also discuss how the US's foreign policy is evolving, along with its societal values and political principles, amid ongoing tensions within both its borders and outside of them. In this special issue, Delise O'Meally, CEO of the Institute for Sport and Social Justice, explains how sports can serve as a social institution, one especially suited to spur systemic change in society. O'Meally analyzes the role sports has played in the fight against racial injustice, starting in 1968 when John Carlos and Tommie Smith raised their fists at the Olympics, to 2020, when US sports leagues showed solidarity with the Black Lives Matter movement. While underlining the universality of sports, O'Meally illustrates how sports, with its shared values of teamwork, unity, mutual aspirations, and respect, can advance positive social change. As part of a multi-part contribution, TPQ Publisher, Kemal Köprülü delves further into the systemic problems, including corruption, biased media, and the lack of accountability, that plague American politics. While reflecting on US policies and their domestic and international ramifications in modern history, Köprülü asserts that America is far from being “back”—and, in fact, is at its weakest. As the specter of a rising China and its connections to Democratic politicians and donors becomes increasingly apparent, Köprülü argues containing China during Biden's presidency will be impossible. Despite their efforts to divert attention away from China and toward Russia, Democrats’ corrupt acts will come back to haunt them, Köprülü writes—especially ahead of the 2022 and 2024 elections. Noting that the Chinese government’s oppression of Uyghurs and other Turkic Muslim peoples has reached unprecedented levels since late 2016, Maya Wang, senior researcher on China at Human Rights Watch, highlights that the Chinese government has committed, and continues to commit, crimes against humanity in Xinjiang. Wang points to how the response—or lack, thereof—of Muslim-majority countries has been particularly disappointing, including Turkey, whom many had hoped would take a clearer stance against these human rights abuses. However, Wang notes, it is not too late. The Turkish government still has the chance to adopt concrete policies both domestically and internationally, including through individual sanctions, trade restrictions, and measures, to protect the Uyghur and Turkic diaspora in Turkey.

Book excerpt: On May 14, 2023, Türkiye will hold both the presidential and the parliamentarian elections, in which the Turkish people will choose the president and all 600 members of the Turkish Parliament. This will be the second elections since the transition to the presidential system in 2017. After the first elections, held in June 2018, Recep Tayyip Erdoğan was elected as the first president of the new governmental system, and AK Party received more than 42 percent of the total votes, winning almost half of the seats in parliament. As in the first elections, two major political blocs will compete, namely, the People’s Alliance (Cumhur İttifakı) and the Nation Alliance (Millet İttifakı). The People’s Alliance bloc consists of the Justice and Development Party (Adalet ve Kalkınma Partisi, AK Party) led by Recep Tayyip Erdoğan, the Nationalist Movement Party (Milliyetçi Hareket Partisi, MHP) led by Devlet Bahçeli, the Great Unity Party (Büyük Birlik Partisi, BBP) led by Mustafa Destici, the New Welfare Party (Yeniden Refah Partisi, YRP) led by Fatih Erbakan and the Free Cause Party (Hür Dava Partisi, HÜDA-PAR) led by Zekeriya Yapıcıoğlu. The second political bloc, the Nation Alliance also known as the Table of Six (Altılı Masa), is made up of six-plus-one political parties. The alliance, which was initially formed in May 2018 by four political parties, now consists of six parties, while one party supports the bloc from outside. The Republican People’s Party (Cumhuriyet Halk Partisi, CHP) led by Kemal Kılıçdaroğlu and the Good Party (İyi Parti, İP) led by Meral Akşener are the two main allies. They were/are officially supported by four smaller political parties. The Democrat Party (Demokrat Parti, DP) led by Gültekin Uysal represents the center right, while the Felicity Party (Saadet Partisi, SP) led by Temel Karamollaoğlu is the continuation of Necmettin Erbakan’s Islamic political tradition. The two additional political parties, the Future Party (Gelecek Partisi, GP) led by Ahmet Davutoğlu and the Democracy and Progress Party (Demokrasi ve Atılım Partisi, DEVA Party) led by Ali Babacan are breakaway groups from the ruling AK Party. They have recently joined the Nation Alliance in an attempt to overthrow the ruling party, which has been in power for the last two decades. In addition to these six political parties, the Peoples’ Democratic Party (Halkların Demokratik Partisi, HDP) led by Pervin Buldan and Mithat Sancar, also supports the Nation Alliance. However, it did not become an official partner of the Nation Alliance, since some partners of the alliance, most notably the İP, generally representing the secular Turkish nationalists, oppose the alliance with HDP due to its close connections with PKK. Therefore, although HDP has declared its support for the candidacy of Kemal Kılıçdaroğlu, it has not joined the alliance. It has become obvious that two political alliances will dominate the election process, therefore there are