Book excerpt: In the last decades, the human harvesting of marine resources became more efficient as the understanding of the habits and behaviours of the various species available in the sea gradually increased. Technologies naturally developed over time and fishing systems became more sophisticated and increasingly adapted to catch the most desirable species and sizes. This evolution is still in progress and technological development goes on especially in the Mediterranean area, where small and relatively old fishing vessels are traditionally used. These technical advances in fishing gears have generally led to more efficient fishing operations and improved access to resources and fishing grounds. On the other hand, general awareness on the environmental problems due to the exploitation of fisheries resources has also increased. Therefore, in order to preserve fishery resources and marine environments, fishing gears and their impacts need to be further investigated and less impacting techniques should be developed. In this regard, fishing technologists are responsible to provide fishery managers as well as fishermen and stakeholders, with useful advice and technical solutions for mitigating adverse impacts of fishing gears. By taking these problems into account, the book contents are based on the requirements of ecosystem-approach to fisheries management. The Code of Conduct for Responsible Fisheries of the FAO (1995) encouraged the use of selective, environmentally safe and cost effective gear and techniques. Thus the book aims at providing information on sustainable fishing technologies, and transfers the expertise on fishing technology to Mediterranean fisheries scientists and end-users such as fisheries managers, administrators, controllers etc. This book is structured to provide information on fishing gear technology, selectivity, bycatch-impact reduction and fishing vessel technology, with particular attention to the Mediterranean context. The information included might be used to learn how to assess the impacts and selectivity of different fishing gears and find technical solutions to mitigate these impacts and to address scientific studies. Furthermore, advices on the properties of fishing vessels affecting energy efficiency have been also considered in order to address possible technical changes to the currents boats. Finally the contents of this book might be considered as a useful tool when preparing management measures as well as for the establishment, enforcement or improvement of fishing rules.

Oceans cover over 70 percent of the earth’s surface and house a major part of global biodiversity. Ocean ecosystems support all life on earth: they regulate the global temperature, provide rain, food and oxygen, and they manage a certain amount of human pollutants. Nearly 64 percent of the oceans lie far beyond the coast of individual states. The high seas and the deep seabed, which form the parts of the oceans that are beyond the national jurisdiction of coastal countries, are some of the least protected areas on earth. Because of its very low temperature, lack of light and energy-deprived character, the high seas were long considered hostile to life. For centuries those areas beyond national jurisdiction (ABNJ) were being treated as a virtual desert without any sign of life or resources. Until the later decades of the twentieth century, the deep sea with its rare organisms and unique ecosystems was largely unexplored by humans. This resulted in a collective lack of knowledge about the rich biodiversity and abundant resources of the high seas and the deep seabed. In recent decades, human interest and activities outside the limits of coastal state jurisdiction have increased. Reasons of the sudden interest in those unknown parts of the oceans were inter alia the depletion of fishery stocks within national jurisdiction, the expansion of global maritime trade, the search for new resources and scientific interest in the deep sea. New advances in technology and maritime transport made it possible for scientists to explore the mysterious uncharted parts of the oceans. This essay will focus on one particular part of the global biodiversity, namely the high seas fish stocks. There is a worldwide increasing demand for seafood. Consequently, a global industry is developed with more and bigger ships. The increased pressure on high seas fish stocks has caused a crisis in the current high seas fisheries management. Over 32 percent of the fish stocks are overexploited, depleted or still recovering from depletion. Global fishing activities will have to become subject to sustainable management measures if we want to secure the fisheries' benefits for the long term. Sustainable management of wild fish stocks causes beneficial effects for the economic output, livelihoods and food security.

Dozens of certification and labeling schemes have emerged to advise consumers on what seafood is sustainable. In recent years, an opposing narrative has emerged emphasizing the success of fisheries management in many places, the increasing abundance of fish stocks in those places, and the prescription for sustainable fisheries. However, there has been no comprehensive survey of what really constitutes sustainability in fisheries, fish stock status, success and failures of management, and consideration of the impacts of fishing on marine ecosystems. This book will explore very different perspectives on sustainability, and bring together the data from a large number of studies to show where fish stocks are increasing, where they are declining, the consequences of alternative fisheries management regimes, and what is known about a range of fisheries issues such as the impacts of trawling on marine ecosystems. Ocean Recovery is aimed principally at a general audience that is already interested in fisheries but seeks both a deeper understanding of what is known about specific issues and an impartial presentation of all the data rather than selected examples used to justify a particular perspective or agenda.
