Book excerpt: Zambia and Zimbabwe, with Angola, Botswana and Namibia, constitute the Kavango Zambezi Transfrontier Conservation Area (KaZa-TFCA), which is the largest transfrontier conservation area in the world (520 000 km²), and whose key objective is to join fragmented wildlife habitats to form an interconnected mosaic of protected areas and transboundary wildlife corridors. In this region, wildlife populations have declined over the past three decades, mainly due to poaching and loss of habitat. In this TFCA, the Sustainable Wildlife Management (SWM) Programme aims to address these challenges by promoting the model of community conservancy (CC) to diversify income-generating activities and supply a well-balanced source of wild and domestic protein. In Zimbabwe, the SWM project in KaZa supports the emerging project of Mucheni CC encompassing three wards of Binga District, in Matabeleland North Province. In Zambia, the target implementation sites are the Simalaha and Inyasemu CC, located in Southern Zambia. The SWM Programme is an initiative of the Organization of the African, Caribbean and Pacific States (OACPS) funded by the European Union and co-financed by the French Facility for Global Environment (FFEM) and the French Development Agency (AFD). This seven-year programme (2017–2024) is being implemented in 15 OACPS member countries by a consortium of partners including the Food and Agriculture Organization of the United Nations (FAO), the Centre for International Cooperation in Agricultural Research for Development (CIRAD), the Centre for International Forestry Research (CIFOR) and the Wildlife Conservation Society (WCS).

Available in PDF, EPUB and Kindle. Book excerpt: One of the major challenges of sustainable development is the interdisciplinary nature of the issues involved. To this end, a team of conservation biologists, hunters, tourist operators, ranchers, wildlife and land managers, ecologists, veterinarians and economists was convened to discuss whether wildlife outside protected areas in Africa can be conserved in the face of agricultural expansion and human population growth. They reached the unequivocal - if controversial - conclusion that wildlife can be an economic asset, especially in the African savannas, if this wildlife can be sustainably utilized through safari hunting and tourism. Using the African savannas as an example, Wildlife Conservation by Sustainable Use shows that in many instances sustainable wildlife utilization comprises an even better form of land use than livestock keeping. Even when population pressure is high, as in agricultural areas or in humid zones, and wild animal species can pose a serious cost to agriculture, these costs are mainly caused by small species with a low potential for safari hunting. Although ranching has a very low rate of return and is hardly ever profitable, the biggest obstacle to the model of sustainable wildlife use outlined in Wildlife Conservation by Sustainable Use is from unfair competition from the agricultural sector, such as subsidies and lack of taxation, resulting in market distortion for wildlife utilization. This book thus gives valuable evidence for a different way of working, providing arguments for removing such distortions and thereby facilitating financially sound land use and making it a rationally sound choice to conserve wildlife outside protected areas. The expert team of authors, most of whom came together at a workshop to thrash out the ideas that were then developed into the various chapters, has written a superb account of recent research on this complex subject, resulting in a book that is a major contribution to our understanding of sustainable use of land. The important conclusion is that wildlife conservation can be possible for landholders and local communities if they have a financial interest in protecting wildlife on their lands.

Book excerpt: Botswana has a long history of wildlife conservation dating back to 1890 when the first game protection statute was enacted. Since that time, wildlife policies and laws have been developed to address increased threats to wildlife, especially poaching and trafficking in wildlife products. Botswana now has in place various strategies and policies on wildlife conservation and management which guide the enactment of wildlife legislation. The key wildlife law is the Wildlife Conservation and National parks Act enacted in 1992. The Act sets out the institutional and administrative framework of the wildlife. There are strong provisions that strictly regulate wildlife conservation and utilization and address wildlife crime and wildlife law enforcement. Nevertheless, there are still some gaps that exist within the law that need to be sealed in order to effectively curb wildlife crime. Botswana is quite robust in adopting international standards to address wildlife crime and has enacted legislation to stop illegal trade in wildlife and wildlife products and deter profiting from wildlife crime by confiscating proceeds of crime and criminalizing money laundering. Legislation to curb corruption among public officials, including those who deal with wildlife matters, is in place and its rigorous enforcement has led to Botswana being one of the least corrupt countries in Africa. The effectiveness of the wildlife legislation in Botswana cannot be accurately gauged as there is little information on the number of wildlife crimes committed and the conviction rates of wildlife offenders.