effectively only two main presidential candidates. While the People’s Alliance has nominated Recep Tayyip Erdoğan, the Nation Alliance has nominated Kemal Kılıçdaroğlu for the presidential post. Concurrently, there are two additional candidates, Muharrem İnce and Sinan Oğan, supported by other small political parties that will no doubt influence the election results, however they are not expected to get more than a small percentage of the vote. The two opposing and conflicting political blocs represent an almost absolute mutual exclusive perspective about the future of Türkiye and the politics of the country, reflecting the increasing polarization of Turkish politics. These two alliances have two opposite and conflictual perspectives of Türkiye. The People’s Alliance emerged as a consequence of a domestic stance against the attacks Türkiye faced after the bloody coup attempt by FETÖ on July 15, 2016, which led to many major changes in the country. The alliance aims to maintain the current government, to consolidate the current presidential system, to continue the country’s transformation program, to protect the country against both internal and external threats, to increase its deterrent military power, to strengthen its economic development, and to globalize its diplomatic power. The Nation Alliance, on the other hand, was formed as a reaction to the People’s Alliance, since no one political party was/is able to challenge the power of AK Party and its leader Recep Tayyip Erdoğan. The alliance is determined to reverse the course of politics in the country and to reverse many of the changes made by the AK Party governments. It claims that if it wins the elections, it will initiate a process of restoration, revive the old political system, change the regime, revive the old, and turn to the status quo ante. However, the Nation Alliance is quite a vulnerable and fractured opposition bloc. It seems that while the Nation Alliance agrees on what it does not want, specifically the rule of the AK Party, the bloc does not know what it wants instead. There is no real consensus among the fragmented opposition parties about the future of the country. Not only do different political parties expect different developments, even different wings within certain political parties make different suggestions. For example, some officials of the biggest partner of the Nation Alliance, the main opposition Republican People’s Party (CHP), has declared that they will apologize (helalleşmek) to certain mistreated groups such as the women who were excluded from education and work because they chose to wear Islamic clothing. On the other hand, some other representatives and supporters emphasize that they will take revenge (hesaplaşmak) against other groups close to AK Party. Another important event that reflects the division within and the brittleness of the Nation Alliance is related to the announcement of their presidential candidate. Not only did it take more than ten meetings and several months for them to decide, but at the end of the process, the leader of İP, Akşener, left the block as she (and her party) did not approve the candidacy of Kılıçdaroğlu. Nevertheless, she came back to the table just one day later accepting Kılıçdaroğlu’s candidacy but adding two new names, Ekrem İmamoğlu and Mansur Yavaş, CHP mayors of İstanbul and Ankara respectively, to the existing five vice-presidents. Indeed, for a long time, Akşener had been campaigning that one of these two men be selected for the presidential candidacy. The upcoming elections, which are held on the centennial anniversary of the Turkish Republic, put Türkiye at an important crossroads. It seems that two conflictual perspectives, the bloc that supports the consolidation of the presidential system and the bloc that supports a regime change, will collide. While the People’s Alliance emphasize autonomy in foreign policy and seeks to achieve regional leadership, the Nation Alliance promote an inward-looking political system and withdrawal from regional issues. Whatever the position of the bloc, one thing is for sure: The Turkish people want a strong leadership in foreign policy during this crucial global transition period. The turnout in Turkish elections is relatively high, generally over 80 percent, which is one of the highest in the world. Considering the politicization in the people’s daily lives, political polarization and the harsh political dialogue, it seems that the turnout in the upcoming elections will be even higher. Furthermore, the earthquake disaster of February 6 has further exacerbated and aroused the political fault lines. However, at the end of this high level of democratic competition and turnout in elections, Turkish democracy will be the winner, and it will be consolidated. Taking into consideration these developments and the importance of the elections -not only for Türkiye but for the regional and global affairs as well- this issue of Insight Turkey tackles some of the most important and determinative topics influencing the results. Disinformation has been one of the most noticeable ramifications we are experiencing of the digital revolution. At the same time, Türkiye, situated in a geopolitical hotspot, is one of the countries that is both a target and a hub of disinformation campaigns in the region. Within this context, Fahrettin Altun, the Presidency Communications Director