Book excerpt: Moscow has progressively replaced geopolitics with geoeconomics as power is recognised to derive from the state’s ability to establish a privileged position in strategic markets and transportation corridors. The objective is to bridge the vast Eurasian continent to reposition Russia from the periphery of Europe and Asia to the centre of a new constellation. Moscow’s ‘Greater Europe’ ambition of the previous decades produced a failed Western-centric foreign policy culminating in excessive dependence on the West. Instead of constructing Gorbachev’s ‘Common European Home’, the ‘leaning-to-one-side’ approach deprived Russia of the market value and leverage needed to negotiate a more favourable and inclusive Europe. Eurasian integration offers Russia the opportunity to address this ‘overreliance’ on the West by using the Russia’s position as a Eurasian state to advance its influence in Europe. Offering an account steeped in Russian economic statecraft and power politics, this book offers a rare glimpse into the dominant narratives of Russian strategic culture. It explains how the country’s outlook adjusts to the ongoing realignment towards Asia while engaging in a parallel assessment of Russia’s interactions with other significant actors. The author offers discussion both on Russian responses and adaptations to the current power transition and the ways in which the economic initiatives promoted by Moscow in its project for a ‘Greater Eurasia’ reflect the entrepreneurial foreign policy strategy of the country.

About 85 percent of the region's economic output is in six resource-rich economies. Today, 85 percent of Eurasia's 280 million people are no longer poor. But academics who study resource-based economies debate whether these countries are cursed or blessed. And Eurasia's policymakers long for the day when their economies are less extractive and more innovative. These observations prompt questions: Are resources a blessing or a curse? If it is one of these things, what would make it into the other? How much should Eurasia try to diversify their exports and economies away from natural resources? Are there ways to make Eurasian economies both extractive and innovative? The answers: a large majority of Eurasia's people should consider themselves blessed. To make sure that this blessing does not become a curse, Eurasian economies have to become efficient—more productive, job-creating, and stable. But efficiency is not the same as diversification: there is little evidence that more concentrated economies have slower productivity growth, fewer jobs, or much more economic volatility. Governments need to worry less about the composition of exports and production and more about asset portfolios—natural resources, built capital, and economic institutions. They have much to do. Eurasia's portfolios are heavy in tangibles like oil and gas and roads and railways and light in intangibles such as the institutions for managing resource earnings, providing social services, and regulating enterprise. But tangibles are not what distinguish success from failure—investments in intangibles, early in their development, have made some resource-rich countries both extractive and innovative.

This negative-sum scenario resulted from years of zero-sum behaviour on the part of Russia and the West in post-Soviet Eurasia, which the authors rigorously analyse. The rivalry was manageable in the early period after the Cold War, only to become entrenched and bitter a decade later. The upshot has been systematic losses for Russia, the West and the countries caught in between. All the governments involved must recognise that long-standing policies aimed at achieving one-sided advantage have reached a dead end, Charap and Colton argue, and commit to finding mutually acceptable alternatives through patient negotiation.