Available in PDF, EPUB and Kindle. Book excerpt: This book illustrates an alternative approach to ‘state of sustainability’ reporting by presenting cross-sectoral and multi-disciplinary discussions on sustainability issues in the context of a developing country, Botswana. The book volume illustrates how academic publishing can supplement African governments' existing forms of reporting on sustainability by providing on-ground detailed descriptions and experiences relating to achievement of the various sustainable development goals (SDGs). In addition, this process involves, increases and enhances diversity of stakeholders that report on sustainability. Furthermore, the approach resonates with the UN’s recommendation to build local strategies for implementation of the 2030 agenda for sustainable development. Conventional reporting on sustainability by most African countries is an exercise that is customarily the preserve of designated government ministries. While this form of reporting provides a consistent platform for tracking sustainable development goals, it can also benefit from juxtaposition with in-depth descriptions and experiences provided by academic publishing. Academia, through publishing, provides a framework for on-ground situation-analysis as well as in-depth descriptions of African country’s grass-root experiences, thus allowing for temporal tracking of sustainable development milestones. As this volume illustrates, experiences from the various contributors on this volume highlight different points of departure towards achieving the 2030 agenda. Topics covered include biodiversity, water management, world heritage, environment, education, tourism, gender, institutional approaches to achievement of SDGs, as well as contribution of non-governmental organisations (NGO)'s amongst others.

Book excerpt: This study on the status of the environment in Botswana demonstrates that despite inadequate resources, some progress has been made to meet the objectives or mandates of the country's National Conservation Strategy. It indicates that natural resource conservation and management legislation does exist, and achievable goals have been set; however there is presently less success in minimising unsustainable resource use. It gives as the principal reason, the poor enforcement of legislation. The authors make recommendations for improvement under the headings: implementing incentives and disincentives on natural resources; involving local communities in natural conservation efforts; developing and elevating the status of the National Conservation Strategy, identifying external forces of change, enforcing environmental impact assessment legislation and eliminating overlaps within the current legislation.

Book excerpt: The world is in the midst of a poaching and illegal wildlife trade (IWT) crisis which threatens survival of many species. Poaching and IWT involves a wide range of species and has been estimated by different sources to be worth USD 7–23 Billion annually. Poaching and associated IWT are devastating populations of iconic wildlife species such as rhinos and elephants, as well as a host of lesser known ones. Botswana has enhanced its law enforcement efforts to combat poaching and IWT. The key enforcement institution is the DWNP which works closely with the Botswana Police Service (BPS) and the Botswana Defence Force (BDF). According to the DWNP, illegal off‐take has not yet become a serious threat to wildlife populations in Botswana. Statistics show that even though poaching might have led to a decline in the population of some wildlife species, some species like the elephant and the rhino have not recorded any decline. The elephant population in Botswana is estimated at approximately 200,000 which is quite impressive. Rhinos in Botswana are also experiencing an increase in numbers. The population of the southern white rhino has increased from a count of 26 in 2005 to 153 in 2014. The most targeted species for poaching and IWT in Botswana is the elephant and therefore the major focus of Botswana’s efforts to combat wildlife crime is on elephants. The year 2012 recorded the highest poaching numbers of wildlife in Botswana. The number of elephants poached rose from 22 in 2009 to 163 in 2012 and then dropped to only 4 in 2013. The number of lions poached remained very low although there was a rise from 0 in 2009 to 3 in 2013. No white rhino was poached from 2009 to 2012 and only one was poached in 2013.