has penned a commentary addressing misinformation and disinformation with a special focus on Türkiye and the initiatives undertaken by Communication Directorate. Within the same line of thought, Yenal Göksun provides an overview of Türkiye’s strategic communication policy and evolution of the Turkish communication model and the current strategic communication initiatives undertaken by the Directorate of Communications. According to Göksun, Türkiye’s evolving development and foreign policy agenda, which has developed rapidly in the last 20 years, has pushed it to undertake more ambitious efforts in the field of communication and public diplomacy, and as a result, innovations have been made in strategic communication policies. Turning to one of the most discussed issues in recent years in Türkiye’s politics, Cem Duran Uzun focuses on the country’s presidential system and the different government systems proposed by various parties before the 2023 elections. He specifically focuses on the differences between the U.S. presidential system and Türkiye’s administrative system, which overhauled its political system in 2017 and replaced the parliamentary system with a Turkish-style presidential system. Following up, Hamit Emrah Beriş evaluates the key issues in Turkish politics before the 2023 elections. Beriş argues that the 2023 elections are one of the most important in Türkiye’s history and four main topics determined the fate of the elections: refugees, the economy, rising nationalism, and the Kurdish question. The author focuses on serious differences of opinion between the ruling and opposition blocs on the solution to these problems. According to Beriş, the 2023 elections will show whether the approaches of the ruling or opposition wing are in line with the expectations of Turkish society. In our next research article, Ravza Altuntaş Çakır aims to investigate the relationship between ethnic Muslim minority identity and transnational Muslim solidarity, with emphasis on HÜDA-PAR, the most organized political Islamic organization and the second largest political party in Southeast Türkiye. In her paper, Çakır examines how the concept of ummah motivates the party’s domestic/ideological, national and transnational political discourses and initiatives, and also deals with the uncertainties that a mostly abstract and idealist ummahist approach to modern politics brings in the face of Kurdish nationalism, regional realpolitik, and democratic pluralism. As mentioned previously, refugees are another important issue for the forthcoming elections. In that respect, the article by Hatice Karahan and Öznur Gülen Ertosun examines the various dynamics that Syrian women under temporary protection face in the labor market in Türkiye. Technology has become a driving force in the global affairs and Türkiye has been taking all the necessary steps to take advantage of new developments. Within this line of thought, Serdal Temel in his commentary argues that Türkiye, an emerging economy, has been attempting to improve its socioeconomic strength through the promotion of research and development (R&D), innovation, and technological development activities. The author underlines that since the 2000s, the government has implemented support programs focused on developing the innovation capacity of small and medium-sized enterprises (SMEs) and universities, and emphasizes that these programs are diversified as support for ecosystem improvements as well as support for patenting, commercialization and entrepreneurship. In another article, Nurettin Akçay and Guo Changgang, discuss China’s Belt and Road Initiative (BRI) and Türkiye’s Middle Corridor (MC) projects, which have a common goal of connecting Europe and Asia, as well as facilitating commercial, economic, political and socio-cultural interactions between the two continents. In this commentary, which aims to examine the history, objectives and stages of Türkiye’s MC, Akçay and Changgang harmonizes the BRI with the MC and examines the inherent risks and challenges of integration as well as opportunities for the region. Our final commentary by Şafak Oğuz, analyzes the possible consequences of the F-35 fighter crisis between the U.S. and Türkiye, particularly in terms of its effect on the tactical nuclear weapons (TNWs) deployed in Türkiye as part of NATO’s nuclear sharing program. Three off-topic research articles enrich the scope of our special issue. Eldar Hasanoğlu and Oğuzhan Çağlıyan investigate, with the onset of the COVID-19 crisis, how the Israeli diplomacy initiative took on greater importance in maintaining its presence and reputation internationally. In their article, the authors analyze Israel’s approach to COVID-19 diplomacy, which involved providing medical teams, PPE, and surplus vaccines to approximately 20 countries, and examine the political and strategic calculations behind Israel’s decision to extend assistance to specific countries. Focusing on the religious conflicts in Kashmir, Resul Yalçın and Umair Gul seek to try to contextualize the search for the “secular” while examining the construction of Muslim identity, the institution of martyrdom, and its social basis in Kashmir. They define Kashmir as a festering political problem receiving little global attention. Lastly, Bashkim Rrahmani and Majlinda Belegu focus on the Serbia-Kosovo dialogue. They discuss the important issues