Book excerpt: Trade reform programs have two main objectives. The first is to help raise economic growth and employment generation by improving resource allocation and economywide efficiency. The second is to help improve the balance of payments by strengthening the competitiveness of the external sector and expanding exports and efficient import substitutes. This paper evaluates developing country experience with trade policy reforms and makes recommendations for improving the design and implementaion of those reforms. It assesses the extent and effectiveness of the reforms under adjustment programs in the 1980s, highlighting practical problems and constraints, both economic and politcal. Broadly speaking, it considers three issues: (1) the potential conflicts between trade policy reforms and macroeconomic stabilization efforts; (2) the supply response to trade policy reforms, in the context of export prospects and domestic and external constraints; and (3) the sequencing, timing and duration of import reforms, their relation to internal reforms, and the associated transitional costs. The paper finds that trade policy reform, when implemented well, has contributed to improved economic performance in developing countries. The paper also finds that well-designed trade policy reforms do not conflict with other priorites except in special cases; usually they enhance growth.

The Uruguay Round Agreement on Agriculture (URAA) replaced nontariff barriers with bound tariffs, curbed export subsidies, and codified domestic agricultural programs. Unfortunately, the URAA bound many of the tariffs that replaced nontariff barriers too high, it legitimized export subsidies, and it left the domestic farm policies of the major industrial countries largely untouched. Fortunately, regional trade institutions have also begun to grapple with agricultural trade liberalization. Agriculture was featured in the Mercosur agreement, in recent agreements between the European Union and the countries of Central and Eastern Europe, and in the North American Free Trade Area (NAFTA). Plans for broad supraregional trade structures, such as the Asia Pacific Economic Cooperation (APEC) forum and the Free Trade Area of the Americas (FTAA), have also dealt with the inclusion of agricultural trade. Meanwhile, in developing and middle-income countries, unilateral agricultural policy reforms have been part of recent economic policy changes. However, in the industrial countries, agricultural policy reform has languished in the face of much domestic opposition. But the reform of the European Union's Common Agricultural Policy (CAP) in 1992 and the 1996 Farm Bill in the United States seems to have ushered in a new era of relations between government and agricultural groups. The author points out ways that multilateral, regional, and unilateral paths could be coordinated to liberalized agricultural trade. He proposes a set of multilateral talks that would benefit from agricultural reform at all levels and complete the job begun at the Uruguay Round.

Book excerpt: January 2001 There has been no single magic formula for the success of the East Asian transition economies (Cambodia, China, Lao People's Democratic Republic, and Vietnam), whose performance in export and income growth has been strikingly better than that of transition economies in Eastern Europe and the former Soviet Union. Most of the trade policy problems that remain in these East Asian economies appear to be problems more of development than of transition. The performance of the East Asian transition economies in export and income growth has been strikingly better than that of countries in Eastern Europe and the former Soviet Union. The East Asian economies have achieved remarkably high growth rates in outputs and exports without the often large declines in output and exports observed in Eastern Europe and the former Soviet Union. East Asian reformers have successfully made many of the parallel changes needed in both domestic and trade policies to secure export and income growth. (It makes no sense, for example, to introduce the trade policy instruments of a market economy when the domestic economy is still based on central planning.) But there has been no single magic formula for their success. Martin discusses what each of the economies (Cambodia, China, Lao People's Democratic Republic, and Vietnam) has done. China experienced an extended transition process; the transition was much shorter in other East Asian transition economies--especially Cambodia. Several of the East Asian transition economies used accession to a regional arrangement as part of their reform strategy. China focused mainly on unilateral reforms and, more recently, reforms associated with its accession to the World Trade Organization. Most have made extensive use of policies to attract foreign investment and to mitigate the burden of protection on manufacturing exporters. Most of the remaining trade policy problems, although difficult, appear to be problems more of development than of transition. Book excerpt: Factually, the principal finding of this book is that the trade policy reforms introduced by Peru in the 1990s have continued over several changes of president, whereas similar reforms in Argentina have been reversed. In both countries, the reforms included the introduction of new mechanisms for managing trade policy as well as the reduction of restrictions. Throughout the decade beginning in 2000, Peru’s liberalization expanded. The new institutions became more robust, and through them pressures for protection were effectively contained. At the same time, Argentine trade policy returned to the high-protection import substitution regime in place before the 1990s reforms. Multiple restrictions have been imposed, mostly through a reversion to informal methods that abjure the governance characteristics that the 1990s reforms introduced. The difference between the two cases cannot be explained by economic parameters such as resource endowments or external shocks. Peru’s reforms manifest the buoyant and confident attitude toward the global economy that reform leaders were able to introduce into Peruvian politics. In the words of former president Alan García, there is an eagerness to “climb up on the wave of growth.” In comparison, Argentina’s current development strategy sees international trade as detrimental to Argentina’s interests unless participation by Argentine buyers and sellers is guided by government intervention. The Peruvian case provides examples of successfully managing the politics of reform and the technical aspects of policy so as to establish transparent and participatory processes that weigh accurately the impact of trade policy on all affected domestic parties. The Argentine case demonstrates that the World Trade Organization legal system is not an effective restraint on a government that wants to revert to an import substitution regime. International cooperation has been useful when it has recognized and influenced domestic sovereignty over economic regulation; however, it is not been useful when approached as a matter of international regulation of national actions.
