Declining yields in many fisheries and decay of treasured marine habitats, such as coral reefs, has heightened interest in establishing a comprehensive system of marine protected areas (MPAs)-areas designated for special protection to enhance the management of marine resources. Therefore, there is an urgent need to evaluate how MPAs can be employed in the United States and internationally as tools to support specific conservation needs of marine and coastal waters. Marine Protected Areas compares conventional management of marine resources with proposals to augment these management strategies with a system of protected areas. Dozens of certification and labeling schemes have emerged to advise consumers on what seafood is sustainable. In recent years, an opposing narrative has emerged emphasizing the success of fisheries management in many places, the increasing abundance of fish stocks in those places, and the prescription for sustainable fisheries. However, there has been no comprehensive survey of what really constitutes sustainability in fisheries, fish stock status, success and failures of management, and consideration of the impacts of fishing on marine ecosystems. This book will explore very different perspectives on sustainability, and bring together the data from a large number of studies to show where fish stocks are increasing, where they are declining, the consequences of alternative fisheries management regimes, and what is known about a range of fisheries issues such as the impacts of trawling on marine ecosystems. Ocean Recovery is aimed principally at a general audience that is already interested in fisheries but seeks both a deeper understanding of what is known about specific issues and an impartial presentation of all the data rather than selected examples used to justify a particular perspective or agenda. Book excerpt: In the last decades, the human harvesting of marine resources became more efficient as the understanding of the habits and behaviours of the various species available in the sea gradually increased. Technologies naturally developed over time and fishing systems became more sophisticated and increasingly adapted to catch the most desirable species and sizes. This evolution is still in progress and technological development goes on especially in the Mediterranean area, where small and relatively old fishing vessels are traditionally used. These technical advances in fishing gears have generally led to more efficient fishing operations and improved access to resources and fishing grounds. On the other hand, general awareness on the environmental problems due to the exploitation of fisheries resources has also increased. Therefore, in order to preserve fishery resources and marine environments, fishing gears and their impacts need to be further investigated and less impacting techniques should be developed. In this regard, fishing technologists are responsible to provide fishery managers as well as fishermen and stakeholders, with useful advice and technical solutions for mitigating adverse impacts of fishing gears. By taking these problems into account, the book contents are based on the requirements of ecosystem-approach to fisheries management. The Code of Conduct for Responsible Fisheries of the FAO (1995) encouraged the use of selective, environmentally safe and cost effective gear and techniques. Thus the book aims at providing information on sustainable fishing technologies, and transfers the expertise on fishing technology to Mediterranean fisheries scientists and end-users such as fisheries managers, administrators, controllers etc. This book is structured to provide information on fishing gear technology, selectivity, bycatch-impact reduction and fishing vessel technology, with particular attention to the Mediterranean context. The information included might be used to learn how to assess the impacts and selectivity of different fishing gears and find technical solutions to mitigate these impacts and to address scientific studies. Furthermore, advices on the properties of fishing vessels affecting energy efficiency have been also considered in order to address possible technical changes to the currents boats. Finally the contents of this book might be considered as a useful tool when preparing management measures as well as for the establishment, enforcement or improvement of fishing rules.

His novel analysis of the reproductive ecology of bony fish of cooler seas offers some support for this, but a review of fisheries past and present confirms that sustainability is rarely achieved. The relatively open structure and strong variability of marine ecosystems is discussed in relation to the reliability of resources used by the industrial-level fishing that became globalised during the 20th century. This was associated with an extraordinary lack of regulation in most seas, and a widespread avoidance of regulation where it did exist. Sustained fisheries can only be expected where social conditions permit strict regulation and where politicians have no personal interest in outcomes despite current enthusiasm for ecosystem-based approaches or for transferable property rights.

The new estimates assess these 'sunken billions' at $83 billion annually. The report further shows that a clear path can lead to the recovery of these considerable losses, including through significant reduction in global fishing overcapacity. A breakdown between regions is also included, showing that the effort needed to achieve this reform will not be felt equally throughout the world. While the cost of such reform will likely be high, the expected benefits include an increase in biomass by a factor of 2.7, increase in annual harvests by 13 percent, and a 30-fold increase in annual net benefits accrued to the fisheries sector (from $3 billion to $86 billion annually). This urgent call for action is reinforced by the impacts of climate change on fish stocks and fisheries worldwide.