linked with the dialogue that is being facilitated and negotiated by the EU, including essential activities, challenges, obstacles, antagonisms, the approach the EU facilitators/mediators undertake, as well as the reaction and the expected results that the parties involved in the process have regarding reaching a final solution to the dispute. As Türkiye is on the eve on one of the most important elections in its history, this issue of Insight Turkey addresses some of the issues that have been dominating the political agenda lately. As we examine this critical issue, it is important to emphasize that the views expressed in these pages are diverse and reflect the complex and varied perspectives on NATO's expansion. Our authors, specialists from a wide-range of different fields, contributed their valuable opinions regarding this important discussion which has become further important since Russia’s aggression against Ukraine has escalated with simultaneously intensifying debates concerning the start of a new Cold-War in our time. Romania's former Prime Minister, Petre Roman, emphasizes the significance of NATO's eastward expansion as a crucial geopolitical process. He highlights how this expansion allowed countries to prepare for potential Russian aggression while pursuing the path of successful democracy. Romania, having emerged from the oppressive communist regime of Ceausescu, eagerly sought NATO membership, and officially joined in 2004. Geographically positioned at the heart of NATO's objectives, Romania plays a central role in the defensive complex within the "post-Soviet space." With Poland guarding the Baltic Sea, Romania stands as a pivotal defender of the Black Sea region, where historical Russian imperial ambitions persist. Moreover, Romania's commitment to NATO is demonstrated through its active participation in Western missions and its role in safeguarding vital corridors, such as the precious grain corridor. This article sheds light on Romania's strong pro-Atlantic and pro-American sentiment, positioning the country as a model ally within the alliance. Professor Richard Higgot and Professor Simon Reich critically examine the prevailing narratives surrounding the structure of the world order, ranging from bi-polarity and multi-polarity to predictions of the end of globalization or a "Cold War v. 2.0." They caution against the tendency of pundits to assert rather than reason these explanations, often seeking fleeting moments of fame. Instead, their paper takes a more modest approach, eschewing grand statements about world order and emphasizing the inherent uncertainty of the future. Their paper offers valuable insights into the nuanced dynamics of a fuzzy bifurcation, emphasizing that the behavior of different actors is influenced by a more fluid and less predictable global landscape. By exploring the implications for NATO, Higgot and Reich contribute to a deeper understanding of the challenges and opportunities that arise in an increasingly complex international environment. Professor Roger E. Kanet undertakes a comprehensive examination of Vladimir Putin's commitment to rebuilding "Greater Russia" and its implications, particularly in the context of the invasion of Ukraine. Putin's vision revolves around re-establishing the former Soviet Union and extending Russian dominance beyond its borders, driven by a belief in the historical and cultural ties between Russians and Ukrainians. Professor Kanet argues that despite other influencing factors, the re-establishment of Moscow's influence and control over as much post-Soviet territory as possible, essentially recreating "Greater Russia," is of utmost importance. While NATO expansion may have been a contributing issue, the author contends that the dominance of Ukraine is a primary objective. Moreover, the successful domination of Ukraine could pave the way for future expansion into other former Soviet areas, such as the Baltics. Professor Ryszard Zieba adopts an offensive realist perspective to examine the implications of NATO's post-Cold War enlargement. The article highlights that these implications unfold on multiple levels, encompassing various aspects of the international landscape. Through this lens, Professor Ryszard Zieba's article offers a comprehensive analysis of the implications of NATO's post-Cold War enlargement. By examining these implications on multiple levels, the article sheds light on the intricate dynamics and challenges that arise in the evolving international landscape. Book excerpt: The last one year proved itself to be a very tough year, and it brought many new challenges for the international relations. Among these new challenges, the most striking one is probably the Russia’s unleashing a war of aggression on Ukraine. As Russia's invasion stepped up on the 24 February 2022, many Western experts and policymakers predicted that the Ukrainian armed forces wouldn't be able to defend Kyiv, and that it would fall to the invaders before the month ended. Nonetheless, the government and people of Ukraine are still fighting, and you can see evidence of this everywhere you walk in Kyiv thanks to the flag of free Ukraine flying from rooftops. It is clear that we are entering a new era in international relations, one that has revived the horrors and catastrophes of the past and paved the way for "The Return of History," regardless of the outcome of the