In this critical history of the reading camp movement, Jody Mason undertakes the first sustained analysis of the organization that became Frontier College in 1919. Employing an interdisciplinary approach, Home Feelings investigates how the reading camp movement used fiction, poetry, songs, newspapers, magazines, school readers, and English-as-a-second-language and citizenship manuals to encourage ideas of selfhood that were individual and intimate rather than collective. Mason shows that British-Canadian settlers' desire to define themselves in relation to an expanding non-British immigrant population, as well as a need for immigrant labour, put new pressure on the concept of citizenship in the first decades of the twentieth century. Through the Frontier College, one of the nation's earliest citizenship education programs emerged, drawing on literature's potential to nourish ""home feelings"" as a means of engaging socialist and communist print cultures and the non-British immigrant communities with which these were associated. Shifting the focus away from urban centres and postwar state narratives of citizenship, Home Feelings tracks the importance of reading projects and conceptions of literacy to the emergence of liberal citizenship in Canada prior to the Second World War.

Book excerpt: Inspired by American studies of the impact of government programs on clients' political activity, Take a Number breaks new ground by investigating the lessons that people draw from their experiences with government bureaucracies, reaching very different conclusions about the effects of program participation in Canada. People's experiences with service providers matter. Far from being de-politicizing, negative experiences can be empowering, stimulating greater political interest and more political activity. In contrast to the findings of some American studies, there is no evidence that these encounters leave claimants in Canada with the sense that they are neither legitimate nor effective actors in the public sphere. Rather than discouraging participation in politics, being a recipient of means-tested benefits likewise seems to be politically mobilizing. Modern states have everywhere been born of tax revolts, and Canada was no exception. Heaman shows that the competing claims of the propertied versus the people are hardwired constituents of Canadian political history. Tax debates in early Canada were philosophically charged, politically consequential dialogues about the relationship between wealth and poverty. Extensive archival research, from private papers, commissions, the press, and all levels of government, serves to identify a rising popular challenge to the patrician politics that were entrenched in the Constitutional Act of 1867 under the credo “Peace, Order, and good Government.” Canadians wrote themselves a new constitution in 1867 because they needed a new tax deal, one that reflected the changing balance of regional, racial, and religious political accommodations.
