Charlotte Wagnsson investigates the cohesiveness of ‘greater Europe’ through the detailed scrutiny of policy statements by the leadership elites in the UK, France, Germany, Russia and the EU in connection with three defining events in international security: the crisis in Kosovo of 1999; the terrorist attacks of 9/11 and the Iraq crisis of 2003. This extensive empirical enquiry results in a critical constructivist response to neorealist understandings of European security. The book is available in paperback for the first time. It contrasts the EU’s new way of ‘doing security’ with the established, competitive bilateral interplay in the European security sphere and provides a clue to the kind of security politics that will prevail in Europe. Moscow’s ‘Greater Europe’ ambition of the previous decades produced a failed Western-centric foreign policy culminating in excessive dependence on the West. Instead of constructing Gorbachev’s ‘Common European Home’, the ‘leaning-to-one-side’ approach deprived Russia of the market value and leverage needed to negotiate a more favourable and inclusive Europe. Offering an account steeped in Russian economic statecraft and power politics, this book offers a rare glimpse into the dominant narratives of Russian strategic culture. While both sides are committed to multifaceted engagement, cooperation is complicated by historical suspicions, cultural prejudices, geopolitical rivalries, and competing priorities. For China, Russia is a key supplier of energy and weapons, but is frequently dismissed as a self-important power whose rhetoric far outstrips its real influence. A xis of Convenience cuts through the mythmaking and examines the Sino-Russian partnership on its own merits. It steers between the overblown interpretation of an anti-Western (particularly, anti-American) alliance and the complacent assumption that past animosities and competing agendas must always divide the two nations. Their relationship reflects a new geopolitics, one that eschews formal alliances in favor of more flexible and opportunistic arrangements. Ultimately, it is an axis of convenience driven by cold-eyed perceptions of the national interest. In evaluating the current state and future prospects of the relationship, Bobo Lo assesses its impact on the evolving strategic environments in Central and East Asia.