conflict in Ukraine. Now that a full year has passed since the beginning of the attack, TPQ has devoted this issue to exploring the implications of the Russian invasion of Ukraine on many spheres, ranging from energy security to agriculture. At the same time, we' are raising the question of whether the current era deserves to be classified as the "new Cold War." If so, who are the competing parties, and in what ways is this new Cold War differs from the one that ended in 1991, with the United States and the liberal world emerging victorious? To come up with sufficient and informative answers for these critical questions, we assembled a large number of extremely valuable articles written by eminent researchers, policymakers, journalists, and young experts. All around the world, from the United States to Russia, and from Türkiye to Sweden, manuscripts came in from our contributors. Hence, it is with great pleasure that we provide you with this very qualified issue, which investigates several facets of the emerging global order from an international perspective. Professor Richard Sakwa investigates the causes of the resurgence of the Cold War and examines the differences between it with the original confrontation. He thinks the Cold War mentality is once again ruling world relations. These arguments suggest that the hope that the conclusion of the Cold War in 1989 would usher in a more universal and permanent peace has largely been disproved; instead, by 2014, the centennial of the beginning of World War I, Europe was once again in the grips of bloody war. The United States and the rest of the Political West, as it had been reshaped by the Cold War, remained on one side. On the other hand, he claims that a considerably diminished Russia has replaced the defunct Soviet Union, and that this is happening alongside a China that is determined to regain its great power position. Professor Li Bennich-Björkman argues that Russia is using bombings, attacks, and cruelty to obliterate Ukraine's history. As a result, she sees the current conflict as a struggle to maintain the recollection of what a peaceful Ukraine looked like, smelt like, tasted like, and felt like. She contends that a split between Russia and Ukraine is inconceivable for Putin because of Ukraine's strategic importance to Russia. Ukrainian President Leonid Kravchuk understood this as early as 1991. She says that he and other Ukrainian leaders sought to defend Ukrainian territory while assuring Moscow that amicable ties remained a possibility. Russia, she complains, has never undergone a comparable transformation. Professor Ziya Öniş, who believes that we are in the midst of a Neo Cold War, focuses more on the conflict between "the West" and "the Rest." He claims that the clash between democratic and authoritarian capitalism, the defining conflict of the new era, was exacerbated by Russia's invasion of Ukraine. According to him, the concerted effort of Western nations to end the conflict was evidence of the resurgence of the democratic club of Western governments and their allies (G7 plus). He also argues that a significant schism in opinion has developed between "the West" and "the Rest" as a direct result of the War. He claims that the Russian War in Ukraine ushers in a new era in the post-Western world, one in which territorial conquests are accepted as the norm, setting the path for more armed clashes in a globe already riven by war. Professor Nicolai N. Petro maintains that the healing of the Ukrainian people is often forgotten among the numerous conflicting narratives that drive the war in Ukraine. He argues that this is because the West is ignoring the "Other Ukraine," whose dissatisfaction with the actions of the Ukrainian government since 2014 has stoked tensions. According to him, the West's reaction to Russia's incursion has focused on punishing Moscow but hasn't done anything to ease the tensions within Ukraine. His work indicates that permanent societal harmony in Ukraine and peace in Europe can be achieved only via reconciliation inside Ukraine. The start of the 21st century has seen the world shaken by protests, from the Arab Spring to the Yellow Vests, from the Occupy movement to the social uprisings in Latin America. There are periods in history when large numbers of people have rebelled against the way things are, demanding change, such as in 1848, 1917, and 1968. Today we are living in another time of outrage and discontent, a time that has already produced some of the largest protests in world history. This book analyzes almost three thousand protests that occurred between 2006 and 2020 in 101 countries covering over 93 per cent of the world population. The study focuses on the major demands driving world protests, such as those for real democracy, jobs, public services, social protection, civil rights, global justice, and those against austerity and corruption. It also analyzes who was demonstrating in each protest; what protest methods they used; who the protestors opposed; what was achieved; whether protests were repressed; and trends such as inequality and the rise of women’s and radical right protests. The book concludes that the demands of protestors in most of the protests surveyed are in full accordance with human rights and internationally agreed-upon UN development goals. The book calls for policy-makers to listen and act on these demands.
